This agenda includes information about topics coming before the City/Schools Committee and the action recommended by city staff. How to watch In Person City/Schools Committee Meetings take place at City Hall, 1200 Carlsbad Village Drive How to participate Online Watch the livestream and replay past meetings on the city website, carlsbadca.gov/residents/communication/city- tv-channel If you would like to provide comments to the City/Schools Committee, please: • Fill out a speaker request form, located in the foyer. • Submit the form to the City Clerk before the item begins. • When it's your turn, the City Clerk will call your name and invite you to the podium. • Speakers have three minutes, unless the presiding officer changes that time. • You may not give your time to another person, but can create a group. A group must select a single speaker as long as three other members of your group are present. All forms must be submitted to the City Clerk before the item begins and will only be accepted for items listed on the agenda. Group representatives have 10 minutes unless that time is changed by the presiding officer or the Committee. • In writing: Email comments to kaylin.mcca uley@carlsbadca.gov Comments received by 2 p.m. the day of the meeting will be shared with the Committee prior to the meeting. When e-mailing comments, please identify in the subject line the agenda item to which your comments relate. All comments received will be included as part of the official record. Written comments will not be read out loud. Reasonable accommodations Reasonable Accommodations Persons with a disability may request an agenda packet in appropriate alternative formats as required by the Americans with Disabilities Act of 1990. Reasonable accommodations and auxiliary aids will be provided to effectively allow participation in the meeting. APPROVAL OF MINUTES: Minutes of the Special Meeting held June 26, 2023 ACTION: Minutes were accepted and filed. PUBLIC COMMENT: COMMITTEE MEMBER COMMENTS & ANNOUNCEMENTS: NEW BUSINESS: 1. SUPERINTENDENT AND CITY MANAGER UPDATES -Receive and _discuss reports on the city's and school districts' current priority projects and programs. Recommendation: Receive the updates and provide feedback. ACTION: The committee received the updates. 2. E-BIKE AND BICYCLE SAFETY UPDATE-Receive and discuss an update regarding city and school district initiatives promoting e-bike and bicycle safety in Carlsbad. Recommendation: Receive the update and provide feedback. ACTION: The committee received the update. 3. FENTANYL CRISIS -Receive and discuss information regarding the city's efforts to address the Fentanyl crisis in Carlsbad. Recommendation: Receive the update and provide feedback. ACTION: The committee received the update. 4. STUDENT MENTAL HEALTH SUPPORTS -Receive and discuss information regarding student mental health supports being offered in Carlsbad schools. Recommendation: Receive the updates and provide feedback. ACTION: The committee received the updates. 5. COMMUNITY EDUCATION AND GRANT PROGRAMS -Receive and discuss information regarding the city's Carlsbad Student Leader Academy, City Stuff, and Community Grants programs.
