This revised version of the report incorporates the City inspectors request to provide a plot plan of compaction tests for post grading, rough grading and a revised subject title. Rough and precise grading of the subject was completed under the observation of Hetherington Engineering, Inc. (Hetherington, 2019 and 2021). Post grading occurred between November 1, 2022 to June 6, 2023. It is to the best of our knowledge that site post-grading presented in this report has been completed in general accordance with the approved geotechnical reports for the site (Hetherington, 2018a and 2018b), geotechnical recommendations presented during construction, applicable provisions of the 2016 California Building Code (CBC) and City of Carlsbad guidelines. The subject site is geotechnically suitable for its designed use. Post-grading construction observation and testing included excavations for the residential buildings and retaining wall foundations, retaining wall backfill, sidewalk, driveway, and driveway approach subgrade. Offsite improvements consisted of trench backfill for water, sewer, and gas utility tie-ins, as well as structural pavement patchback and overlay (subgrade, aggregate base, and asphalt) along Cazadero Drive. This report provides a brief summary of site conditions observed during post grading construction for the subject site and offsite work. Also provided herein are field density and moisture content test results (compaction) and laboratory analysis. ROUGH AND PRECISE GRADING  Rough and precise grading observation and testing was performed under the observation and testing of Hetherington Engineering, Inc. A copy of their reports are provided herein as Attachment A. At the request of the City inspector, Hetherington’s geotechnical observations have been transferred onto GeoTek’s Figure 1. 1.2. POST GRADING:  Visual classification of the soil in the field, compared to the soil description from laboratory testing, was the basis for determining the maximum dry density value and optimum moisture content applied to each soil density test. Laboratory results were supplied by a GeoTek laboratory or a product’s manufacturing supplier.  Trench backfills for the sewer, natural gas, and water lines were placed and compacted to at least 90% of the maximum dry density, at or slightly above optimum moisture content relative to ASTM D 1557.  Subgrade for the driveway approach, which includes monolithically poured curb and gutter improvements was compacted to at least 95% of the maximum dry density, near or slightly above optimum moisture content relative to ASTM D 1557.  Subgrade for sidewalk and driveway improvements were compacted to at least 90% of the maximum dry density, near or slightly above optimum moisture content relative to ASTM D 1557.  The upper foot (approximately) of subgrade for the offsite street improvements (utilities trenches) along Cazadero Drive associated with the project were compacted to at least 95% with above optimum moisture content relative to ASTM D 1557.  Aggregate base for the offsite street improvements (utilities trenches) along Cazadero Drive associated with the project were compacted to at least 95% and at or slightly above optimum moisture content relative to ASTM D 1557.  Asphalt-concrete (AC) for the offsite street improvements (utilities trenches and overlay) along Cazadero Drive associated with the project were compacted to at least 95% relative to ASTM D 2041. FIELD AND LABORATORY TESTING 2.1 FIELD TESTING Field density tests were taken at periodic intervals and random locations to check the compaction efforts by the grading and wall contractors. The field density testing for the subject site was performed using a nuclear gauge, in general accordance with testing procedure ASTM D 6938 for soils and ASTM D 2950 for asphalt concrete. The results of the field density testing conducted for the herein reported site area are included in Tables 1 through 6. 2.2 LABORATORY TESTING The laboratory maximum dry density and optimum moisture content for the soils were determined in general accordance with test method ASTM D 1557. The laboratory maximum density for asphalt was provided by the material facility. The table below presents the soil types used for this project. 2.3 CONCLUSIONS Field density tests indicate that the fill materials were compacted to the project specifications at the time and locations tested. It is our professional opinion that the subject project is suitable from a geotechnical standpoint. 