CALL TO ORDER: 6:01 p.m.
ROLL CALL: Nguyen-Cleary, Manzano, Cole, Ydigoras.
Absent: Cortes-Torres.
PLEDGE OF ALLEGIANCE: Chair Nguyen-Cleary led the Pledge of Allegiance.
APPROVAL OF MINUTES:
Minutes of the Regular Meeting held on Nov. 10, 2022
Motion by Commissioner Manzano, seconded by Commissioner Cole, to approve the minutes as
presented. Motion carried, 3/1/1 (Nguyen-Cleary – Abstain; Cortes-Torres – Absent).
PUBLIC COMMENT: None.
DEPARTMENTAL REPORTS:
1. 2023 HOUSING COMMISSION MEETING SCHEDULE: Adopt a resolution approving the 2023
Housing Commission meeting schedule. (Staff contact: Mandy Mills, Director of Housing &
Homeless Services)
Recommended Action: Adopt the resolution.
Housing & Homeless Services Director Mandy Mills presented the proposed meeting
schedule.
Consensus was reached by the Commissioners to table the item to the next meeting to allow
all Commissioners to be present for the vote.
2. FISCAL YEAR 2022 HOUSING TRUST FUND ANNUAL REPORT, 2022 HOUSING COMMISSION
WORK PLAN ANNUAL REPORT, JANUARY 2023 - JUNE 2024 HOUSING COMMISSION WORK
PLAN: Adopt Resolution No. 2023-001 recommending that the City Council approve the
Fiscal Year 2022 Housing Trust Fund Annual Report, 2022 Housing Commission Work Plan
Annual Report and January 2023 – June 2024 Housing Commission Work Plan. (Staff contact:
Todd Henderson, Interim Housing Services Manager)
Recommended Action: Review Work Plan and adopt the resolution.

with the Office of the City Clerk).

Motion by Commissioner Manzano, seconded by Commissioner Cole, to adopt Resolution
No. 2023-001. Motion carried, 4/0/1 (Cortes-Torres – Absent).
3. UPDATED CARLSBAD HOMELESSNESS ACTION PLAN: Adopt Resolution No. 2023-002
recommending that the Carlsbad City Council approve the updated Homeless Action Plan
for implementation. (Staff contact: Chris Shilling, Senior Program Manager, Homeless
Services)
Recommended Action: Review the Carlsbad Homelessness Action Plan and adopt the
resolution.
Senior Program Manager Chris Shilling reviewed a PowerPoint presentation (on file with the
Office of the City Clerk).
Motion by Commissioner Manzano, seconded by Commissioner Cole, to adopt Resolution
No. 2023-002. Motion carried, 4/0/1 (Cortes-Torres – Absent).
COMMISSION COMMENTS:
Chair Nguyen-Cleary gave an update on the Growth Management Plan committee.
STAFF COMMENTS:
Director Mills announced the following:
• Items 2 & 3 are agendized for the Feb. 7, 2023 Council meeting.
• The Point in Time Count will be in January and is open for volunteers.
• Pacific Wind Apartments is now under construction.
• Aviara Apartments and Marja Acres both closed their loans and will be in the grading
process soon.
