At present the alternative mode share for employees in the City of Carlsbad is 22 percent2. Therefore, the average project is required to achieve an 18-percentage point mode shift. A maximum of 67 points may be earned through strategies presented in the Non-Residential Developer TDM Plan Guidelines. The Carlsbad Transportation Administrator (TA) is available to support developers with TDM Ordinance compliance and completion of your plan . For more detailed information please refer to section 2.3, Non-Residential Developer TDM Plan Guidelines within the TDM Handbook. The TDM plan process is organized into two separate parts. All developments subject to the ordinance must submit Part I: Project Background, Existing Conditions and Infrastructure TDM Strategies of the TDM plan prior to building permit issuance. Part II of the TDM Plan consists of non-infrastructure strategies and must be submitted and approved prior to certificate of occupancy issuance. When the developer submits each part depends on if the project will be built to suit or spec. Lastly, all developments are required to begin to monitor the alternative mode share of commute trips to the site through employee surveys within 12 months of reaching 75 percent occupancy. Relevant Existing TDM Infrastructure Network Please provide an overview in the box that describes the transportation demand management infrastructure available and that serves the project site. Include maps that show the site location in relation to the transportation system and services. For discretionary permits, include a brief discussion of these items, maps are not required. The following items, at minimum, shall be presented: • Map and discussion of pedestrian facilities such as: o Location of and access from site to publicly accessible walkways o Location of signalized pedestrian crossings • Map and discussion of connections such as bike infrastructure by type (e.g. Class I, II, or Ill) that are adjacent to the site • Map and discussion of applicable and available rideshare infrastructure and services such as high-occupancy vehicle {HOV) lanes, park-and-ride lots, etc. • Map and discussion of relevant transit services and infrastructure (both local and regional) such as stops, stations and routes • Map and discussion of relevant first/last mile services at the project site • Sidewalks are provided on both streets adjacent to the Project site, Camino Del Parque and Paseo Del Norte. • Class II bike lanes are provided on Paseo Del Norte adjacent to the Project site. • There are currently no HOV lanes on nearby regional facilities (1-5). The 1-5 Express Lanes project is under construction to add two express lanes in each direction from Lomas Santa Fe Drive to State Route 78. There are no park-and-ride lots in the immediate vicinity. The closest park-and-ride lot is located on La Costa A venue. • Transit service is provided by NCTD Routes 444/445, with stops located approximately 0.4 miles from the·Project site on Palomar Airport Road, east of Paseo Del Norte. Carlsbad TOM Handbook - NextMed Specific Plan Environmental In the box below, please discuss and, where needed, provide maps of the relevant topographical and experiential conditions that have been taken into consideration and that will influence travel behaviors to the project site. Topographical considerations could include terrain that influences active transportation modes, waterways that impact access to surrounding roadways and transportation services and other barriers that may impact movement. Pedestrian and bicycle barriers such as natural topography (i.e. Canyon De Las Encinas) and manmade structures (i.e. Interstate 5) may impede active transportation mobility. A topography map shown below illustrates these potential barriers. Elevation changes along Paseo Del Norte are minimal with an approximate I 0-foot elevation change from the project site to Palomar Airport Road. Carlsbad TOM Handbook - NextMed Specific Plan Experiential considerations typically are the result of the relationship between the project site to the local environment that directly influencing the use of travel modes. Examples include shade canopies, issues that impact pedestrian and bicyclist perceptions of safety, building scale and setback, and other issues affecting the enjoyment and feelings of safety of travelers. The City of Carlsbad requires multimodal level of service (MMLOS) evaluation for pedestrian, bicycle and transit/rideshare users of the public roadway system. For each roadway user set (pedestrian, bicycle, transit), general criteria groups have been identified. The table below shows a summary of the criteria for each roadway user set. The existing multi-modal facilities in the vicinity of the Project site were evaluated using the City of Carlsbad's MMLOS Tool (September 2018). The MMLOS study area is shown below. The facilities achieve acceptable LOS C or better; however, sections of Paseo Del Norte approaching Palomar Airport Road approach the threshold of unacceptable conditions. In the box, the developer should discuss the existing adjacent land use along with the land use of the proposed development site. Through this effort the developer will identify the potential to magnify or dilute specific TOM strategy impacts. Land uses to the south of the Project site are residential with a mix of multi-family and single-family home types. To the north of the Project along Paseo Del Norte the land uses are largely commercial with medical offices, hotel, preschool, restaurants, and automotive services. Carlsbad TOM Handbook- NextMed Soecific Plan Project-Specific and/or Nearby Amenities Project-specific and neighboring amenities that limit the need for a personal vehicle during the workday such as food establishments, child-care facilities, fitness/healthcare facilities and other relevant services such as dry-cleaning can impact trip generation. In the box, discuss how the adjacent land uses are accessible and will contribute to internal trip capture at the site. Commercial area located on either side of Paseo Del Norte, south of Palomar Airport Road, less than ½ mile to Project site, contains several food establishments and a dry cleaners which may be accessed and used by Project employees without the need for a vehicle. Planned Transportation Infrastructure It is important to consider planned infrastructure in addition to the existing transportation network. In the box below, the developer should reference planned improvements for the area from relevant city plans. Work with your TA to determine planned transportation infrastructure. Not required for Part 1. There are no known pending improvements to the local street network or to nearby facilities that would notably affect conditions in the study area. Future Development The development should be cognizant of proposed development patterns. In the box, discuss the relationship between the proposed site and future development patterns or land use designations. Work with your TA to determine future development plans. Not required for Part 1. Near-term approved and pending projects were review in coordination with the City. As shown below, six (6) future develo ment rojects were identified. Additional information is provided in the traffic study. 