A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING THE PLANS, SPECIFICATIONS AND CONTRACT
DOCUMENTS AND AUTHORIZING THE CITY CLERK TO ADVERTISE FOR BIDS
FOR THE 2023 CONCRETE REPAIR PROJECT AS PART OF THE CONCRETE
REPAIR/REPLACEMENT PROGRAM
WHEREAS, the City Council of the City of Carlsbad, California has determined it necessary,
desirable and in the public interest to replace damaged and unusable concrete as part of the city's
Concrete Repair/Replacement Program, or Program; and
WHEREAS, the plans, specifications and contract documents for the 2023 Concrete Repair
Project, Capital Improvement Program, or CIP Project No. 6013-23, or Project, have been prepared and
are on file at the City Clerk's office and are incorporated herein by reference; and
WHEREAS, Carlsbad Municipal Code Section 3.28.080(E) requires the City Council to approve
plans and specifications for all construction projects that are to be formally bid upon when the value
exceeds $200,000; and
WHEREAS, the cost of the Project is estimated to be $937,000, which does not include
construction contingency and construction management costs; and
WHEREAS, the Project is funded with Gas Tax and Road Maintenance and Rehabilitation
Account funds, and sufficient funding is available to complete the Project; and
WHEREAS, the City Planner has determined that the Project is exempt from the California
Environmental Quality Act, or CEQA, review pursuant to CEQA Guidelines Section 15301(c) -minor
alteration of existing facilities including streets, sidewalks, gutters, and similar facilities involving
negligible or no expansion, and no exception to the exemption as set forth in CEQA Guidelines Section
15300.2 applies.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1.That the above recitations are true and correct.
2.That the plans, specifications and contract documents for the 2023 Concrete Repair
Project, CIP Project No. 6013-23, are approved.
3.That the City Clerk of the City of Carlsbad is hereby authorized and directed to publish
in accordance with state law, a Notice to Contractors inviting bids for construction of
the Project, in accordance with the specifications and contract documents referred to
herein.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of
Carlsbad on the 11th day of April, 2023, by the following vote, to wit:
