PAGE 3 Purpose of Study The purpose of this study is to provide primarily a fire flow analysis to verify that the required fire hydrant flow can be delivered to the FPC Residential site utilizing the existing public water system. This report will provide recommendations for any immediate improvements to the existing public water system determined to be necessary for the public water system to deliver the required fire hydrant flow and pressure. It is proposed that the domestic and fire protection systems for the FPC Residential site will be private water systems. For the private domestic system, this will entail the use of meters and backflow preventers at the points of connection to the public water system. For the private fire protection system, this will entail the use of backflow preventers at the points of connection to the public water system. Water System Design Criteria The design criteria used in sizing the water distribution system piping for the FPC Residential project are consistent with Volume 2 of the 2022 City of Carlsbad Engineering Standards: Potable and Recycled Water Standards (2022 Volume 2 Engineering Standards). Appendix A includes excerpts from the 2022 Volume 2 Engineering Standards pertinent to this report for reference. These criteria include a minimum static pressure of 60 psi, a desired maximum static pressure of 125 psi, and a maximum static pressure allowed of 150 psi. Under Peak Hour Demand conditions, minimum residual pressure at any location must not be less than 40 psi. Under a Maximum Day Demand with Fire Flow, a minimum residual pressure of 20 psi must be maintained in the water system. Peaking factors used in analyzing demand scenarios were 1.6 for average day to maximum day demands, and 2.9 for average day to peak hour demands. PAGE 4 Projected Water Demand The expected water demand for the FPC Residential project was estimated using water demand criteria from the 2022 Volume 2 Engineering Standards. Table 1 below presents the estimated onsite water demand for the project. From Section 3.2.1.A of the 2022 Volume 2 Engineering Standards. Per Table 1, average day demand for the FPC Residential project is 15,910 gpd or 11.0 gpm. The maximum day demand is 25,456 gpd or 17.1 gpm (ADD x 1.6). The peak hour demand is 46,139 gpd or 32.0 gpm (ADD x 2.9). Fire Flow Requirements The fire flow requirement for the FPC Residential project was determined using the 2019 California Fire Code and the 2022 Volume 2 Engineering Standards. 2019 California Fire Code. The required fire hydrant flow using the 2019 California Fire Code is based on the project’s largest anticipated building square footage and type of construction. Building square footage and type of construction data for the project is included in Appendix B for reference. Appendix B also includes Tables B105.1 and B10.2 of the 2019 California Fire Code for reference. Ryan Martin November 29, 2022 FPC Residential Water Study DEXTER WILSON ENGINEERING, INC. PAGE 5 The project’s largest building, type of construction, and fire hydrant flow requirement based on the 2019 California Fire Code are as follows: Largest Building Area – 10,846 square feet Type of Construction – V-B Un-sprinklered Fire Flow Requirement – 2,750 gpm Reduced Fire Flow Requirement (50%) – 1,375 gpm Per Table Table B105.2 of the 2019 California Fire Code, the fire flow requirement shall not be less than 1,500 gpm. Thus, the fire flow requirement for the project based on the 2019 California Fire Code is 1,500 gpm. 2022 Volume 2 Engineering Standards. The 2022 Volume 2 Engineering Standards presents planning level fire flow requirements for different land use types. The FPC Residential project is a multi-family residential project which corresponds to a 3,000 gpm fire flow split between any two fire hydrants. Because the 3,000 gpm fire flow requirement from the 2022 Volume 2 Engineering Standards is greater than the 1,500 gpm fire flow requirement determined using the 2019 California Fire Code, the analysis presented herein will be based conservatively on a 3,000 gpm fire flow requirement. The 3,000 gpm fire hydrant flow requirement is analyzed under Maximum Day Demand scenarios. Residual pressures in the water system under all maximum day plus fire flow scenarios must be 20 psi or greater. Existing Water System The existing public water system to which the FPC Residential project will connect is the 318 Pressure Zone. There is an existing 8-inch line west of the project in Ponto Road. South of the project there is an existing 8-inch line. The 8-inch line south of the project increases to a 10-inch line as it continues south in Ponto Drive. Building pad elevations within the FPC Residential project range between 40 feet and 49 feet. With service from the 318 Pressure Zone, this results in a maximum static pressure range of 116 psi and 120 psi at the building pads within the development. PAGE 6 Proposed Water System The FPC Residential project is proposing to obtain potable water service from the existing 318 Pressure Zone system. This will be accomplished by upgrading the existing 8-inch line fronting