Road and Levante Street, and Batiquitos Drive between Poinsettia Lane and Camino De Las Ondas. Background On August 31, 2021, the City Council adopted Resolution No. 2021-197, awarding a contract to All American Asphalt (contractor) to construct the Project. The contract requires completion of all work within 120 working days from the date of the Notice to Proceed (NTP). The NTP established the date for commencement of work as September 6, 2022, thereby establishing the contract completion date as March 2, 2023. A Council Memorandum issued on December 15, 2022, provided the City Council with information on the Project and forecast the completion of all work by March 2, 2023. Discussion The Project has completed all work activities on El Camino Real from Arena! Road to Levante Street and on El Camino Real from Cannon Road to College Boulevard. The contractor has re- mobilized to complete the work along Batiquitos Drive between Poinsettia Lane and Camino De Las Ondas. In the Council Memorandum dated December 15, 2022, staff identified that the city's contractor was performing work on Batiquitos Drive between Poinsettia Lane and Camino De Las Ondas and that the Project was forecast to be complete on March 2, 2023. Since that time, the Project encountered conditions on Batiquitos Drive that did not allow for proper installation of the new asphalt. Specifically, areas along Batiquitos Drive contained soil that would not provide the resistance needed to facilitate installation and proper compaction of the new asphalt. To remediate the unsuitable conditions, staff directed the contractor to perform extra work, including removal and replacement of the unsuitable soil.
