CARLSBAD, CALIFORNIA JANUARY 10, 2023 PROJECT NO. 06442-32-31A Project No. 06442-32-31A January 10, 2023 Ionis Pharmaceuticals, Inc. 2855 Gazelle Court Carlsbad, California 92010 Attention: Mr. Wayne Sanders Subject: RIPPABILITY STUDY IONIS PHARMACEUTICALS LOTS 21 AND 22 (CARLSBAD OAKS NORTH BUSINESS PARK) CARLSBAD, CALIFORNIA Reference: Update Geotechnical Report, Ionis Lots 21 and 22 (Carlsbad Oaks North Business Park), Carlsbad, California, dated October 19, 2021, prepared by Geocon Incorporated (Project No. 06442-32-31A). Dear Mr. Sanders: In accordance with your authorization of our change order request (dated December 2, 2022), we have performed a rippability study for the subject project located in the Carlsbad Oaks North Business Park in Carlsbad, California. The purpose of this study was to obtain further data regarding rock rippability in areas of planned excavation extending into granitic rock. The study also provides trench logs to help evaluating the excavation characteristics and materials encountered in proposed cut areas. The information presented herein should be used in conjunction with the referenced geotechnical report. We performed the field investigation December 20 through 22, 2022. The study consisted of drilling 15 hydraulic rotary percussion borings (generically referenced herein as air-track borings). We utilized an Ingersoll Rand ECM-590 drill rig equipped with a 4-inch diameter drill bit to advance the air-track borings. We used drill penetration rates to evaluate rock rippability and to estimate the depth at which difficult excavation will occur. We also excavated nine backhoe trenches utilizing a Caterpillar C349F trackhoe equipped with a 3-foot-wide bucket. The exploratory trench excavations provide generalized information on excavation characteristics and percentage of oversize rock (material> 6inches) that may be generated when excavating in the existing fill and granitic rock. The trench logs are presented in Appendix A, Figures A-1 through A-9. Figure 1 presents the approximate locations of the air-track borings and trench excavations. Therefore, variations in ground conditions as presented in this study may occur. With respect to air-track borings, a frequently used guideline for equating rock rippability to drill penetration rate is that a penetration rate of approximately 0 to 20 seconds per foot (spf) generally indicates rippable material, 20 to 30 spf indicates marginally to non-rippable material, and greater than 30 spf indicates non-rippable rock. These general guidelines are typically based on drill rates using a rotary percussion drill rig similar to an Ingersoll Rand ECM 360 with a 3½-inch drill bit. The penetration rates (recorded in spf) are presented in Appendix A, Figures A-10 through A-24. Perspective contractors should use their own judgment to identify the penetration rate boundary between productive and non- productive ripping and, rippable and non-rippable rock. The rippability designations discussed above are based on the use of a Caterpillar D9 or equivalent bulldozer equipped with a single shank ripper. Rippable materials can be excavated with moderate to heavy effort. Marginally rippable includes very heavy ripping and isolated zones of probable blasting. Non-rippable materials will require blasting to excavate the rock. In summary, data from the field study shows that the bedrock possesses a variable rippable mantelvarying from approximately 20 to 33 feet thick. This observation is based on using an air-track penetration rate of 20 spf per the guideline discussed above. Excavations greater than these depths may encounter difficult ripping conditions requiring blasting techniques and can be expected to generate oversized rock (material> 6 inches in dimension), which will necessitate typical hard rock handling and placement procedures during grading operations. We extended the exploratory trenches approximately 12 to 20 feet below existing ground surface which was the maximum reach of the trackhoe. Except for two locations, the exploratory trenches were extended to the planned depth of excavation. In this regard, practical refusal was experienced at approximately 14 feet below ground surface in T-4 and T-8 (see Appendix A, Figures A-4 and A-8). It should be noted that proposed cuts in the existing fill and weathered rock mantle will generate oversized fragments (material> 6 inches in dimension) as shown on the trench logs. Earthwork construction should be carefully planned to efficiently utilize available rock placement areas. Oversize materials should be placed in accordance with recommendations presented in the referenced geotechnical report (dated October 19, 2021).
