RESOLUTION NO. 2023-005
A RESOLUTION OF THE ADVISORY BOARD OF THE CARLSBAD TOURISM
BUSINESS IMPROVEMENT DISTRICT APPROVING A GRANT FOR VISIT
CARLSBAD FOR THE PURPOSES OF IMPLEMENTING A DESTINATION
TRANSPORTATION SERVICES PROGRAM, AND ALLOCATING $1,000,000 TO
FUND THE GRANT.

WHEREAS, on June 28, 2011, the City Council adopted Resolution 2011-150 confirming the
Carlsbad Tourism Business Improvement District (CTBID) Advisory Board's powers and duties to
contract on behalf of the CTBID for goods and services all for the benefit of the CTBID and its purpose
and mission; and
WHEREAS, on March 18, 2008, the Advisory Board of the CTBID established a grant program
to fund programs and activities that promote overnight stays in Carlsbad; and
WHEREAS, the CTBID Advisory Board approved $1.5 million in funding for Fiscal Year 2022-
2023 for grant programs; and
WHEREAS, on October 12, 2022, the Advisory Board updated its Grant Guidelines to further
support tourism and tourism-related events in Carlsbad; and
WHEREAS, the Grant Guidelines include a goal of supporting the efficient and convenient
movement of visitors around the destination; and
WHEREAS, Visit Carlsbad is deemed to be an organization that can implement a Destination
Transportation Services Program in Carlsbad; and
WHEREAS, the CTBID Advisory Board at its April 26, 2023, special meeting, reviewed,
discussed and approved the program.
NOW, THEREFORE, BE IT RESOLVED by the Advisory Board of the Carlsbad Tourism Business
Improvement District, as follows:
1) That the above recitations are true and correct.

2) That the Advisory Board approves grant funding for the implementation of a Destination
Transportation Services program within the City of Carlsbad, to Visit Carlsbad and
allocates grant funding of $1,000,000 in accordance with Grant Guidelines.
3) That the Destination Transportation Services program implemented by Visit Carlsbad will
include:
a) Flexible and efficient services that transport visitors within the City of Carlsbad and
which are adaptable to meet varying demand, prioritizing routes that move hotel
and lodging establishment guests to and from key destinations and attractions;
b) The use of a company-owned fleet of electric vehicles operated by employees who
can serve as knowledgeable ambassadors for the destination;
c) The option of external branding of vehicles to ensure a cohesive and consistent
visitor experience; and
d) The sharing of data and performance metrics that can help in the determination of
program success, and which can be used to adjust the program to maximize
ridership over the grant period.
