This memorandum provides an update to a previous Council Memorandum dated July 21, 2022,
provided as Attachment A, on the status of the Orion Center Project, Capital Improvement
Program (CIP) Project No. 3572 (project). The project will construct a maintenance and
operations facility that will house Public Works Branch and Parks & Recreation Department
field staff at 2600 Orion Way.
Background ·
Attachment A provides background information on this project. Since the last update on
July 21, 2022, project consultants continued to work on engineering-related site details and other
supporting documents for the conditional use permit (CUP) application. On January 27, 2023, the
CUP application and associated documents were completed, and the Mitigated Negative
Declaration (MND), as required under th,e California Environmental Quality Act (CEQA), was
drafted.
Discussion
Pursuant to CEQA, the city must publish a Notice of Intent with the local newspaper and State
Clearinghouse, announcing the public review period for the project and the MND. The public
review period started on January 27, 2023, and it will end on February 26, 2023. Following
public testimony, staff anticipate a tentative Planning Commission hearing in April 2023. This
date may change depending upon the number and content of the comments that are received
during public review.

Program (CIP) Project No. 3572 (project). The project will construct a maintenance and
operations facility that will house Public Works Branch and Parks & Recreation Department
field staff at 2600 Orion Way.
Background
Attachment A provides background information on this project. Since the last update on
Jan. 20, 2022, project consultants have continued to work on engineering-related site details and
other supporting documents for the conditional use permit (CUP) application. The consultants
submitted revised documents to address prior plan-check comments in January and May 2022.
Staff provided plan-check responses to those submittals in February and July 2022, respectively.
Specific items included the transportation demand management (TOM) plan, preliminary
hydrology study, updated storm water quality management plan, storm water detention' basin
design, square footage on grading plans, cross section of the new retaining wall and other details.
Additionally, staff have updated their comprehensive time-based schedule for all drawings and
documents, including environmental documents and technical studies, required as part of the
project's discretionary review process. Staff met with the consultant on July 18, 2022,to discuss
their resubmittal and the way forward.
Discussion
The civil engineering site details affecting storm water treatment on site have been revised, and
an updated site plan has been prepared and were discussed with staff on July 18, 2022.
Additionally, environmental documents have been revised and updated. An updated set of
revised plans is scheduled to be resubmitted this week.
In addition to working toward finalizing-all CUP supporting documents, staff have been tracking
the progress of each supporting document's review in a time-based schedule leading up to a
Planning Commission hearing date, which is anticipated to be in early 2023.

July 8, 2021, staff and project consultants have continued to work on traffic and mobility
related rep_orts and other support documents for the con~itional use permit, or CUP,
applicatLori. Additionally, staff have updated their comprehensive time-based schedule for au
draw~ings and documents, including environmental documents and technical studies, required
as part of the project's discretionary review process.
Discussion
The traffic impact analysis, or TIA, local mobility analysis, or LMA, and transportation demand
management, or TOM, plans for the project have been revised, and an updated site plan has
been prepared. Additionally, cultural resource groups have been contacted, and consultation
with them is underway. The scenic trail surrounding the project has been removed from the.
project scope to avoid impacts and the corre~ponding environmental documents were revised
accordingly. An updated set of revised plans and updated cultural reports have not yet been
completed. The revised target date for these pending documents to be completed and
submitted is late Janua ry 2022.
In addition to working toward finalizing all CUP support documents, staff have been tracking
the progress qf each support document's review in a time-based schedule leading up to a
Planning Commission hearing date, which is anticipated to be in fall 2022.

Project No. 3572 (project); which will construct a maintenance and operations facility that will
house Public Works Branch and Parks & Recreation Department field staff.
Background
As ofthe last project update on April 29, 2021, staff and project consultants continue to work
on traffic and mobility related reports for the project, and staff created a comprehensive time-
based schedule for all drawings and documents required as part of the project's discretionary
review process.
Discussion
The vehicle miles traveled (VMT) analysis for the project was completed on May 17, 2021. The
lo.cal mobility analysis (LMA) and transportation d·emand management (TOM) plan for the
project continue to be revised and updated as needed to ensure the documents are complete
and ready for public review prior to deeming the project's Condition.al Use Permit (CUP)
applicati'on complete.
In adclition to working towards finalizing the LMA and TOM plan, staff prepared a
comprehensive schedule detailing the list of CUP application documents on file for the project
and their review status. This schedule projected milestone dates for project plan check review,
environmental compliance and Planning Commission hearing dates. The anticipated Planning
Commission hearing datefor the project's CUP has been revised to May 2022.
Next Steps
