This memorandum provides an update to a previous Council Memorandum dated April 21, 2022,
related to the Facility Security Master Plan for city facilities and other city-owned physical
infrastructure.
Background
The city has not historically provided a consistent, overarching plan or policy for the security of
City Hall, the Faraday Center and other city office buildings. Instead, establishing physical security
at city facilities has been done on an as-needed basis. The Facility Security Master Plan has been
initiated to address all security gaps found at all city facilities and critical infrastructure points
throughout the city.
Discussion
The City of Carlsbad is committed to protecting the safety of the public and city staff at city
facilities amid today's security risks. The city has hired Public Consultant Group (PCG) to conduct
an independent objective security assessment of the city's public buildings and other facilities.
PCG has many years of experience conducting security needs assessments and has a Master
Service Agreement with the city to provide for this type of service. PCG has evaluated site design
and layout, environmental components, access control, intrusion detection, closed-circuit
television camera placement and general public safety.
After the project initiation, staff formed a steering committee and policy subcommittee.
Additional issues identified by these groups of staff members resulted in an increased scope of
work for the contractor. The initial scope of work was related to Closed Circuit Television (CCTV)
and access control for facilities, but was expanded to an all-encompassing security audit of every
city owned facility (this includes all parks, reservoirs, and lift stations).
The current draft of the Facility Security Master Plan includes:
• An inventory of city facilities and other city-owned physical infrastructure that have a
need for security

• Results from a walk-through of each city facility with appropriate staff to determine
where security is needed, the type of security needed and the level of risk
• Review and revision of current policies and procedures to guide how cameras are to be
used, how long video files are to be retained,1 what sign age should be required, and how
to safeguard both the public's and staff's privacy, as appropriate
• Recommendations for the development of new policies and procedures deemed
necessary
• A five-year implementation timeline, prioritized by risk, to establish needed security at
identified city facilities and infrastructure locations
Current city facilities with access control systems or security cameras include:
• City Hall complex
• City Library on Dove Lane
• Cole Library
• Library Learning Center
• Faraday (only lobby cameras)
• Pine Avenue Community Center
• Senior Center
• Police and Fire Headquarters
• Safety Training Center
• Elmwood house (exterior cameras only)
Current city parks with security cameras:
• Alga Norte Community Park (comprehensive coverage but aging system)
• Poinsettia Community Park (limited camera placement)
• Aviara Community Park (only covers new structure)
• Pine Avenue Community Park (see update below)
Pine Avenue Community Park already had a project underway to install cameras prior to
initiating the Facility Security Master Plan. That project involves adding exterior perimeter
cameras to provide coverage of parking lots and visibility into some areas in the park. This work
is scheduled to begin the week of February 27, 2023. A (1) 360-degree camera will be added to
the Senior Center parking lot and (1) 180-degree camera to the Pine Avenue Community Center
parking lot. In addition, staff will also be adding (1) 360-degree camera to the children's play area
inside Pine Avenue Community Park. The Senior Center will receive two additional cameras to
cover the rear entrance and what's known as the kiln area.

The final document to be delivered by PCG will provide recommendations for all city facilities,
even those that may already have some sort of CCTV or access control already in place.
Next Steps
No action is needed at this time. PCG has finished all site visits and has submitted drafts to be
reviewed before moving them on to the steering committee for final approval. PCG is also
working with the policy subcommittee members to finalize the security policies related to the
Facility Security Master Plan document. Staff will provide the Facility Security Master Plan and its
findings to the City Council at a future date in April or May of this year.
