AGENDA OF: January 21, 1998 Item No.@ Application complete date: June 6, 1997 Project Planner: Elaine Blackburn Project Engineer: Clyde Wickham SUBJECT: CT 91-07xl -LA VERCIA CONDOMINIUMS Request for approval of an extension of a Tentatjve Map to create 5 condominium units on a single 0.4 acre site located on the south side of Tamarack Avenue between Garfield Street and the AT&SF Railroad in the RD-M Zone and in Local Facilities Management Zone 1. I. RECOMMENDATION That the Planning Commission ADOPT Planning Commission Resolution No. 4218 APPROVING a one year extension of CT 91-07 based upon the findings and subject to the conditions contained therein. II. INTRODUCTION Carlsbad Tract 91-07 is a 0.4 acre single lot which would contain 5 condominium units, generally located on the south side of Tamarack A venue between Garfield Street and the AT &SF Railroad in Local Facilities Management Zone 1. The Applicant is requesting the Tentative Map be extended for a one year period. This project was originally approved on December 2, 1992, per Planning Commission Resolution No. 3469. The Tentative Map was scheduled to expire on December 2, 1994. In September, 1993, State Law SB 428 extended all unexpired tentative maps one time, for 2 years. In May, 1996, State Law AB 771 granted all unexpired tentative maps a one time 1 year extension. The current expiration date of CT 91-07 was December 2, 1997; however, the applicant submitted a request to extend the map and CP prior to the expiration date. III. PROJECT DESCRIPTION AND BACKGROUND On December 2, 1992, the Applicant received approval for a Tentative Map, and Condominium Permit to construct 5 condominium units on a single lot on the south side of Tamarack A venue between Garfield Street and the AT &SF Railroad. Surrounding development consists of single family and multi-family residential uses. The subject lot contains 0.4 acres and was previously developed with a single family home. The proposed units will be two-story, split-level single family attached units and will contain 1371 to 1455 square feet per unit. The project architecture will be contemporary Spanish style 0 CT 91-07xl LA VERCIA \..,JNDOMINIUMS January 21, 1998 Page2 consisting of stucco exteriors and concrete tile roofs with a varying roofline. Fencing for the project includes stucco fencing, stucco with iron grillwork on the upper portion, and iron safety fencing. The project includes private and common recreation areas, two-car garages for each unit, and guest parking. Three of the units will have attached garages. The other two will have detached garages. The guest parking areas will be trellised. This Applicant requests a one year extension because the decrease in property values and lack of absorbability of this type of unit caused by the severe recession made this project highly unfeasible. The Applicant has been diligent in making substantial progress toward a Final Map. In consideration of these circumstances, staff recommends a one year extension of the Tentative Map, CT 91-07, and (by operation of law) its related permit, CP 91-04. IV. ANALYSIS A. The proposed tentative map and permits are consistent with all current applicable plans, policies and regulations described below: 1. Carlsbad General Plan; 2. Local Facilities Management Plan Zone 1; and 3. Title 21 of the Carlsbad Municipal Code. B. The adopted project findings for CT 91-07, which are contained in Planning Commission Resolution No. 3469 still apply to this project (CT 91-07xl). V. ENVIRONMENTAL REVIEW The Planning Director has determined that no additional environmental review is required for this project as there are no changed circumstances or conditions which result in potential environmental impacts not considered in the original environmental documents.
