Description/Explanation:
RECREATIONAL VEHICLE (RV) MINOR VARIANCE P-12 APPLICATION
On March 26, 2019, We, Edward and Rose Harris, legal owners of 2746 Auburn
Avenue, Carlsbad, CA 92010 received a Courtesy Notice from the City of Carlsbad
Code Enforcement Division regarding the following Code Violation:
Code Section: CMC 21.44.060-Off Street Parking-Residential Zones.
Case Number: CC2019-0196, Officer: Samantha West
Apparently they received a complaint regarding our Airstream Trailer which was
parked on the driveway. In order to comply with the Corrective Action that is
required, we have temporarily moved our RV out of driveway while we apply for
an Administrative Variance per Section 21.51.040 of the above code .

JUSTIFICATION FOR RV MINOR VARIANCE
An RV Minor Variance may be approved if the City Planner determines that access to the side or
rear yard cannot be provided. In order to approve the request, the City Planner shall be required to
make the following findings. Please read these carefully and explain how the proposed project meets
each of them. Use additional sheets if necessary.
1. Parking in or access to the side or rear yard would require one of more of the following: a)
extensive grading, b) structural alteration to the existing residence, or c) the removal of
significant or unique landscaping. A fence shall not be deemed to prevent access to the side
or rear yard.
Parking in the rear and right side of the house cannot be provided due to the following: 1) It would
require the removal of (4) existing Queen Palms (5) existing Sago Palms and (1) Pigmy Date Palm. All
stumps and permeable grass area would have to be removed. 2) The area would require extensive
grading and excavation to allow for imported Class II Road Base materials as sub-grade base for the S ½
inch concrete pad to be poured through front lawn areas starting from the sidewalk to the rear and side
area of the house. Parking in the rear and left side of the house is not an option due to lot size .

2. Parking of the recreational vehicle in the front yard would not interfere with visibility to or from
any street.
Parking of the recreational vehicle would not interfere with visibility to or from any street. See attached
photo and parcel map.
3. Parking of the recreational vehicle in the front yard would not interfere with traffic on the street
or sidewalk nor encroach into the street and utility right-of-way.
Before the Courtesy Notice from Carlsbad Code Enforcement Division, the Airstream had been parked in
the front yard for the last 6 months. It had not interfered and in the future would not interfere with
traffic on the street or sidewalk nor encroach into the street and utility right-of-way. Since it does not
encroach on the sidewalk or street, neighbors have walked their dogs and kids have ridden their bikes
and electric scooter on the sidewalk in front of our house without any issues
