Description/Explanation:
This application is a proposal by the city to amend the Parks performance standard of its Growth
Management Plan according to the terms of the settlement agreement for the General Plan lawsuit.
In essence, the performance standard requires that, if population growth exceeds a specified
threshold, the city will schedule a park for construction (1) within five years or (2) before a specified
number of dwelling units are constructed.* This application proposes to remove the dwelling unit
portion of the performance standard (#2 above), but would leave the five year timeframe
requirement unchanged. This performance standard is contained in the General Plan and Citywide
Facilities and Improvement Plan, and so this proposal would amend these two documents.

The San Diego County Regional Airport Authority, acting in its capacity as the local Airport Land Use

the Authority until such time as all required documents and information, as determined by Authority staff,
have been submitted and reviewed for completeness.
Any determination rendered by the Authority is limited to the project plans and description
submitted with this application and is not transferable to any revision of this or any similar, future
project involving any change in the use, area, or height of structures as depicted and described
therein. Any changes in these project characteristics subsequent to Authority review but before
decision-making consideration by the local jurisdiction must be resubmitted via new application to
the Authority for a new determination of consistency.
