Background The Stagecoach Community Garden project consists of the conversion of the former park maintenance yard at Stagecoach Community Park (Attachment A) into a raised container community garden. The project charter was established in response to the ongoing public interest in community gardens, evidenced in part by a waiting list of over 350 residents. The Stagecoach Community Garden will increase the city's community garden inventory to four, occupying three of four park districts (which align with the geographical quadrants). The Stagecoach Community Garden (SE) will join the Harold E. Smerdu Community Garden (NW), the Pine Avenue Community Garden (NW) and the Calavera Schoolhouse Community Garden (NE). Discussion The Stagecoach Community Garden project was authorized by the City Council in the fiscal year 2022-23 Capital Improvement Program Budget, with an initial appropriation of $225,000, and a fiscal year 2023-24 forecasted appropriation of $200,000. From summer through fall of 2022, staff conducted an informal bidding process for the design of the community garden. Based on the results of that process, at the end of November 2022, staff issued a task order to a landscape architecture master services agreement with Rick Engineering. The task order, in an amount of $62,000, includes the associated design activities and other project specific professional services. Over the last several months, staff have collaborated with Rick Engineering through the design phases of the community garden (i.e., from concept drawings to 30%, 60% and 90% construction plans and specifications). Many of the design details of the Stagecoach Community Garden are similar to those of the Pine Avenue Community Garden. The new community garden will consist of 35 raised container plots, an information kiosk, composting bins, tool storage units, a shade structure and seating. However, with careful planning, particularly in re-aligning the raised containers and slightly expanding the site via use of a low retaining wall, the updated layout of the community garden (Attachment B) will accommodate 35 raised container plots. The above refinements resulted in a design which improves the overall use of space, provides better circulation, and enhances logistical access for gardeners. During this design process, input was also sought from the Carlsbad Community Gardens Collaborative, the city's partner on administrative tasks related to community gardens. Next Steps Staff will work with the design consultant to obtain the 100% construction plans and specifications by the end of October 2023. Thereafter, staff anticipates the following project milestones: December 2023: January 2024: April 2023: May 2024: July 2024: Attachments: Complete the interdepartmental review of the 100% construction plans and specifications Request that the City Council approve the plans and specifications and authorize an advertisement for bids Request that the City Council award a construction contract to the lowest responsive and responsible bidder Issue a Notice to Proceed to the contractor and commence construction Complete construction of the community garden and execute leases for the raised container plots A.
