Background AEDs are portable, life-saving devices designed to treat people experiencing sudden cardiac arrest, a medical condition in which the heart stops beating suddenly and unexpectedly. The combination of CPR and early defibrillation is effective in saving lives when used in the first few minutes following a collapse from sudden cardiac arrest. Discussion AEDs at City of Carlsbad Facilities AEDs have been available at city facilities since approximately 2003. These AEDs were originally purchased in partnership with San Diego Project Heartbeat, a program established in 2001 to improve cardiac arrest survival rates by placing AEDs in public locations. The city currently provides AEDs in the following public locations: • Adult Learning Center • Harding Community Center • Alga Norte Park, Rec. center & snack bar • Housing & Neighborhood Services • Aviara Community Park, catering facility • Leo Carrillo Ranch • Calavera Community Center • Monroe Street Pool • Carlsbad Senior Center • Police & Fire Headquarters • Chase Field, snack bar • Pine Community Center • City Hall • Poinsettia Park • Cole Library • Public Works • City Council Chambers • Stagecoach Park & Recreation Center • Dove Library • Safety Training Center Range • Faraday Center • Utilities Department • Fleet Maintenance Fire Department 2560 Orion Way I Carlsbad, CA 92010 I 442-339-2141 t Council Memo -Automated External Defibrillator (AED) Program (Districts -All) February 9, 2023 Page 2 AEDs at City Schools In 2003, schools in Carlsbad received AEDs through the San Diego Project Heartbeat campaign, Heart to Heart. This campaign was founded by former Carlsbad Fire Department Battalion Chief Kim Blaylock and his wife after losing their daughter to a heart condition (Click here for story). The following is an overview of AEDs at city schools: • Carlsbad Unified School District (CUSD): CUSD currently has AEDs at each of the 15 district schools, and the district office has at least one AED on site. Carlsbad High School and Sage Creek High School each have five AEDs on site. CUSD has nine additional AEDs which are being refurbished to distribute among the high schools (school athletic programs are the priority for the nine additional AEDs). Additionally, CUSD has an AED annual testing and maintenance program which includes replacing the batteries. The AED program is managed by the school Health Technician. • St. Patrick's Catholic School: This school currently has one AED, located in the health room. St. Patrick's has an internal maintenance program, and staff inspect the AED monthly, replacing supplies as needed. • Army Navy Academy: The Academy currently has seven AEDs located throughout the campus, beach area, and athletic field. All AEDs are maintained through internal monthly inspections and supplies are replaced as needed. • San Marcos Unified School District (SMUSD): SMUSD currently has at least one AED at each school site. The AEDs are inspected regularly by AED Total Solutions, an online maintenance and supply replacement program. • Encinitas Unified School District (EUSD): EUSD currently has at least one AED at all schools and maintenance buildings. AEDs are overseen by Project Heartbeat, and the lead maintenance staff member conducts monthly AED inspections. Additionally, EUSD staff attend a Project Heartbeat in-service consisting of CPR and AED training for office staff, health technicians, and district nurses. • San Dieguito Union High School District (SDUHSD): SDUHSD currently has AEDs at each school, and the quantity of AEDs is based on school size and need. For example, La Costa Canyon High School has five AEDs located throughout the campus. Monthly equipment inspections are overseen by Project Heartbeat and competed by SDUHSD staff members. • Pacific Ridge School: This school currently has eight AEDs located throughout their campus. All AEDs are maintained internally and inspected monthly, with supplies replaced as needed . Additionally, all staff and faculty members receive CPR and First Aid training every two years. AED Maintenance Guidelines AEDs located in city facilities are maintained by a third-party vendor, CPRl. AED maintenance guidelines vary and are based on the unique manufacturer recommendations. In general, there are several AED components that should be routinely inspected and replaced as needed. For example, AED batteries should be inspected by viewing the front of the device. The AED will Council Memo -Automated External Defibrillator (AED) Program (Districts -All) February 9, 2023 Page 3 show a green checkmark or hourglass symbol when in service and a red "X" when it detects a low battery or equipment malfunction. Additionally, defibrillation patches have a service life of one- . two years, and the patches are individually labeled with the expiration date. Defibrillation patches should be replaced according to the expiration date to ensure reliable operation. Finally, the overall AED service life varies by manufacturer. Next Steps This memorandum is intended to provide information on the City of Carlsbad AED Program and contains a discussion on AEDs at city facilities and schools, and AED maintenance guidelines.
