This checklist contains measures that are required to be implemented on a project-by-project basis to ensure that the specified emissions targets identified in the Climate Action Plan (CAP) are achieved. Implementation of these measures will ensure that new development is consistent with the CAP's assumption for relevant CAP strategies toward achieving the identified greenhouse gas (GHG) reduction targets. In this manner, a project's incremental contribution to a cumulative GHG emissions effect may be determined not to be cumulatively considerable if it complies with the requirements of the CAP, in accordance with CEQA Guidelines Sections 15064(h)(3), 15130(d), and 15183(b).* *City staff are currently not assessing the greenhouse gas impacts of California Environmental Quality Act projects by using the Climate Action Plan as a qualified GHG reduction plan under CEQA section 15183.S(b). Please consult with the Planning Department for further guidance. Additional information may be found on the Climate Action Plan Update and Vehicle Miles Traveled calculations staff report. This checklist is intended to assist project applicants in identifying CAP ordinance requirements and demonstrate how their project fulfills those requirements. This checklist is to be completed and included in applications for new development projects that are subject to discretionary review or require a building permit. APPLICATION SUBMITTAL REQUIREMENTS • The completed checklist must be included in the project submittal package or building permit application. Application submittal procedures can be found on the City of Carlsbad website. This checklist is designed to assist the applicant in identifying the minimum CAP-related requirements specific to their project. However, it may be necessary to supplement the completed checklist with supporting materials, calculations or certifications, to demonstrate full compliance with CAP requirements. For example, projects that propose or require a performance approach to comply with energy-related measures will need to attach to this checklist separate calculations and documentation as specified by the ordinances. • If an item in the checklist is deemed to be not applicable to a project, or is less than the minimum required by ordinance, an explanation must be provided to the satisfaction of the Planning Division or building official. • The requirements in the checklist will be included in the project's conditions of approval or issuance of building permit. • Details on CAP ordinance requirements are available on the city's website. P-30 Page 1 of7 Revised 07/21 City of Carlsbad Climate Action Ian Consistency Checklist STEP 1: LAND USE CONSISTENCY The first step in determining CAP consistency for discretionary development is to assess the project's consistency with the growth projections used in the development of the CAP. This section allows the city to determine a project's consistency with the land use assumptions used in the CAP. Projects found not to be consistent with the CAP's land use assumptions and that are projected to emit at or above the CAP screening threshold of 900 metric tons of CO2 equivalent (MTC02e) GHG will be subject to a project-specific analysis of GHG emissions' impact on the environment in accordance with the requirements of the California Environmental Quality Act (CEQA). This may result in GHG-reducing mitigation measures applied as a condition of project approval in addition to compliance with the CAP ordinance requirements identified in Step 2 of this checklist. Checklist Item (Check the appropriate box and provide an explanation and supporting documentation for your answer) A. Is the proposed project consistent with the existing General Plan land use and specific/master plan or zoning designations? OR, tfthe proposed project is not consistent with the existing land use plan and zoning designations, does the project include a land use plan and/or specific plan, master plan or zoning designation amendment that would result in an equivalent or less GHG-intensive project when compared to the existing designations? Yes No □ If "Ye~', proceed to Step 2 of the checklist. For the second option under Question A above, provide estimated project-related GHG emissions under both existing and proposed designation(s) for comparison. GHG emissions must be estimated in accordance with the City of Carlsbad Guidance to Demonstrating Consistency with the Climate Action Plan. If ''No", proceed to Question B. B. The CAP established a screening threshold of 900 MTCOze/year for new development projects to assist in determining consistency with the CAP. The types and sizes of typical projects listed below have been determined to correspond to the CAP screening threshold. Will the proposed land use change result in the construction of less than any one of the following? • Single-Family Housing: 50 dwelling units • Multi-Family Housing: 70 dwelling units • Office: 35,000 square feet • Retail Store: 11,000 square feet • Grocery Store: 6,300 square feet • Other: If the proposed project is not one of the above types, provide a project-specific GHG emissions analysis to determine whether it is below the 900 MTCOze/year screening threshold. If "Ves", proceed to Step 2 of the checklist. □ !Thxt If ''No", the project's GHG impact is potentially significant and must be analyzed in accordance with CEQA. Applicant must prepare a Self-developed GHG emissions reduction program in accordance with the City of Carlsbad Guidance to Demonstrating Consistency with the Climate Action Plan to demonstrate how it would offset the increase in emissions over the existing designations. The project must incorporate each of the applicable measures identified in Step 2 to mitigate cumulative G HG emissions impacts unless the decision maker finds that a measure is infeasible in accordance with California Environmental Quality Act Guidelines Section 15091. Mitigation in lieu of or in addition to the measures in Step 2 may be required, depending on the results of the project-specific GHG impact analysis, Proceed and complete a project-specific Self-developed GHG emissions reduction program and Step 2 of the Checklist. P-30 Page 2 of 7 Revised 07/21 City of Carlsbad Climate Action an Consistency Checklist STEP 2: CAP ORDINANCE COMPLIANCE REQUIREMENTS Completion of this checklist will document a project's compliance with CAP ordinances, and in turn, demonstrate consistency with the applicable measures and actions of the CAP . The compliance requirements in this Step 2 apply to development projects that require a building permit. All other development projects shall implement all emissions-related mitigation measures from the General Plan Update EIR. Existing/Previous Entitlement -MCUP 10-03 APN: 205-270-36-00 Crown Castle -826639 -Pie Shop INTRODUCTION I OVER VIEW Crown Castle, hereafter referred to as "Crown Castle" or "applicant' , is requesting a new/renewed Minor CondiUional Use Approval to permit