Absent: Commissioner Sabellico (arrived at 5:05 p.m.) PLEDGE OF ALLEGIANCE: Commissioner Lafferty led the Pledge of Allegiance APPROVAL OF MINUTES: None. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA: None. PLANNING COMMISSION PUBLIC HEARING: Commissioner Sabellico arrived at 5:05 p.m. Chair Merz directed everyone’s attention to the slide on the screen to review the procedures the Commission would be following for that evening’s public hearing. 1.CDP2022-0008/HMP2022-0006 (DEV2021-0153) - MARTIN RESIDENCE – Adoption of Planning Commission Resolution approving Coastal Development Permit, CDP 2022-0008, and Habitat Management Plan permit, HMP 2022-0006, to allow for the construction of a new 6,108 square foot, two-story single-family residence generally located on a vacant lot between 2391 and 2411 Buena Vista Circle within the Mello II segment of the city’s Local Coastal Program and Local Facilities Management Zone 1. ACTION TYPE: Quasi-judicial STAFF RECOMMENDATION Adopt the resolution. PLANNER: Jason Goff ENGINEER: E. Elias Chair Merz opened the duly noticed public hearing at 5:07 p.m. At Chair Merz’s request, the following Commissioners made disclosures as follows: •Commissioner Meenes, drove and walked by the site •Commissioner Lafferty, reviewed the site on Google Maps •Commissioner Kamenjarin, familiar with the site •Chair Merz, walked the site City Planner Lardy introduced the item and Senior Planner Jason Goff presented a PowerPoint presentation on the topic (on file in the Office of the City Clerk). Chair Merz opened the public testimony at 5:22p.m. and asked if there were any members of the public who wished to speak on the project. June 21, 2023 16 0 • PLANNING COMMISSION Minutes Planning Commission Minutes June 7, 2023 Page 2 Seeing no one else wishing to speak, Chair Merz closed the public testimony at 5:23 p.m. Commissioners Stine, Lafferty, Kamenjarin, Meenes, and Merz expressed their support for the staff recommendation on this item. Motion by Commissioner Meenes, seconded by Commissioner Stine, to adopt Resolution No. 7485. Motion carried, 7/0. Chair Merz closed the public hearing at 5:27 p.m. PLANNING COMMISSION REPORTS/COMMENTS: Commissioner Lafferty informed the Commission that the Design Review Committee approved the proposed appendix to the Village and Barrio Master Plan and the Committee held its last meeting on May 5, 2023. Commissioner Sabellico apprised the Commissioners of the status of SB423 and its extension of SB35 to the year 2036 and the bills application to the Coastal Zone. Chair Merz reported that the Planning Commission’s Work Plan was approved by the City Council at the meeting held June 6, 2023. CITY PLANNER REPORTS: City Planner Lardy reviewed the scheduled projects with a special note that the July 5, 2023, meeting, will likely be cancelled due to the holiday and lack of agenda items.