3 LIMITATIONS The purpose of this report is to present a summary of observation and testing services provided by this firm during the post-grading operations that were performed on the subject property between November 1, 2022 to June 6, 2023. More specifically, the scope of this report includes a presentation of data obtained during rough and post-grading and a discussion of operations performed by the contractors. Preparation for, and placement of, compacted fill was monitored by representatives of this firm. All soils and asphalt tested were found to meet or exceed the minimum degree of compaction specified in the job requirements. Field density tests were performed at random locations throughout the area of the job that is within the scope of this report. Our observations and testing were performed in such a manner as to be reasonably certain that the soils and asphalt tested are representative of the work, and that the work, in general, essentially complies with the job requirements. Our services were performed in accordance with engineering principles generally accepted at this time and in this area. No warranty is expressed or implied. It should be understood that field data, including density test locations and elevations, as well as the location of compacted fill, are only approximately noted. The accuracy of our field technician's estimated locations will vary depending on the survey control available at the time the estimations were made. This report is subject to review and approval by the controlling authorities for this project. GRADING OPERATIONS Grading was performed during the period December 2 thrnugh December 13, 2019. Grading consisted generally of 3 to 4-feet of removals of loose/soft or disturbed fill down to approved fill and placement of compacted fill to design site grades. The attached Plot Plan, Plate No. 1 indicates the approximate limits of grading addressed by this report. Within the areas of proposed construction, existing loose/soft or distmbed fill was removed down to approved fill. Following removals, the exposed soils were scarified to a depth of 6 to 8-inches, brought to near optimum moisture conditions and compacted to at least 90-percent relative compaction as determined by ASTM: D 1557. SOIL TYPES The soils utilized as fill consisted of on-site and import soils. The on-site soil was composed generally of mottled green, tan, and light brown silty sand and green, gray, and brown sandy clay. Import soil was composed generally of a gray sand with gravel. FILL PLACEMENT Fill soils were placed in 6 to 8-inch thick, near horizontal lifts, moisture conditioned to near optimum moisture content, and compacted to a minimum of 90-percent relative compaction as determined by ASTM: D 1557. Compaction was achieved by mechanical means using a Cat D6K track dozer and a Cat 950G rubber tire loader. A water hose was used for moistme conditioning. Density tests were performed in accordance with ASTM: D 6938 (Nuclear Method) and D 1556 (Sand Cone Method). The results of the density tests are presented on the attached Smmnary of Field Density Tests, Table I. The approximate locations of the field density tests are indicated on the accompanying Plot Plan, Plate 1. Maximum dry density/optimum moisture content determinations are presented on the attached Summaiy of Maximum Dty Density/Optimum Moisture Content Determinations, Table II. CONCLUSIONS AND RECOMMENDATIONS Based on our observations and the results of our testing, it is our opinion that the grading of the site has been performed in general conformance with our recommendations and the requirements of the city of Carlsbad. The portion of the site addressed by this report is considered suitable for the intended use. The recommendations for the proposed construction provided in the "Geoteclmical Investigation ... Our services during grading and construction consisted generally of the following: • Observation and testing during grading. e Observation of footing excavations. • Observation and density testing of plumbing trench backfi ll. • Engineering and geologic analyses. o Preparation of this report, which presents the results of our testing and observations, and our conclusions and recommendations. GRADING OPERATIONS Previous rough grading at the site is summarized in the "As-Graded Geoteclmical Report ... Densit·y tests were performed in accordance witb J\STM: D 6938 (Nuclear Method). The results of the density tests are presented on the attached Summary of Field Density Tests, Tabl e I. The approximate locations of the field density tests are indicated on the accompanying Plot Plan, Figure No . 1. Maximum dry density/optimum moist1-irc content determinations are presented on the attached Summary of Maximum Dry Density/Optimum Ivfoistme Content Determinations, Table II. GEOLOGIC CONDITIONS Subsurface conditions encotmtered during precise grad ing and construction were consistent with those described in the "Geoteclmical Investigation ... " (Reference l ) and "As-Graded Geo technical Report. .. " (Reference 2). No groundwater \,vas encountered during precise grading and construction. FOUNDATION EXCAVATIONS Foundation excavations for the structures were observed by an engineer from th.is office. Footings were founded in approved compacted fill as recommended and dimensioned in accordance with the fo undation plans (Reference 4). PLUMBING TRENCH BACKFILL Plumbing trench backfill soils were placed in approximately 6 to 8-incb thick, near horizontal lifts, moisture conditioned to near optimum moisture content and compacted by mechanical means to a minimum of 90-percent relative compaction as determined by ASTM: D 1557. Density tests were performed in accordance with ASTM: D 6938 (Nuclear Method). The results of the field density tests are presented on the attached Summary of Field Density Tests, Table I. The approximate locations of the field density tests are indicated on the accompanying Plot Plan, Figure No. 1.
