Local Facility Management Plan Zone 5. Based upon anticipated traffic impacts,, a transportation improvement phasing plan has been prepared to mitigate identified impacts. The analysis and preparation of the transportation improvement plan for Zone 5 has been completed in accordance with the City of Carlsbad's Growth Management Program and Guid0linos and Instruction for the· Preparation of Local · Facil-i ties Management Plan Transportation Impact ·Studies. Existing traffic counts for _the . study area were obtained and analyzed;' future short and long-term traffic projections were prepared based upcn anticipated future developi!1~!1ts within Zone 5; and transportation ·related impacts were identified. Projections tor long-term traffic flow associated with the Buildout conditions 't>.1er~ oLtairied from the San Diego Association of Government's (SANDAG) City of Carlsbad Traffic Forecast prepared in March, 1989. 1 Linscott, Law & Greenspan, Engineers EXISTING CONDITIONS Local_ Facility Ma~agement Zone 5 is shown in Exhibit 1. Local Facilities Management Z_one 5 · is l_ocated within the center of Carlsbad, generally bordered by Interstate 5 in the west, and the City's eastern boundary on the east. The Zone is bisected east to west by Palomar Airport Road and north to south by El Camino Real. Zone 5 consists o_f 2,360.6 acres of land. Palomar Airport is located within the center of the Zone with approximately one-fifth of the Zone built-out with 'industrial uses. The remainder of Zone 5 is designated for industrial/ office/commercial uses. There is no existing or planned residential development within the Zone. El Camino Real is a north:-south Prime Arterial which is currently improved as an interim four lane facility. Portions of the roadway have bee!l improved· to· six lane standards, concurrent with the development of abutting properties. Palomar Airport Road is classified as an east-west Prime Arterial and is continuous' from· Carlsbad Boulevard on the west to San Marcos Boulevard on the east.· Palomar-Airport Road provides the nearest freeway access to Zone 5 p~operties. It is currently six lanes between Camino Vida Roble and El Camino Real, and is being -improved to six lanes between Paseo del·Norte and Camino Vida Roble. College Boulevard is currently constructed as a Major Arterial between Palomar Airport Road and El Camino Real. College Boulevard will eventually extend northward to State Route 78 and southward to El. Camino Real (south of .Palomar Airport Road). PROPOSED PROJECTS Table 1 displays the type and acreage of each land use category within Zone 5. The categories have been revised to include the"25 acre Carlsbad Plaza retail project. Other major currently proposed projects within Zone 5 include the Palomar Business Park, Carlsbad ' ' Research Center and the Carlsbad Airport Business Center. Exhibit 2 shows the location of major projects and properties within Zone 5. Buildout of proposed uses .within _Zone 5 will result in approximately 20,500,000. square feet of industrial, 1,325,400 square feet of commercial/office in addition to the Carlsbad Plaza retail project which includes a 109,600 square foot Price Club, a 102,700 square foot home improvement store, a fast food restaurant, a bank and approximately _30,000 square feet of related community shopping'uses. PHASING The land uses are proposed to b~ phaied at annual increments of 900,000 square feet of industrial and 100, ooo square feet of commercial/off i'ce thru the year 1996. From 1997 thru the assumed Buildout year of 2013, 450,000 square feet of industrial and 50,000 square feet of commercial/office are assumed to be completed on an annual basis. Assumed completion of the Carlsbad Plaza project is to occur in 1991. . J Linscott, Law & Greenspan, Engineers TRIP GENERATION, DISTRIBUTION -AND ASSIGNMENT Table 2 includes cumulative pea_k hour generation for the year 1990, .. 1995, 2000 and Buildout of the Zone 5 land uses in 2013. Trip generation rates are based upon SANDAG and City of San Diego cumulative trip generation rates. Distribution and assignment of Zone 5 trip ends, as well as the subsequent traffic analysis conforms to the City of Carlsbad's Guidelines and Instructions for the Preparation of Local Facilities Management Plan Transportation Impact studies. Exhibits 3, 4, 5 ,and 6 display-trip distribution and Zone 5 Average Daily Traffic (ADT) for the years 1990, 1995,. 