Description/Explanation: This describes the request for an RV Minor Variance to park a travel trailer in the front of 5485 El Arbol DR, Carlsbad, CA 92008. During COVID, a travel trailer was purchased, and parking was not feasible in the rear or on either side of the property. The property also has a steep sloped driveway, and it's not feasible/safe to park it on such a slope. The space provided for the RV is considerably off street, and does not interfere, in any way, with visibility to or from the street. It does not interfere with traffic on the street nor encroach into the street and utility right-of-way. There is no sidewalk, and if one were to be installed, it would not interfere. I have records that include, communicating with Paul Burnette, and Justin Ernst about avoiding permitting for the installed wall. I believe the wall meets "Municipal Code 21.46.130 Walls, fences or hedges" which states: "In any "R" zone, no fence, wall or hedge over forty-two inches in height shall be permitted in any required front yard setback." P-1(8) Page 1 of 1 Revised 07/10 JUSTIFICATION FOR RV MINOR VARIANCE An RV Minor Variance may be approved if the City Planner determines that access to the side or rear yard cannot be provided. In order to approve the request, the City Planner shall be required to make the following findings. Please read these carefully and explain how the proposed project meets each of them. Use additional sheets if necessary. 1. Parking in or access to the side or rear yard would require one of more of the following: a) extensive grading, b) structural alteration to the existing residence, or c) the removal of significant or unique landscaping. A fence shall not be deemed to prevent access to the side or rear yard. Parking in or access to the side or rear yard would require a), b), and c) above. The property also has a steep sloped driveway, and it's not feasible/safe to park it on such a slope. All the houses along this block of El Arbol DR, have steep sloped driveways. 2. Parking of the recreational vehicle in the front yard would not interfere with visibility to or from any street. The space provided for the RV is considerably off street, and does not interfere, in any way, with visibility to or from the street. 3. To view the BMP Manual, refer to the Engineering Standards (Volume 5). This questionnaire must be completed by the applicant in advance of submitting for a development application (subdivision, discretionary permits and/or construction permits). The results of the questionnaire determine the level of storm water standards that must be applied to a proposed development or redevelopment project. Depending on the outcome, your project will either be subject to 'STANDARD PROJECT' requirements, 'STANDARD PROJECT' with TRASH CAPTURE REQUIREMENTS, or be subject to 'PRIORITY DEVELOPMENT PROJECT' (PDP) requirements. Your responses to the questionnaire represent an initial assessment of the proposed project conditions and impacts. City staff has responsibility for making the final assessment after submission of the development application.
