Absent: Cortes-Torres. PLEDGE OF ALLEGIANCE: Chair Nguyen-Cleary led the Pledge of Allegiance. APPROVAL OF MINUTES: Minutes of the Regular Meeting held on April 13, 2023 Motion by Commissioner Cole, seconded by Commissioner Manzano, to approve the minutes as presented. Motion carried, 3/1/1 (Ydigoras – Abstained, Cortes-Torres – Absent). PUBLIC COMMENT: Kelly McCormick expressed her concern for smoke free multi-family housing. DEPARTMENTAL REPORTS: 1. CONSIDERATION OF A $2,200,000 LOAN COMMITMENT TO CATHOLIC CHARITIES DIOCESE OF SAN DIEGO FOR THE EXPANSION OF LA POSADA DE GUADALUPE HOMELESS SHELTER: Adopt a resolution recommending that the Carlsbad City Council approve a $2,200,000 loan commitment ($1,470,621 from the Housing Trust Fund and $729,379 from Permanent Local Housing Allocation) to Catholic Charities Diocese of San Diego for the expansion of La Posada de Guadalupe homeless shelter. (Staff contacts: Christian Gutierrez, Housing Services Manager and Chris Shilling, Homeless Services Manager) Recommended Action: Adopt the resolution. Housing Services Manager Christian Gutierrez reviewed a PowerPoint presentation (on file with the Office of the City Clerk). The Catholic Charities’ Director of Homeless Services, Antoinette Fallon, and their Chief Financial Officer, Michael Reynolds, addressed the commissioners’ questions. Motion by Commissioner Cole, seconded by Commissioner Manzano, to adopt Resolution No. 2023-007. Motion carried, 4/0/1 (Cortes-Torres – Absent). 2. GENERAL PLAN AND HOUSING ELEMENT ANNUAL PROGRESS REPORT FOR CALENDAR YEAR 2022: General Plan and Housing Element Annual Progress Report for Calendar Year 2022 (Staff contact: Robert Efird, Principal Planner) Recommended Action: Receive the report. Regular Meeting May 11, 2023, 6 p.m. May 11, 2023 Housing Commission Meeting Page 2 Principal Planner Robert Efird reviewed a PowerPoint presentation (on file with the Office of the City Clerk). Commissioners received the report. COMMISSION COMMENTS AND REQUESTS FOR CONSIDERATION OF MATTERS: Commissioner Cole asked when the commission could agendize the smoke free housing policy. Director Mills replied that it is already being worked on with the Community Development Department. Senior Planner Scott Donnell responded that this topic is addressed in the Housing Element plan revision, scheduled for City Council consideration at the end of the year. Commissioner Manzano inquired if issuing housing bonds would be a viable option to build moderate income housing. Director Mills acknowledged the expense of issuing bonds and the availability of the Housing Trust Fund to accommodate developer funding. Commissioner Ydigoras encouraged the City Council to adopt the non-smoking in housing ordinance in the Housing Element. He also expressed concern for risk exposure to lead poisoning for residents near Palomar Airport. STAFF COMMENTS: None.
