CALL TO ORDER: 5:30 p.m.
ROLL CALL: Winston, Allemann, Bartels, Rasines, Sander, Gisbert.
Absent: Sebahar.
PLEDGE OF ALLEGIANCE: Chair Winston led the Pledge of Allegiance.
APPROVAL OF MINUTES:
Minutes of the Regular Meeting held on Mar. 20, 2023
Motion by Commissioner Bartels, second by Vice Chair Allemann to approve the minutes as pre-
sented. Motion carried, 5/1/1 (Gisbert – Abstain; Sebahar – Absent).
PRESENTATIONS: Commissioner Gisbert introduced himself and explained why he chose to join
the commission.
CONSENT CALENDAR: None.
PUBLIC COMMENT: None.
PUBLIC HEARINGS: None.
DEPARTMENTAL REPORTS:
1. SCHEDULE FOR PARKS & RECREATION COMMISSION SPECIAL MEETING/TOUR
Discuss scheduling options for a Parks & Recreation Commission special meeting, to tour pre-
determined parks, recreation facilities and capital improvement program projects. (Staff Con-
tact: Mick Calarco, Parks & Recreation Department)
Recommendation: Receive the presentation then select a date and time for a tour.
Parks & Recreation Director Kyle Lancaster presented a PowerPoint presentation (on file in
the Office of the City Clerk) reporting on a Schedule for Parks & Recreation Commission Spe-
cial Meeting/Tour.
ACTION: Motion by Chair Winston, second by Vice Chair Allemann selection of Aug. 14,
2023, at 1 p.m. for a Parks & Recreation Commission Special Meeting/Tour –
6/0/1 (Absent – Sebahar).

2. PARKS & RECREATION DEPARTMENT REPORT
Receive a report on recently completed and upcoming Parks & Recreation Department activ-
ities, donations and grants, as well as other topics of interest. (Staff Contact: Mick Calarco,
Parks & Recreation Department).
Recommendation: Receive the report.
Recreation Services Manager Mick Calarco, Parks Services Manager Todd Reese and Parks
Planning Manager Nick Stupin presented a PowerPoint presentation (on file in the Office of
the City Clerk) reporting on recently completed and upcoming Parks & Recreation activities
as well as other topics.
Commission received the report.
COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: This portion
of the agenda is for the Commission to make brief announcements, brief reports of their activities
and requests for future agenda items.
Vice Chair Allemann gave a report on the Carlsbad Growth Management Citizen’s Committee.
