Absent: Miringoff, Nassiri. PLEDGE OF ALLEGIANCE: Chair Chung led the Pledge of Allegiance. APPROVAL OF MINUTES: Minutes of the Arts Commission regular meeting held March 2, 2023 Council Chamber 1200 Carlsbad Village Drive Carlsbad, CA 92008 Due to a lack of quorum of the commissioners who attended the March 2, 2023 meeting, the minutes were not approved and will be continued to the next meeting. Minutes of the Arts Commission regular meeting held April 6, 2023 Motion by Commissioner Barker, seconded by Commissioner Carrillo, to approve the minutes as presented. Motion carried, 4/0/2/1 (Miringoff, Nassiri -Absent, Ferone -Abstain). PRESENTATIONS: None. PUBLIC COMMENT: None. DEPARTMENTAL REPORTS: 1. LETTER OF SUPPORT TO CITY COUNCIL -Receive the report and approve the draft letter of support to City Council from the Arts Commission affirming its commitment to the role of arts and culture in Carlsbad. (Staff contact: Richard Schultz, Cultural Arts) Recommendation: Receive the report and approve the draft letter of support. Cultural Arts Manager Richard Schultz introduced the Letter of Support to City Council and asked the commission if there were any edits or comments. Commissioner George inquired if additional language should be included in the letter regarding increasing assessment fees and the purpose for writing the letter based on language not included in the Growth Management Plan. Commissioners Ferone and Barker did not agree with the suggestions being included in the letter. May 4, 2023 Arts Commission Regular Meeting Page 2 2. Cultural Arts Manager Richard Schultz explained the steps involved in suggesting an increase to assessment fees. Motion by Commissioner Ferone, seconded by Commissioner Barker to approve the Letter of Support to City Council as presented. Motion carried, 5/0/2/0 (Miringoff, Nass iri - Absent). FISCAL YEAR 2023-24 COMMUNITY ARTS GRANTS FUNDING PLAN -Receive the report and approve the Fiscal Year 2023-24 Community Arts Grants Funding Plan . (Staff contacts: Richard Schultz and Wendy Sabin -Lasker, Cultural Arts) Recommendation: Receive the report and approve the FY 2023-24 Community Arts Grant Funding Plan. Community Arts Coordinator Wendy Sabin-Lasker provided a PowerPoint presentation (on file in the Office of the City Clerk). Commissioner Ferone inquired on the evaluation of the Mostly Mozart application that was not selected for funding. Richard Schultz explained the panel scored the program based on the religious overtones not meeting the guidelines. Commissioner Barker asked if they were provided the option to adjust the program. Richard explained they did not provide an application prior to the deadline, not allowing feedback from staff. Commissioner Barker inquired about Earthitude not being selected. Wendy explained the proposal was not considered as strong as previous applications and will look into it and provide further information. Commissioner George commented on her experience with the process and complimented staff on their availability to the community and agreed with the decisions made by the panel. Commissioner Ferone asked about one school receiving five grants and the similarity of the programs. Wendy and Richard explained the limit was five grants per school and the differences between the applications submitted. Commissioner Chung inquired about the applicants and the Fleet Science program. Richard explained the difference in the applications and audience served for the grants awarded. Motion by Commissioner George, seconded by Commissioner Ferone to approve the Fiscal Year 2023-24 Community Arts Grants Funding Plan . Motion carried, 5/0/2 (Miringoff, Nassiri -Absent). May 4, 2023 Arts Commission Regular Meeting Page 3 COMMISSIONERS COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: This portion of the agenda is for the Arts Commissioners to make brief announcements, brief reports of their activities and requests for future agenda items. Commissioners Chung, Ferone, Barker, Carrillo, and George reported on activities and events they visit ed. Commissioner Ferone congratulated Program & Venue Coordinator Tom Johnston for the TGIF Concerts in the Park nomination for Best Outdoor Concert Series ranking as number four in the nation by USA Today readers' poll. CULTURAL ARTS MANAGER COMMENTS: Cultural Arts Manager Schultz provided the following updates: • "Dance at the Dove" was well received with 140 people in attendance • Upcoming June event for the next William D. Cannon Art Gallery exhibit in partnership with Barrio Glassworks • Library Learning Center temporary art mural titled "Sun and Egret" has been completed by Studio Tutto under the direction of Public Art Coordinator Tonya Rodzach • Recommendation by Studio Tutto is to include drought tolerant colored flowers in planter boxes in front of the Library Learning Center • A Colorful Dream to continue at the William D. Cannon Art Gallery through May 27 • Pop Up Art with onsite art instructors at the Carlsbad City Library on Dove Lane on May 6, 13, 20 • Carlsbad Village Street Faire with mobile stage and Pop Up Art booth on May 7 • The band "3 Car Garage" at in the Ruby G. Schulman Auditorium on May 13 • Piano concert by Louis Landon in the Ruby G. Schulman Auditorium on May 25 • Opportunity to attend performances by grantee Carlsbad High School Theatre Department "Monty Python's Spamalot" on May 4, 5 and May 11-13 • Opportunity to attend performances by grantee Sage Creek High School Dance Department "RISE: Spring Dance Concert" on May 25, 26 • The June 1, 2023 Arts Commission meeting is canceled due to a scheduling conflict ANNOUNCEMENTS: None.
