CALL TO ORDER: 6 p.m.
ROLL CALL: Nguyen-Cleary, Manzano, Cole.
Absent: Cortes-Torres, Ydigoras.
PLEDGE OF ALLEGIANCE: Chair Nguyen-Cleary led the Pledge of Allegiance.
APPROVAL OF MINUTES:
Minutes of the Regular Meeting held on March 16, 2023
Motion by Commissioner Manzano, seconded by Commissioner Cole, to approve the minutes as
presented. Motion carried, 3/0/2 (Cortes-Torres, Ydigoras – Absent).
PUBLIC COMMENT: None.
DEPARTMENTAL REPORTS:
1. HOMELESSNESS ACTION PLAN FUNDING PLAN: Adopt a resolution recommending that the
Carlsbad City Council approve the Homelessness Action Plan Funding Plan and the Housing
Trust Fund expenditures therein. (Staff contact: Chris Shilling, Homeless Services Manager)
Recommended Action: Review the funding plan and adopt the resolution.
Homeless Services Manager Chris Shilling reviewed a PowerPoint presentation (on file with
the Office of the City Clerk).
Motion by Commissioner Cole, seconded by Commissioner Manzano, to adopt Resolution No.
2023-006. Motion carried, 3/0/2 (Cortes-Torres, Ydigoras – Absent).