the southern boundary of the project to a 10-inch line. To serve the project, five connections will be made to the public water system: three connections will be made for the private domestic water system and two connections will be made for the private fire protection system. Figure 2 presents the proposed water system for the FPC Residential project. Fire Protection Service. Fire protection service will be provided to the FPC Residential site with two fire services. One connection will be made to the existing 8-inch line west of the project and one connection will be made to the proposed 10-inch line south of the project. These two fire services will be looped onsite by way of a private fire protection system. Since the onsite fire protection system is proposed to be private, backflow preventers will be located on each of the two fire services to the site. The proposed onsite private fire protection system layout is shown on Figure 2. It includes an 8-inch fire service and detector check near the west entrance of the FPC Residential site off of Ponto Road, and an 8-inch fire service and detector check near the southeast corner of the project site. Domestic Water Service. Domestic water service will be provided to the FPC Residential site with three domestic water meters connected to existing 318 Pressure Zone piping. One connection will be made to the existing 8-inch line west of the project and two connections will be made to the proposed 10-inch line south of the project. These three meters will be looped by way of an onsite private domestic water distribution system. Providing three water meters will provide domestic service redundancy to the site. Figure 2 shows the proposed locations of the domestic services, water meters, and backflow preventers, and also shows the onsite private domestic water distribution system. Domestic water meter sizes have not been determined yet, but three 2-inch meters are anticipated. Building design is in development and meter sizes shall be calculated based on Water Fixture Unit counts when the architectural plans are complete. Once meter sizes are determined, the proposed private domestic water system shown in Figure 2 will need to be confirmed. PAGE 8 Private Fire Protection System Sizing The onsite private fire protection system sizing was determined by preparing a hydraulic model of the proposed water system. Computer Model Development The University of Kentucky KYPIPE program was used to model the existing and proposed water system for the FPC Residential project. This computer program utilizes the Hazen- Williams equation for determining head-loss in pipes; the Hazen-Williams "C" value used for all pipes is 120. Fitting and Valve Losses. To simulate minor losses through pipe fittings and valves, minor loss coefficients or “k” values for all fittings associated with pipes were included in the hydraulic model. Backflow Assembly Losses. Reduced pressure detector assembly backflow preventers were modeled as loss element nodes. A loss element node uses a flow-versus-pressure-loss curve to determine the pressure loss at a given flow. Appendix C presents a candidate reduced pressure detector assembly backflow preventer. The backflow preventer manufacturer literature includes charts that show pressure loss as a function of flow. These charts were used to develop the flow-versus-pressure-loss curve for the loss element node. The pressure losses are reflected in the computer modeling as losses calculated in feet. Available Hydraulic Grade Line Available. The available hydraulic grade line (HGL) was determined using fire hydrant flow test data for a fire hydrant located near the southwest corner of the project in Ponto Drive. The flow test data is provided in Appendix D for reference. Using the data provided by the hydrant flow test, an extrapolation calculation was executed to determine the available pressure and hydraulic grade line at various flow values for the tested fire hydrant. The extrapolation calculation for the fire hydrant is provided at the end of Appendix D. Ryan Martin November 29, 2022 FPC Residential Water Study DEXTER WILSON ENGINEERING, INC. PAGE 9 Based on the extrapolation calculation the hydraulic model’s water source HGL was determined for average day demand, maximum day demand, peak hour demand, and maximum day plus fire flow. For a maximum day plus fire flow of 3,017.1 gpm at an elevation of 47 feet, the available hydraulic grade line at the test fire hydrant is 244.7 feet. This result as well as other results pertinent to the analysis are highlighted in the extrapolation calculation presented at the end of Appendix D. Computer Model Analysis Computer modeling of the proposed private onsite fire protection system and the existing offsite public water system for the FPC Residential project was performed to confirm the pipe sizes necessary to provide adequate domestic and fire protection service. The private onsite fire protection water system was analyzed under a maximum day demand plus 3,000 gpm fire flow scenario. Appendix E provides the results of the computer modeling. Exhibit A at the back of this report provides the Node and Pipe Diagram for the computer model. Analysis of Computer Model Results. The results in Appendix E show that the water system presented in Figure 2 is adequate for domestic service and fire protection. For fire protection, the results of the computer runs show that 3,000 gpm fire flow can be provided onsite with minimum residual pressure of 58 psi. The maximum velocity in the public system under any maximum day plus fire flow scenario is 11.5 fps which is less than the allowable 15 fps for maximum day plus fire flow scenarios. PAGE 10 Conclusions and Recommendations The following recommendations and conclusions are made based on an analysis of the potable water system for the FPC Residential project. 