Subject Property: St. Elizabeth Seton Catholic Parish, 6628 Santa Isabel Street, 92009
The Approved CUP [#139 (B)] included among the permitted improvements a location for a future
administration to the east of the original multi-use building. See the accompanying exhibit. The footprint
of the proposed future administration building is 4,696 square feet.
At present the parish offices attached to the sanctuary building are entirely adequate for the
administration of the parish and a new much larger administration building has been deemed
unnecessary. The parish population is stable and not anticipated to grow, thus no expansion of the
administrative functions is needed now or in the foreseeable future.
Also, at present, there is no residence for the pastor and an associate pastor on the site. Living
accommodations for the clergy is off campus in the neighborhood. The site originally set aside for the
future administration building is ideally suited for a residence for the pastor and associate pastor, where
they could live on the campus in a residence designed for their specific needs. In particular, the goal is
to have private suites with individual studies, bedrooms and baths for two priests plus a guest suite for a
visiting priest. All three suites will be supported by a communal kitchen, dining room, library, living room
and chapel.
The proposed residence is 3,500 square feet, plus a 590 square foot two-car garage. The design is
configured for two stories for the following reasons: 1) The second floor where the pastor and associate
will live has greater privacy; and 2) The foot print is more compact so that an SDG&E primary service
transformer does not have to be moved, saving a significant and unnecessary expense. The two-story
structure is not out of scale with other structures on the property or within the context of the structures
found throughout neighborhood.
Other relevant notes on the project:
A. There will be a net loss of one parking space but there are still sufficient surplus spaces that the
parking needs remain in compliance. The CUP was approved for 206 parking spaces (Required
parking space = 176 spaces) and the campus will have 206 parking spaces at the completion of
the project.
B. The project will have no impact on local traffic.
C. The project does not cause an increase of users to the campus.
D. The design of the residential building will compliment the architectural vocabulary established by
the Sanctuary and the recently added social hall.

j INSTRUCTIONS:
To address post-development pollutants that may be generated from development projects, the city requires that new
development and significant redevelopment priority projects incorporate Permanent Storm Water Best Management
Practices (BMPs) into the project design per Carlsbad BMP Design Manual (BMP Manual}. To view the BMP Manual,
refer to the Engineering Standards (Volume 5).
This questionnaire must be completed by the applicant in advance of submitting for a development application
(subdivision, discretionary permits and/or construction permits). The results of the questionnaire determine the level of
storm water standards that must be applied to a proposed development or redevelopment project. Depending on the
outcome, your project will either be subject to 'STANDARD PROJECT' requirements or be subject to 'PRIORITY
DEVELOPMENT PROJECT' (PDP) requirements.
Your responses to the questionnaire represent an initial assessment of the proposed project conditions and impacts. City
staff has responsibility for making the final assessment after submission of the development application. If staff
determines that the questionnaire was incorrectly filled out and is subject to more stringent storm water standards than
initially assessed by you, this will result in the return of the development application as incomplete. In this case, please
make the changes to the questionnaire and resubmit to the city.
If you are unsure about the meaning of a question or need help in determining how to respond to one or more of the
questions, please seek assistance from Land Development Engineering staff.
A completed and signed questionnaire must be submitted with each development project application. Only one
completed and signed questionnaire is required when multiple development applications for the same project are
submitted concurrently.
