HomeMy WebLinkAbout2023-09-07; Arts Commission; Minutes Council Chamber 1200 Carlsbad Village Drive Carlsbad, CA 92008 Sept. 7, 2023, 6 p.m. CALL TO ORDER: 6 p.m. ROLL CALL: Commissioners Chung, Ferone, Barker, Carrillo, George. Absent: Miringoff, Nassiri. PLEDGE OF ALLEGIANCE: Chair Chung led the Pledge of Allegiance. APPROVAL OF MINUTES: Minutes of the Arts Commission regular meeting held March 2, 2023 Motion by Commissioner Ferone, seconded by Commissioner Barker, to approve the minutes as presented. Motion carried, 4/0/2/1 (Miringoff, Nassiri – Absent, George - Abstain). Minutes of the Arts Commission regular meeting held Aug. 3, 2023 Due to a lack of quorum of the commissioners who attended the Aug. 3, 2023, meeting, the minutes were not approved and will be continued to the next meeting. PRESENTATIONS: None. PUBLIC COMMENT: None. DEPARTMENTAL REPORTS: 1. RALPH M. BROWN ACT AND PUBLIC RECORDS ACT PRESENTATION – Receive a presentation regarding the Ralph M. Brown Act and Public Records Act. (Staff contact: Sheila Cobian, City Manager’s Department) Recommendation: Receive the report. City Attorney Cindie McMahon and Director of Legislative and Constituent Services Sheila Cobian provided a PowerPoint presentation (on file in the Office of the City Clerk). Commissioners received the report. Commissioner George inquired about workshop meetings and social gatherings as it pertains to the Brown Act. City Attorney Cindie McMahon explained ARTS COMMISSION Minutes Sept. 7, 2023 Arts Commission Regular Meeting Page 2 purely social events are not covered by the Brown Act so long as there is no discussion regarding commission business. Commissioner Ferone inquired to commissioners’ compliance of the Brown Act in discussing items on the agenda, items previously on the agenda, and discussion related to art in the city. Cindie McMahon explained four commissioners discussing any matter within their purview is a meeting that must comply with the requirements of a meeting. 2. FISCAL YEAR 2023-24 WORK PLAN – Discuss and approve the FY 2023-24 Arts Commission Work plan. (Staff contact: Richard Schultz, Cultural Arts Manager) Recommendation: Review and discuss the work plan. Commissioners received the report and discussed the work plan. Library & Cultural Arts Director Suzanne Smithson discussed the FY 2023-24 work plan assembled by the subcommittee and the commissioners were encouraged to review the work plan for any additions or changes. Commissioner Ferone inquired to making changes, additions, or modifications to items on the work plan. Director Smithson explained individual comments can be added to the document via email submission to staff and will be compiled and brought to the next meeting for discussion. Commissioner submissions should be sent no later than Sept. 21, 2023. Changes and individual comments for FY 2023-24 work plan submitted by each commissioner to Cultural Arts admin will be presented to the commissioners in a final version at the next meeting. Exhibit 2 in the agenda packet is the format the city prefers for listing accomplishments. A target goal is to have city council approve this year’s work plan before the end of the calendar year. The subcommittee consisting of commissioners Chung, Ferone, and Carrillo may continue to discuss the work plan as the subcommittee of three members is not a quorum. Commissioner George inquired to the third bullet point in exhibit 3 that states, “provide community perspective on issues and interests related to arts and culture in Carlsbad, as related to programming by Cultural Arts”. Director Smithson explained commissioners are tasked with coming to scheduled meetings on a regular basis, and to be fair representatives of the community. Commissioner Ferone inquired to doing more formal surveys. Director Smithson explained surveys can be requested and should be listed on the work plan. City council would need to approve any surveys requested by the commission. Sept. 7, 2023 Arts Commission Regular Meeting Page 3 3. TGIF CONCERTS IN THE PARKS 2023 SEASON HIGHLIGHTS – Receive a report on the TGIF Concerts in the Parks 2023 season highlights. (Staff contact: Tom Johnston, Cultural Arts) Recommendation: Receive the report. Programs and Venues Coordinator Tom Johnston provided a PowerPoint presentation (on file in the Office of the City Clerk). The commission received the report. Commissioner Ferone inquired if some bands would return next year. Tom Johnston explained bands that have been well received at a minimum are one cycle away and could possibly return the following year. Some performances return to the Ruby G. Schulman auditorium in a smaller venue. Commissioner George inquired to how many attendees were Carlsbad residents, and if there is a form for residents to suggest musical genres for future concerts. Tom Johnston explained informally residents may email suggestions to arts@carlsbadca.gov. A Survey from the city’s Communications Department with inquiry of zip codes was conducted during the concert series. COMMISSIONERS COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: This portion of the agenda is for the Arts Commissioners to make brief announcements, brief reports of their activities and requests for future agenda items. Commissioner Chung reported having attended numerous art related events over the summer. Commissioner Chung also attended the 15-year anniversary of the Library Learning Center, complimenting the mural featured on the building. Commissioner Ferone inquired to having Barrio Glass Works speak at an Arts Commission meeting. Director Smithson stated she would investigate this. Commissioner Barker thanked Cultural Arts Manager Richard Schultz for facilitating the invitation for Commissioner Barker and her visitors from Japan to attend a demonstration of glass blowing at the Barrio Glass Works studio. Commissioner Carrillo reported attending the reception for “Breaking Glass Boundaries” at the William D. Cannon Art Gallery, as well as Pop Up art events, and a dry etching workshop. Commissioner George inquired to the status of hiring a new gallery arts curator, as well as how the commission can encourage for more decorative murals such as the Library Learning Center. Director Smithson explained temporary art projects have a five-year timeline. The Arts and Culture Master Plan is the guiding document of budgets and projects that will come forward. Sept. 7, 2023 Arts Commission Regular Meeting Page 4 CULTURAL ARTS MANAGER COMMENTS: Library & Cultural Arts Director Suzanne Smithson provided the following updates: • Cannon Art Gallery curator position has completed the second round of interviews with finalists to meet with Suzanne Smithson on Sept. 18 • Community arts grants have two remaining agreements to be executed; Grant recipients are able to receive their funds and begin work on the projects for which they are receiving funds • Work plan for FY 2023-24 assignment to attend and participate with the grant productions and events • Capital improvement project to upgrade audio, video, and lighting in the Schulman Auditorium and Cannon Art Gallery to go before city council this month for approval to go out to bid • Three calls to artists for upcoming public art projects have been released recently • Nationwide call for artist qualifications for Veterans Memorial Park closes Tuesday, Oct. 24 • Cinema Club has resumed on Wednesdays in the Schulman Auditorium • Ind ependent and international films have resumed on Fridays in the Schulman Auditorium • Pop Up art will be at the Artwalk on Sept. 9 and 10 • "Dual Visions" is the next installment in the Cannon Art Gallery featured Sept. 30 through Dec. 15 • Library & Cultural Arts and Parks & Recreation will host session three of Citizens Academy on Sept. 28 • Next call for Citizens Academy applicants will be in the spring of 2024 for attendees in fall of 2024 • Finalized Arts Commission and Library Board of Trustees work plans will be submitted to city council after both have individually approved their plans ANNOUNCEMENTS: None.
