Regular Meeting
June 1, 2023, 3 p.m.
CALL TO ORDER: 3 p.m.
ROLL CALL: Rangus, Ross, Venegas-Garcia, Schouwe, Fitz-Patrick.
PLEDGE OF ALLEGIANCE: Commissioner Ross led the Pledge of Allegiance.
APPROVAL OF MINUTES:

Motion by Commissioner Venegas-Garcia, second by Commissioner Ross to approve the minutes of the
Regular Meeting held Sept. 1, 2022, with amendment to add Tai Chi for Arthritis and Fall Prevention
Class on Page 1, Item #1 Department Report, paragraph 3, sentence 1 after Alga Norte Community
Park. Motion carried, 5/0.
Motion by Commissioner Schouwe, second by Commissioner Venegas-Garcia to approve the minutes
of the Regular Meeting held Oct. 6, 2022, as presented. Motion carried, 5/0.
Motion by Commissioner Venegas-Garcia, second by Commissioner Ross to approve the minutes of the
Regular Meeting held Dec. 12, 2022, as presented. Motion carried, 4/1 (Fitz-Patrick – Abstain).
PRESENTATIONS:
Introduction of Commissioner Schouwe and Commissioner Fitz-Patrick
Chair Rangus introduced Commissioners Schouwe and Fitz-Patrick and thanked former Commissioner
Mehan and Recreation Area Manager Hamer for their service.
CONSENT CALENDAR: None.
PUBLIC COMMENT:
San Diego North Elderhelp Director Sarah Benson spoke briefly about the programs offered by Elderhelp
of San Diego.
PUBLIC HEARINGS: None.
DEPARTMENTAL REPORTS:
1. SELECTION OF A CHAIRPERSON AND VICE CHAIRPERSON: Solicit nominations for and select a Chair-
person and Vice Chairperson for the Senior Commission for the remainder of the 2023 calendar
year. (Staff Contact: Mick Calarco, Parks & Recreation Department).

Recommendation: Select a Chairperson and Vice Chairperson.
Chair Rangus solicited a nomination for the Chairperson for the remainder of 2023. Commissioner
Venegas-Garcia made a motion to select Commissioner Rangus as the Chairperson, second by Com-
missioner Ross. Motion carried, 5/0.
Chair Rangus nominated Commissioner Venegas-Garcia as Vice Chairperson. Commissioner Vene-
gas-Garcia accepted the nomination.
Motion by Chairperson Rangus, second by Commissioner Schouwe, to select Commissioner Vene-
gas-Garcia as Vice Chairperson. Motion carried, 5/0.
2. APPROVAL OF FISCAL YEAR 2023-24 SENIOR COMMISSION REGULAR MEETING CALENDAR: Discuss
and approve the regular meeting calendar for Fiscal Year 2023-24. (Staff Contact: Mick Calarco,
Parks & Recreation Department).
Recommendation: Approve the regular meeting calendar.
Motion by Commissioner Nelson, second by Commissioner Venegas-Garcia, to adopt the Senior
Commission regular meeting calendar for FY 2023-24. Motion carried, 5/0.
3. DEPARTMENT REPORT ON SENIOR ACTIVITIES AND PROGRAMS Receive a report on recently com-
pleted and upcoming Adults 50+ activities and programs, as well as other topics of interest. (Staff
Contact: Eric Biggin, Parks & Recreation Department).
Recommendation: Commission received the report.
Recreation Supervisor Eric Biggin and Recreation Supervisor Andi Koller presented a PowerPoint
presentation (on file in the Office of the City Clerk) on recently completed and upcoming Senior
Center activities and programs, as well as other topics of interest.
Commission received the report.
COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS:
This portion of the agenda is for the Commission to make brief announcements, brief reports of their
activities and requests for future agenda items.
Chair Rangus gave a report on the Community Development Block Grant program in her capacity as
the Senior Commission’s appointed representative on the program’s review committee.
DIRECTOR’S COMMENTS:
Parks & Recreation Director Kyle Lancaster mentioned two potential upcoming special meetings tar-
geted for July to review the Parks & Recreation Master Plan Update. Staff will reach out to determine
each commissioner’s availability.

Mr. Lancaster also extended his congratulations to staff members Recreation Area Manager Eric Biggin
and Recreation Supervisor Andi Koller on their promotions.
