PLEDGE OF ALLEGIANCE: Chair Nguyen-Cleary led the Pledge of Allegiance. APPROVAL OF MINUTES: Minutes of the Regular Meeting held on Jan. 12, 2023 Motion by Commissioner Cole, seconded by Commissioner Manzano, to approve the minutes as presented. Motion carried, 5/0. PUBLIC COMMENT: None. DEPARTMENTAL REPORTS: 1. 2023 HOUSING COMMISSION MEETING SCHEDULE: Adopt a resolution approving the 2023 Housing Commission meeting schedule. (Staff contact: Mandy Mills, Director of Housing & Homeless Services) Recommended Action: Adopt the resolution. Housing & Homeless Services Director Mandy Mills presented the proposed meeting schedule. Motion by Commissioner Cortes-Torres, seconded by Commissioner Cole, to adopt Resolution No. 2023-003. Motion carried, 5/0. 2. CARLSBAD HOUSING AGENCY 2023-2024 PHA PLAN AND REVISED ADMINISTRATIVE PLAN: That the Housing Commission: 1) Adopt a resolution recommending approval of the Carlsbad Fiscal Year 2023-24 Annual Public Housing Agency PHA Plan and authorization to submit to the U.S. Department of Housing and Urban Development 2) Adopt a resolution recommending approval of the revised Carlsbad Housing Agency Administrative Plan (Staff contact: Christian Gutierrez, Senior Program Manager) Recommended Action: Adopt the resolutions. Housing Manager Christian Gutierrez reviewed a PowerPoint presentation (on file with the Office of the City Clerk). Special Meeting March 16, 2023, 6 p.m. March 16, 2023 Housing Commission Special Meeting Page 2 Motion by Commissioner Ydigoras, seconded by Commissioner Cortes-Torres, to adopt Resolution No. 2023-004 and Resolution No. 2023-005. Motion carried, 5/0. COMMISSION COMMENTS AND REQUESTS FOR CONSIDERATION OF MATTERS: Commissioner Cortes-Torres suggested home inspections prior to lease-up for Housing Choice Voucher participants. Director Mills explained that the agency does not have authority for inspections outside of the rental assistance program. Chair Nguyen-Cleary gave staff kudos for the Point in Time Count. STAFF COMMENTS: None.
