Legoland has invited City of Carlsbad participation for a full-scale mass casualty exercise Discussion Fire and Police Department resources will be participating with Legolarid staff and allied automatic aid agendes to conduct a one-day evolution with the following objectives: • Review and refresh Legoland internal response to a mass casualty event • Exercise Unified Command principals • Provide a simulated training environment for practice of triage and casualty collection concepts • Deploy resources in a Rescue Task Force configuration, pairing Police and Fire Department resources for rapid treatment and extrication of critically injured • Provide a tactical scenario for Police Department to engage with a barricaded subject • Exercise communications systems and patient accountability systems • Simulate loading and transport of multiple victims • Debrief crews and personnel to maximize learning The following resources will be involved: • Carlsbad engine and truck companies with rescue ambulances • Carlsbad Battalion Chief, Training Chief and Training Captain • Carlsbad Community Health Nurse • North County Dispatch, JPA Fire Department Dispatch • Carlsbad Police Department Patrol, Dispatch, Command and Tactical units • Legoland Staff (as drill participants and as role players) • Carlsbad CERT Members (as role players) • Mutual Aid Fire Department support from: o San Marcos Fire Department (engine, ambulance, Battalion Chief) o Vista Fire Department (engine, ambulance) o Rancho Santa Fe Fire Protection District (engine) Fire Department 2560 Orion Way I Carlsbad, CA 92010 I 442 -339-2141 t Council Memo -Legoland Drill Notification and Summary {Districts -All) February 2, 2023 Page 2 Next Steps The emergency response exercise will take place at the Legoland Park on Wednesday, February 8, 2023. The park will be closed to the general public. A pre-drill exercise is scheduled at 11 a.m. for Legoland staff only, which will be facilitated by Community Health Nurse Christina Gilmore, to review triage and emergency treatment principals.