7 t Carlsbad TDM Handbook - NextMed Specific Plan Anticipated Workforce and Commute Patterns The makeup of the existing or anticipated workforce will help shape the approach to TOM for a given site. In the box, discuss the project's anticipated workforce, anticipated commuting patterns and mode split. At a minimum, describe the likely types of employees by audience size, anticipated commute hours and commute distances. Not required for Part 1. The Project's anticipated work.force is expected to be up to 160 employees. The Project is expected to have typical 8am-5pm business hours with a mix of fu ll-time and part-time shifts. The average mode split for the City of Carlsbad is shown below. The information is based on Census data and the Project is expected to have similar travel patterns. Please reference Table 2-2 Menu of TDM Strategies, Part I: Infrastructure found in the Non- Residential Developer TDM Plan Guidelines within the TDM handbook for relevant infrastructure strategies and points. A maximum of 28 points are available through infrastructure strategies. An average project is required to achieve an 18-percentage point mode shift. A minimum of one third of those 18 points {6 points) must be achieved through infrastructure strategies unless otherwise agreed upon with city staff. Points not earned through infrastructure strategies will be expected to be earned in Part 2. Reference Part 2 strategies to ensure that the appropriate infrastructure is selected to support desired amenities or programs. Infrastructure strategies must be selected and approved prior to building permit issuance. Check the box to the left of the strategy if it will be included in the development. Provide information as requested below the box below the strategy. Additionally, indicate the points requested for the strategy. If practical, include location on the site map. Short-term bicycle parking will be provided for the project site. The applicant will work with the Architect to determine an appropriate and available location. A location visible or in close proximity to the entrance is ideal. A minimum of four (4) bicycle parking spaces will be provided at a rate of 1 space per 20,000 GSF. The bicycle rack shall meet minimum performance criteria which include a) supports bike upright without putting stress on wheels, b) accommodates a variety of bicycles and attachments, c) allows locking of frame and at least one wheel with au-lock, d) provides security and longevity with a sturdy and well-anchored rack, and e) rack use is intuitive. Below are potential rack styles that typically meet the performance criteria and will be considered for the project. Carlsbad TDM Handbook - NextMed Specific Plan ~ Bicycle Repair Station Points Requested: 1 Describe what items will be included in the bicycle repair station and where it will be located within the project site. A bicycle repair station will be provided on-site. The bicycle repair station will provide on-site tools and will include at a minimum a repair stand, air pumps, and other hand tools to quickly complete minor bicycle repairs. The project Day Porter will be the caretaker of the on-site tools and will be accessible at the front entrance. Information of the bicycle repair station will be posted in the common area of the project entrance to ensure tenants are aware of this resource. ~ Micromobility Parking Points Requested: 1 Indicate where micromobility parking space (or interim bike racks) will be located on the project site. If practical, include location on the site map. Micromobility refers to low speed (less than 15mph) vehicles such as bicycles, scooters and other rideables. They may owned or shared, human powered or power assist, and docked or dockless. Micromobility typically satisfies short tripmaking (under 5 miles). The project will accommodate micromobility parking and co-locate with the bicycle parking area. □Transit Shelter Additions or Improvements Points Requested: 0 Describe the location of transit stops and what types of additions/improvements are being proposed. N/A Carlsbad TOM Handbook - NextMed Specific Plan IZI Preferential Parking for Car /Van pools Points Requested: 2 Indicate the number of carpool and van pool reserved spaces to be provided and where they will be located on the project site. The project will provide preferential parking for carpool and vanpools. Carpool or vanpool serve one or more employees to share a ride to the same destination. There are also online marketplaces or ride-matching to assist employees secure a ride. A minimum of four (4) parking spaces will be provided at a rate of 1 space per 20,000 GSF. The spaces will be provided close to and visible from the building entrance to encourage use. IZI Parking Spaces for Car Share Vehicles Points Requested: 1 Indicate the number of reserved spaces to be provided for car share vehicles and where they will be located on the project site. The project will provide preferential parking for car share vehicles. Car sharing enables employees to rent cars for short periods of time. The car sharing may be one-way or roundtrip. A minimum of four (4) parking spaces will be provided at a rate of 1 space per 20,000 GSF. The spaces will be provided close to and visible from the building entrance to encourage use. By signing this document, a developer is committing to build/provide the infrastructure strategies identified in this document. Failure to provide the identified infrastructure may result in a building not obtaining an occupancy permit until such infrastructure is constructed or other commitments are made to reduce vehicle trips by an amount equivalent to the trips that would have likely been reduced by constructing and providing the listed infrastructure strategies. The developer also acknowledges that commitments to implement additional TDM strategies and monitor and report on those strategies must be made prior to the issuance of an occupancy permit. These commitments can be made by completing Part 2 ofthis document and obtaining subsequent approval of the proposed strategies and monitoring plan.