2000 and Buildou,t. Traffic estimated to be · generated by Zone 5 development was distributed to the roadway system based on the surroun.ding roadway system, desired travel routes, regional · residential areas and anticipated site access characteristics. Outbound movements at key intersections are expressed as a percentage of total Zone 5 trip generation .. The street network assumed was in conformance to the City guidelines for the years 1990, 1995, 2000 and Buildout. FUTURE SHORT TERM IMPACTS AND MITIGATION ANALYSIS · Traffic_ from ,the proposed d_evelopments _within Zone 5 were added to existing plus background traffic for purposes of assessing traffic impacts and determining appropriate levels of mitigation. The distribution of trips and magnitude of background traffic will be significantly affected by completion of new links in the surrounding roadway system. The ·completion of College Boulevard to Palomar Airport Road and north of El Camino Real will provide a viable route option for many trips currently using El Camino Real. The extension of Cannon Road and Faraday Avenue in both directions will also affect the anticipated future distribution of Zone and background traffic. · The .city Guidelines require the analysis of street segments and intersections either within the Zone itself and/or impacted by 20 percent or more of the zone traffic. The trip distribution percentages. shown in Figures 3 through 6 provide the locations impacted by 20 percent or more of the Zone 5 traffic each year. Table 3 lists the impacted street segments, projected· traffic volumes, assumed roadway capac~ty and ·Levels of Service without additional mitigation. The roadway capacities shown in Table 3 are based upon the .street classifications. shown in the City's Guidelines. College Boulevard will be·connected with Palomar Airport Road within this time frame. 1995: As shown in Table J, there are six locations,· three on El Camino Real and three on Palomar Airport Road that fail to meet City Guidelines in 1995 ._. Completion of six lanes on Palomar Airport Road, east of El Camino Real to the eastern City limits and . . . on· El Camino Real, from College Boulevard to Tamarack Avenue, would mitigate 1995 traffic impacts to acceptable Levels of Service. Both these improvement,s are currently anticipated in the year 2000, but their earlier completion could be justified· by forecasted traffic volumes. If six lanes were not completed by 1995, either by adjacent development or by the City, intersection improvements will enable . operation of those roadway segments at acceptable Levels of Service during the peak hours. 18. ~inscott, Law & Greenspan, Engineers 2000: . Table 3 indicates that a number of roadway segments will operate at LOS D within this time fr_ame~ These include portions of Palomar Airport -Road . between I-5 and College Boulevard, and between El Camino Real and Melrose Avenue. Also College Boulevard between Faraday Avenue and El Camino Real is shown to operate.at LOS D and O/E north of El Camino Real. However, control of future access~ and good sight distance and higher design speeds associated with the design of these roadway improvements, should enable these roadway segments to accommodate project~d traffic at acceptable Levels of Service. In actuality, the capacity of an arterial is generally determined by the capacity of its signalized intersections, and recommended intersection· improvements should the ref ore further insure . acceptable Levels of Service. Table 4, · included in the• previous section of this report, shows the intersections impacted by Zone 5 traffic for the Buildout condition and calculated ICU/LOS values. For the Buildout condition a number of the roadway segments are shown to operate at Level of Service D, which is below the city Guidelines standards for.roadway segments. As noted previously, the majority of the roadways• will be undergoing improvements between now and the Buildout time frame. It can be assumed that the design of ~hese· roadways will insure good sight distance, minimal side friction influence, high design speeds and access control· to enable the roads to perform at acceptable Levels of Service for the volume demands associated with the Buildout condition. CONCLUSIONS AND RECOMMENDATIONS ' 1. The · phased development of Zone 5, with anriual background traffic growth of 3 percent can be accommodated by the phased roadway and intersection improvements identified in Table 6.