the continued use and operation of the existing Wireless Communication Facilities in the CT zoned district within the City of Carlsbad. This existing communication facility currently supports I-Mobile in this heavily travelled area and is designed to provide for their current and ffuture technologies, modifications and 5G upgrades. The existing site was originally permitted and installed in 2010 and has been in continuous operation since its construction. This application is for a Minor Conditional Use permit for the renewal and on-going use and re-permitting of the existing site. This facility is an extremely important part of I-Mobile's network and has been one of the foundation sites that their surrounding network have been designed and built from. In addiition to traditional wireless telephone serv-ices, other benefits of this installation willl include wireless internet connections and wireless data transmission. This facility will also support emergency services by providing wireless communications to paramedics, firefighters and law enforcement agencies. These needs have become established and accepted as an integral part ofthe communications.infrastructure, as these services promote public health, safety, comfort, and general welfaire. Some examples of the benefits of wireless to community services are: • Wireless networks are the primary communication source for numerous federal , state, and local emergency sewice organizations. It is critical that these groups have the ooverage and capacity in their wireless network · to meet their E911 and other needs. Wireless service acts as a backup for radio systems, connectivity for in~vehicle computers, and real- time cameras. 6500 W Mansfield Ave., Villa 51, Denver, CO 80235 (714) 863-4366 . • mo ,,~~ ii,.··• MMI Titan Inc. • These sites generally have battery bacltup at many of the facilities. This is a critical element to keeping a site operating during a natural disaster or other emergency. • 80% of 911 calls originate from a personal cell phone. (National Emergency Number Association, Enhancing 9-1-1 Operations with Automated Abandoned Callback & Location Accuracy (Motorola Solutions)(August 23, 2018) • 240 million 911 caUs are made annually from wireless phones. (Answers, March 2015) • 74% of wireless suhscribers have used devices in an emergency. (Pew Research) • 55% of American homes are wireless only. , CDC's 2018 Wi11eless Substitution: Early Release of Estimates from the National Health Interview Survey, January-July, 2018) • There have been 360 Amber Alert notification children recovered since 2005. (www.wirelessamberalerts.org) In order to continue to meet the above listed needs, Crown Castle is nequesting approval for the continued use and operation of this existing facility. Like traditional cellular phone systems, these facilities operate on a grid type system, whereby overlapping cells mesh to form a seamless wireless network. The techmical criteria for establishing cell sites are very exacting as to both the height and location of the facility. Based on this information, as well as local population density, traffic patterns, future development and topography, this site is integral to the existing netJW'ork. Crown Castle is one of the largest providers of shared communications infrastructure in tle United States, with roughly 40,000 cell towers comprising approximately 91,000 installations. Together with its small cell networks and approximately 60,000 miles of fiber optic cable, Crown Castle's extensive infrastructure serves at, the backbone of the nation's largest communications networks. This project will continue to serve the residents and extended community throughout this portion of the county. PROJECT DESCRIPTION The existing facility consists of T-Mobile having an equipment Lease Area of approximately 9'x 35'6". In this Lease Area are radio cabinets, a transformer and other inter connection equipment. This Lease Area is completely enclosed with a CMU Wall Enclosure. T-Mobile has utilized two parking lot light poles to place antennas on to. Each lightpole is located about 32'6" from the exterior wall of the Equipment enclosure and the western lightpole has one antenna and the eastern lightpole has two antennas. Each antenna is 4' in height and are mounted with a centerline of 28' above ground level (AGL) and an overall top height of 30' for each pole. This applicl}:tion is only for the U§e, consolidation and continued operation of the existing facilities and does not include any alterations, modificatigns or intensification to the facility as it operates today. 6500 W Mansfield Ave., Villa 51, Denver, CO 80235 (714) 863-4366 ,. ED ,,···~ it• MMI Titan Inc. CONCLUSION Crown Castle and their partner carriers endeavor to provide the most reliable communication networks in the nation. Crown Castle and T-Mobile's existing location in this area will continue to reinforce a tremendous public safety and emergency benefit to this community by using the least intrusive means to fill the need for coverage in this area. The facility will continue to serve the area by providing high speed data connectivity to meet the demands of residents, visitors, businesses and emergency responders alike. We look forward to working closely with the City's Planning Staff in the processing of this application. If there are any questions that we may address or information that is needed, please do not hesitate to contact us. To view the BMP Manual, refer to the Engineering Standards (Volume 5). This questionnaire must be completed by the applicant in advance of submitting for a development application (subdivision, discretionary permits and/or construction permits). The results of the questionnaire determine the level of stonn water standards that must be applied to a proposed development or redevelopment project. Depending on the outcome, your project will either be subject to 'STANDARD PROJECT' requirements or be subject to 'PRIORITY DEVELOPMENT PROJECT' (PDP) requirements. Your responses to the questionnaire represent an initial assessment of the proposed project conditions and impacts. City staff has responsibility for making the final assessment after submission of the development application. If staff detennines that the questionnaire was incorrectly filled out and is subject to more stringent storm water standards than •initially assessed by you , this will result in the return of the development application as incomplete. In this case, please make the changes to the questionnaire and resubmit to the city. If you are unsure about the meaning of a question or need help in determining how to respond to one or more of the questions, please seek assistance from Land Development Engineering staff. A completed and signed questionnaire must be submitted with each development project application. Only one completed and signed questionnaire is required when multiple development applications for the same project are submitted concurrently.
