CALL TO ORDER: 1 p.m.
ROLL CALL: Winston, Allemann, Sebahar, Rasines, Sander, Gisbert.
Absent: Bartels.
PLEDGE OF ALLEGIANCE: Commissioner Sebahar led the Pledge of Allegiance.
APPROVAL OF MINUTES:
Minutes of the Meeting held on June 19, 2023
Motion by Vice Chair Allemann, second by Commissioner Sebahar to approve the minutes as
presented. Motion carried, 6/0/1 (Bartels – Absent).
PRESENTATIONS: None.
CONSENT CALENDAR: None.
PUBLIC COMMENT ON AGENDA ITEM: None.
DEPARTMENTAL REPORTS:
1. PARKS & RECREATION COMMISSION TOUR – Receive a staff led tour of designated Parks &
Recreation Department sites. (Staff Contact: Mick Calarco, Parks & Recreation Department)
Recommendation: Receive the tour.
Parks & Recreation Director Kyle Lancaster gave a brief overview of the item.
Chair Winston adjourned the meeting from the dais and on to the tour bus.
Parks & Recreation Director Kyle Lancaster led the tour of Stagecoach Park Community
Center and the proposed site location for the future Community Gardens. The tour continued
with stops at Zone 5 Park, future Veteran’s Memorial Park site and future Robertson’s Ranch
Park site.
COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: This portion
of the agenda is for the Commission to make brief announcements, brief reports of their activities
and requests for future agenda items.
DIRECTOR’S COMMENTS: Parks & Recreation Director Kyle Lancaster let the commissioners
know that there will be briefings on the Parks & Recreation Master Plan on Aug. 28. Staff will
reach out to commissioners regarding time and location.

ADJOURNMENT: Chair Winston adjourned the duly noticed meeting at 4:10 p.m. from the bus.
