Absent: Sander. PLEDGE OF ALLEGIANCE: Chair Rangus led the Pledge of Allegiance. ANNOUNCEMENTS: None. APPROVAL OF MINUTES: Minutes of the Regular Meeting held Sept. 1, 2022 Minutes of the Regular Meeting held Oct. 6, 2022 Parks and Recreation Director, Kyle Lancaster, announced that the Minutes would be continued to a future meeting due to lack of quorum from previous meetings. CONSENT CALENDAR: None. PUBLIC COMMENT: Teresa Barnes spoke on the importance of better signage throughout the city regarding how to identify citizens with mild to complete hearing loss. PUBLIC HEARINGS: None. DEPARTMENTAL REPORTS: 1. REPORT ON DATA COMPILED FOR THE PARKS & RECREATION MASTER PLAN UPDATE Receive an informational report on a portion of the data compiled in preparation for the Parks & Recreation Department’s Master Plan Update. (Staff Contact: Mick Calarco, Parks & Recreation Dept.) Recommendation: Receive the report. Next Practice Partners Chief Executive Officer Neelay Bhatt and Project Consultant Tiffany White- Lapierre presented the PowerPoint presentation on the Parks & Recreation Department Master Plan Update (on file in the Office of the City Clerk). SENIOR COMMISSION WORK PLAN FOR FY 2022-23 Review current Senior Commission’s 2021-22 work plan, edit as needed, and adopt the work plan for fiscal year 2022-23 and recommend approval by City Council. (Staff Contact: Mick Calarco, Parks & Recreation Dept.) Recommendation: Review and discuss current Work Plan and new Work Plan. Recreation Services Manager, Mick Calarco reviewed the status of the items included on the 2021- 22 Work Plan and thoughts on the 2022-23 Work Plan. Motion by Commissioner Nelson, second by Commissioner Venegas-Garcia, to recommend ap- proval by the City Council of the Senior Commission Work Plan for FY 2022-23. Motion carried, 3/0/0/1 (Sander – Absent). 3. ELECTION OF SENIOR COMMISSION OFFICERS Solicit nominations and elect commission officers, Chairperson and Vice Chairperson, for the 2023 calendar year. (Staff Contact: Mick Calarco, Parks & Recreation Department) Recommendation: Select a Chair and Vice Chair. Motion by Chair Rangus, second by Commissioner Venegas-Garcia, to continue this item to the next Regular Senior Commission Meeting. Motion carried, 3/0/0/1 (Sander – Absent). 4. DEPARTMENT REPORT ON SENIOR ACTIVITIES AND PROGRAMS Receive a report on recently completed and upcoming Adults 50+ activities and programs, as well as other topics of interest. (Staff Contact: Margaret Hamer, Parks & Recreation Dept.) Recommendation: Receive the report. Recreation Supervisor Eric Biggins presented a PowerPoint (on file in the Office of the City Clerk) on recently completed and upcoming Senior Center activities and programs, as well as other topics of interest. The Commission received the report. MINUTES REPORTS: 5. COMMISSION MINUTES This agenda item is to provide the commission with access to the minutes for the standing boards and commissions for the City of Carlsbad. (Staff Contact: Mick Calarco, Parks & Recreation Dept.) The Commission received the item. COMMITTEE/CITY COUNCIL REPORTS: None. Dec. 12, 2022 Senior Commission Special Meeting Page 3 ANNOUNCEMENTS: Parks and Recreation Director Kyle Lancaster suggested that due to a lack of content and available commissioners, that the Regular Meeting scheduled for Jan. 5, be cancelled. Motion by Chair Rangus, second by Commissioner Venegas-Garcia to cancel the Jan. 5, 2023 Regular Meeting. Motion carried, 3/0/0/1 (Sander – Absent). AGENDA ITEMS FOR FUTURE COMMISSION MEETING: Parks & Recreation Director Kyle Lancaster announced that the Final Draft Parks & Recreation Master Plan update would be presented on a future agenda.