1. The FPC Residential project will be served by the potable water 318 Pressure Zone system. 2. Water service will include four connections to the existing public water system: two connections will be made for the private domestic water system and two connections will be made for the private fire protection system. Figure 2 presents the recommended public and private water system layout and required distribution pipe sizes. 3. Maximum static pressures at pad elevations within the FPC Residential project will range between 116 psi and 120 psi based on the maximum expected hydraulic grade line of 318 feet delivered from the potable water 318 Pressure Zone. 4. Individual pressure regulators must be installed at each building supply in order to maintain building service pressures below 80 psi in accordance with the California Plumbing Code. 5. The project fire flow requirement of Maximum Day Demand plus 3,000 gpm with a minimum residual pressure of 20 psi is achieved at all locations within the proposed development. 6. All new potable water pipelines recommended for the FPC Residential project are to be designed to meet AWWA C900 DR 18 Class 235 for PVC pipe. The water system design must conform to the requirements of the Carlsbad Municipal Water District. 7. The sizing of the fire sprinkler service laterals that will supply the building fire sprinkler systems are outside of the scope of this report. The fire sprinkler service laterals shall be connected to the private fire protection system and shall be sized by the fire sprinkler design company employed for the project. If the differential between the zone and the upstream pressure drops to 2psi (14kPa), the differential relief valve will open, maintaining proper zone differential. The by-pass reduced pressure backflow preventer will operate identically to the mainline assembly. The by-pass opens to detect initial flow and the mainline opens for all other flows. Specifications Reduced pressure detector assembly shall consist of a mainline reduced pressure configured backflow assembly in parallel with a reduced pressure by-pass assembly. Flow curves shall be documented by independent laboratory testing. Mainline valve bodies and covers shall be manufactured of ductile iron ASTM A-536, Grade 65-45-12 and shall be flanged, ANSI B 16.1, Class 125, internal and external fusion epoxy coating. The by-pass shall consist primarily of a bronze water meter in series with a bronze reduced pressure backflow preventer. All low flow demands up to a minimum of 3 gpm (0.189 L/s) are to pass only through the by-pass meter and meter-size reduced pressure assem-bly and be accurately recorded. All flows above that of 3 gpm will pass through both the line-size reduced pressure assembly and by-pass without accurate registration by or damage to the meter. Shutoff valves and testcocks shall be resilient seated with full flow char-acteristics and are to be considered integral to the assembly. The mainline shut-offs are also to be OS&Y, UL/FM for fireline service. Reduced pressure detector assemblies shall be rated 175psi CWWP (32°F to 140°F), factory assembled and tested to assure proper mainline/by-pass balance and cross over performance. Reduced pressure detector assem-blies shall be FEBCO Series 826YD or prior approved equal. The gap drain is not designed to catch the maximum discharge possible from the relief valve. The installation of FEBCO air gap with the drain line terminating above a floor drain will handle any normal discharge or nuisance spitting through the relief valve. However, floor drain size may need to be designed to prevent water damage caused by a cata-strophic failure condition. Do not reduce the size of the drain line from the air gap fitting. Installation The Reduced Pressure Detector Assembly should be installed horizontally with a suggested minimum clearance of 12" (300mm) between the assembly and the floor or grade. They must be installed where discharge from the relief valve will not be objectionable and can be positively drained away. They should be installed where easily accessible for testing and maintenance and must be protected from freezing. Thermal water expansion and/or water hammer downstream of the backflow preventer can cause excessive pressure. Excessive pressure situations should be eliminated to avoid possible damage to the system and assembly.
