HomeMy WebLinkAbout2023-03-07; City Council; Resolution 2023-072RESOLUTION NO. 2023-072 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ACCEPTING THE FISCAL YEAR 2021-22 LIBRARY BOARD OF TRUSTEES WORK PLAN REPORT OF ACCOMPLISHMENTS AND APPROVING THE FISCAL YEAR 2022-23 LIBRARY BOARD OF TRUSTEES WORK PLAN WHEREAS, the City Council of the City of Carlsbad, California has determined that annual work plans ensure boards and commissions are working in line with priorities of the City Council; and WHEREAS, Chapter 2.15 of the Carlsbad Municipal Code (CMC) requires that each board or commission provide to the City Council for its approval an annual work plan of activities to be undertaken by the board or commission and a subsequent report of its accomplishments; and WHEREAS, Chapter 2.16 of the CMC details the composition of the Library Board of Trustees; and WHEREAS, on Jan. 18, 2022, the City Council accepted the fiscal year 2021-22 Library Board of Trustees Work Plan; and WHEREAS, at the Library Board of Trustees September 2022 meeting, staff assisted trustees with the preparation of an updated work plan that is consistent with the duties described in CMC Chapter 2.16; and WHEREAS, the mission of the Library Board of Trustees is to advise the City Council in matters pertaining to library services, as well as the rules and regulations necessary to operate the library; and WHEREAS, On Oct. 26, 2022, the Library Board of Trustees voted unanimously to accept the updated work plan and is recommending that the City Council approve the plan. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1.That the above recitations are true and correct. 2.That the City Council accepts the fiscal year 2021-22 Library Board of Trustees Work Plan report of accomplishments, attached hereto as Attachment A. 3.That the City Council of the City of Carlsbad approves the fiscal year 2022-23 Library Board of Trustees Work Plan, attached hereto as Attachment B. PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of Carlsbad on the 7th day of March, 2023, by the following vote, to wit: AYES: NAYS: ABSTAIN: ABSENT: Blackburn, Bhat-Patel, Acosta, Burkholder, Luna. KEITH BLACKBURN, Mayor -l4vv � SHERRY FREISINGER, City Clerk (SEAL) Attachment A Library Board of Trustees FY 2021-22 Work Plan Accomplishments I.Mission Statement The mission of the board of library trustees is to advise the city council in matters pertaining to library services, as well as the rules and regulations necessary to operate the library. II.Composition The board of library trustees shall consist of five members, appointed by the mayor with the approval of the city council. III.FY 2021-22 Goals & Tasks The Library Board of Trustees focused on the following FY 2021-22 Goals and Tasks: GOAL TASK STATUS, COMMENTS Review and approve rules and regulations of the library as developed and revised from time to time •Supported elimination of overdue fines Overdue fines eliminated in September 2022 Review and approve the library's response to the California Public Library survey submitted annually to the California State Library •Approved annual report submitted in October 2021 Annual, ongoing goal Receive reports on and maintain knowledge of library services and programs o Serve as a liaison from the community on its needs and interests o Serve as an ambassador to the community in promoting library services •Received and reviewed monthly reports on library activities •Received presentations on the following topics: Literacy Services, Bilingual Services, Genealogy & Carlsbad History, eResources, Cultural Arts •Received presentations regarding major programs such as Carlsbad Reads Together and Summer Reading Adventure Ongoing GOAL TASK STATUS, COMMENTS Receive an annual report on safety and security of library facilities •No update City Facilities Security team established Provide community perspective on issues and interests related to library service delivery and facilities •Supported the honorific naming of the Ann Kulchin Courtyard in May 2022 Courtyard dedicated in December 2022 Provide recommendations on the proposed budget and use of community contributions for the delivery of library services •Provided concurrence on the department budget submission for FY 2022-23 in May 2022 •Supported and advocated for the addition of a donor recognition page to the library website Donor recognition page added to library website in June 2022 Maintain awareness of and promote community support of the library, and of opportunities to collaborate with other community partners •Provided a trustee as representative on the Carlsbad Library & Arts Foundation Board •Provided a trustee as representative on the Carlsbad Friends of the Library Ongoing Promote progressive and innovative delivery of services to ensure the library remains in the forefront of community life •No update Advise the city council on resource sharing among library jurisdictions, as needed •No update GOAL TASK STATUS, COMMENTS Provide community perspective in the strategic planning of library services •No update Participate in relevant events, community meetings and conversations on behalf of the Library Board of Trustees •No update Serve on relevant city committees as a representative of the Library Board of Trustees as requested (e.g., review website, Carlsbad Reads Together, etc.) •Provided a trustee as representative on the city Growth Management Committee Continued service on this committee is anticipated through FY 2022-23. Attachment B City of Carlsbad Library Board of Trustees Work Plan Fiscal Year 2022-2023 I.Mission Statement The mission of the board of library trustees is to advise the city council in matters pertaining to library services, as well as the rules and regulations necessary to operate the library. II.Composition The board of library trustees shall consist of five members, appointed by the mayor with the approval of the city council. Ill. FY 2022-2023 Goals & Tasks The City of Carlsbad Library Board of Trustees has selected to focus on the following goals and tasks: •Review and vote whether to approve rules and regulations of the library as developed and revised from time to time o Receive report and vote whether to approve an updated collection development policy and others as needed •Review and vote whether to approve the library's response to the California Public Library survey submitted annually to the California State Library o Receive and discuss annual survey report •Receive reports on and maintain knowledge of library services and programs: o Serve as a liaison from the community on its needs and interests o Serve as an ambassador to the community in promoting library services •Receive an annual report on safety and security of library facilities o Receive report on city consultant’s library facility security assessment •Provide community perspective on issues and interests related to library service delivery and facilities •Provide recommendations on the proposed budget and use of community contributions for the delivery of library services o Receive report and vote whether to support the conversion of part-time into full-time staff positions o Receive report and vote whether to support the annual budget submission •Maintain awareness of and promote community support of the library, and of opportunities to collaborate with other community partners •Promote progressive and innovative delivery of services to ensure the library remains in the forefront of community life •Advise the city council on resource sharing among library jurisdictions, as needed o Receive report and vote whether to support the new Serra Cooperative Library System Link+ book-sharing service •Provide community perspective in the strategic planning of library services o Support and advocate for a new Georgina Cole Library as part of the city hall building project o Review and discuss update to strategic plan •Participate in relevant events, community meetings and conversations on behalf of the board of library trustees •Serve on relevant city committees as a representative of the board of library trustees as requested (e.g., review website, Carlsbad Reads Together, etc.) o Continue service on Growth Management Citizens Committee
