HomeMy WebLinkAbout2023-07-18; City Council; Resolution 2023-206RESOLUTION NO. 2023-206 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING A ROUNDABOUT AT THE INTERSECTION OF CARLSBAD BOULEVARD AND TAMARACK AVENUE AS THE PREFERRED INTERSECTION TRAFFIC CONTROL OPTION AND AUTHORIZING STAFF TO MOVE FORWARD WITH THE ENVIRONMENTAL REVIEW, PERMITTING AND FINAL ENGINEERING DESIGN OF THE CARLSBAD BOULEVARD AND TAMARACK AVENUE INTERSECTION IMPROVEMENTS PROJECT WHEREAS, the City Council of the City of Carlsbad, California has determined that it is necessary, desirable, and in the public interest to make improvements to the Carlsbad Boulevard and Tamarack Avenue intersection, Capital Improvement Program Project No. 6058, or Project; and WHEREAS, a roundabout and additional improvements as a part of this project would enhance coastal access, improve walking and biking infrastructure, and improve traffic flow along Carlsbad's coastline; and WHEREAS, the project team has completed conceptual design options, traffic technical studies, and is ready to move forward with completing the environmental review, permitting and final engineering for the Project; and WHEREAS, advancement to final design and environmental review is already included in the consultant's approved scope of services, so no additional funding is needed at this time; and WHEREAS, the City Planner has determined that this action does not constitute a project within the meaning of the California Environmental Quality Act under Public Resources Code Section 21065. It has no potential to cause either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment and therefore does not require environmental review. The direction provided by City Council to select a preferred traffic control design option does not have a legally binding effect on future discretionary actions to approve the project. Public input received and technical information prepared will be used during the planning and environmental evaluation process. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1.That the above recitations are true and correct. 2.That the City Council approves a roundabout at the Carlsbad Boulevard and Tamarack Avenue intersection, as the preferred intersection traffic control design option, subject to staff returning to the City Council within five months of completion of the Cannon Road and Carlsbad Boulevard roundabout with data on the performance of the Cannon Road and Carlsbad Boulevard roundabout for the City Council to reevaluate and determine if changes are needed to the design of the Carlsbad Boulevard and Tamarack Avenue roundabout, or to pursue other options for this intersection. 3.That staff is authorized to move forward with environmental review, permitting, and final engineering for the selected design option of a roundabout for the Carlsbad Boulevard and Tamarack Avenue Intersection Improvements P�oject, Capital Improvement Program Project No. 6058. PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of Carlsbad on the 18th day of !!!!Y, 2023, by the following vote, to wit: AYES: NAYS: ABSTAIN: ABSENT: Bhat-Patel, Acosta, Luna.
