Homeless Services and Homeless Outreach Team Update
• The Housing & Homeless Services Department, in collaboration with the Police
Department, presented the updated Homelessness Action Plan to the City Council on
February 7, 2023.The plan updated the city's homelessness goal, areas of focus,
strategies, initiatives and actions related to homelessness. Staff anticipate the plan will
cover a five-year period in alignment with the city's five-year Strategic Plan.
• The Housing & Homeless Services Departmentis working with the Innovation &
Economic Development Department to identify the housing and homelessness data and
metrics that will be shared through the city's five-year Strategic Plan dashboards.
• The city provides Community Development Block Grant (CDBG) funding to the
Community Resource Center, Interfaith Community Services and Brother Benno's to
provide homelessness prevention assistance to Carlsbad residents. Since July 1, 2022,
the contractors have used $41,670 to provide prevention assistance to 45 households.
• The city issued a request for proposals for Homeless Outreach Team Outreach and Case
Management Services on January 17, 2023, as the existing contract with Interfaith
Community Services will expire June 30, 2023, after all allow·able extensions. Proposals
were due by 5 p.m. on February 24, 2023. The city received 2 responsive proposals and
is in the process of completing best value evaluations. The City Council will consider
approval of a new contract in June.
• The city's quality-of-life ordinances related to homelessness and public spaces went into
effect on November 11, 2021. These ordinances and other federal, state, and local laws
have helped the Homeless Outreach Team (HOT) hold the homeless community
accountable while continuing to offer compassionate outreach and resources. In

February 2023, Police Officers issued two written warnings, 29 citations, and made
three bookable arrests.
Emergency Shelter and Motel Voucher Program
• In February 2023, the HOT placed one individual into the Emergency Motel Voucher
Program. Participants are typically allowed to stay up to three nights. In rare cases, the
HOT can increase the time if there are assured resources that are taking longer to
secure. The one placement was bridged to shelter.
• The Housing & Homeless Services Department began offering extended limited-term
motel stays of not more than 30 days to households who need additional time to
complete their housing plans on September 1, 2022. As of February 28, 2023, Housing
& Homeless Services has provided five households with extended motel vouchers. Three
have successfully transitioned into permanent housing and two have housing subsidies
to obtain permanent housing and are in the process of locating available units.
• The city has been awarded a grant of $2 million from the County of San Diego for the
expansion of the La Posada de Guadalupe shelter through the Capital Emergency
Housing Solutions Grant program. The funding is restricted to capital expenses. On
February 7, 2023, a resolution accepting the funds as well as an agreement with Catholic
Charities Diocese of San Diego was approved. Catholic Charities is now under contract
with an architect who has begun preliminary design work.
• The Catholic Charities Diocese of San Diego has hired a Program Manager for the shelter
as well as two part-time clinicians. They are in the recruitment process for one
additional full-time employee through a grant agreement provided by the city.
• On March 16, 2023, the County of San Diego held a vaccination event at the La Posada
de Guadalupe shelter to provide shelter guests with vaccinations for Hepatitis A,
Monkey Pox, COVID-19 and the Flu. Four residents received various combinations of
vaccinations.
• City staff are pursuing a number of competitive applications for funding that could
augment existing services. On February 28, 2023, the city submitted a proposal to the
State of California for Encampment Resolution Grant funding. If funding is awarded, city
staff will present funding allocation and appropriation to the City Council for
consideration and approval.
Community
• The 2023 Point-in-Time Count (PITC) was completed on Thursday, January 26, 2023,
from 4-8 a.m. Four staff members, six HOT officers and 30 community volunteers
deployed from the Harding Community Center to count throughout the city. The

Regional Task Force on Homelessness is expected to release the county-wide results in
late Spring 2023.
• Staff continue to work with the interdisciplinary working groups convened by the
Outcomes Standards Board (PROS Board) of the San Diego Taxpayers Educational
Foundation. The working groups focus on macro and micro performance outcomes for
homeless services based on the PROS Board Discussion Paper released in May 2022.
