CALL TO ORDER: 10 a.m.
ROLL CALL: Steindlberger, Woolsey, Stark, and Corrigan.
Absent: Colby and Shotas.
PLEDGE OF ALLEGIANCE: Commissioner Woolsey led the Pledge of Allegiance.

APPROVAL OF MINUTES:
Minutes of the Special Meeting held on Apr. 14, 2022
Minutes of the Regular Meeting held on Oct. 4, 2022
Motion by Commissioner Corrigan, second by Chair Steindlberger, to approve the Minutes of the
Special Meeting held on April 14, 2022, as presented. Motion carried, 3/0/1/2 (Woolsey – Ab-
stain; Colby, Shotas – Absent).
Commission concurrence to bring back the Minutes of the Regular Meeting held on Oct. 4,
2022.
PRESENTATIONS: None.

DEPARTMENTAL REPORTS:
1. SR # 1207-1 TRI-ANNUAL REPORT OUT ON WORK PLAN FOR FISCAL YEAR 2021-22
Review the Commission’s Work Plan for Fiscal Year 2021-22 and report out on the progress
completing the goals and tasks. (Staff Contact: Michael Tully, Parks & Recreation Department)
Parks Planner Michael Tully presented the PowerPoint presentation on the Beach Preservation
Commission Tri-Annual report out on the current work plan fiscal year 2021-22 (on file in the
Office of the City Clerk).
Commission received the report.

2. SR # 1207-2 APPROVAL OF COMMISSION WORK PLAN FOR FISCAL YEAR 2022-23
1) Review and approve the Beach Preservation Commission Work Plan for Fiscal Year 2022-
23; and
2) Review proposed Ordinance adding Chapter 2.30 – Beach Preservation Commission to the
Carlsbad Municipal Code and provide comments as appropriate. (Staff Contact: Michael
Tully, Parks & Recreation Department)
Parks Planner Michael Tully presented a PowerPoint presentation (on file in the Office of the
City Clerk) of the work plan for 2022-2023 for review and solicited any comments or edits from
commissioners.
Chair Steindlberger requested an informational presentation from a coastal planner added to
Goal 1 to support the Commissions mission statement.
Chair Steindlberger requested an addition to Goal 2 for the Commissioners participation of a
King Tide event.
Commissioner Woolsey spoke about consideration of a second beach cleanup event.
Chair Steindlberger requested an addendum to Goal 3-b for city staff to give an update on the
Local Coastal Plan.
Motion by Commissioner Woolsey, second by Commissioner Stark, to approve the amended
work plan. Motion carried, 4/0/0/2 (Colby, Shotas – Absent).
3. SR # 1207-3 CONSIDERATION OF A POSITION OF PREFERENCE ON ONE OF THE PRELIMINI-
NARY CONCEPTUAL OPTIONS FOR THE SOUTH CARLSBAD BOULEVARD CLIMATE ADAPTA-
TION PROJECT
Consideration of taking a position of preference on one of the preliminary conceptual options
for the South Carlsbad Boulevard Climate Adaptation Project. (Staff Contact: Michael Tully,
Parks & Recreation Department)
Transportation Director/City Engineer Tom Frank and Senior Program Manager Katie Hentrich
presented a PowerPoint presentation (on file in the Office of the City Clerk) and gave an up-
date on the preliminary conceptual options for the S. Carlsbad Blvd. climate adaptation pro-
ject.
Commission received the report.
4. SR # 1207-4 NEW TIME FOR MEETINGS CALENDARED FOR FISCAL YEARS 2022-23 AND 2023-
24
Adopt 10 a.m. as the new time for the remaining Beach Preservation Commission Meetings
calendared for FY 2022-23 and 2023-24. (Staff Contact: Michael Tully, Parks & Recreation
Department)
Commission concurrence to continue this item to the next scheduled meeting until there is a
full commission present.

This agenda item is to provide the Commission with access to the minutes for the standing

Former Chair Briggs gave an update on the Carlsbad Tomorrow – Growth Management Commit-
tee.
