Background Under the Infrastructure Investment and Jobs Act, the Highway Safety Improvement Program (HSIP) is a core federal-aid program to States for the purpose of achieving a significant reduction in fatalities and serious injuries on public roads. Caltrans' Division of Local Assistance manages California's local agency share of HSIP funds. California's Local HSIP focuses on supporting infrastructure projects with nationally recognized crash reduction factors, such as crash experience, crash potential, crash rate, or other data-supported means. Discussion The City of Carlsbad Local Roadway Safety Plan (October 2022) identifies an issue concerning mid-block pedestrian collisions in the segment of Paseo Del Norte between Palomar Airport Road and Camino Del Parque, near Tip Top Meats and Motel 6. The plan recommends implementing a road diet, adding buffers to bike lanes, installing a pedestrian crossing with pedestrian refuge, curb extensions, and rectangular rapid flashing beacons. Project cost is estimated at $593,900. With assistance from the city's contract grant writing consultant, Engineering Solutions Services, the Paseo Del Norte Bicycle and Pedestrian Improvements Project has been approved to receive $534,510 from the HSIP, covering 90% of the estimated project cost. Next Steps In accordance with the Caltrans HSIP funding process, the city will request an allocation of the approved funding from Caltrans before the end of this year.
