I. RECOMMENDATION That the Planning Commission ADOPT Planning Commission Resolution No. 3572, recommending APPROV M. of the adjustment to the zone boundary between Zones 4 and 20 based on the findings contained therein. II. PROJECT DESCRIPTION AND BACKGROUND Local Facilities Management Plan (LFMP) Zones 4 and 20 are generally located east of Interstate-5 and south of Palomar Airport Road in the southwest quadrant of the City of Carlsbad. The Zones 4 and 20 LFMPs were originally adopted on June 16, 1987 and September 6, 1988, respectively. When the zone plans were originally approved, the map which depicted the zone boundary was incorrectly drawn. Parcel 214-300-08 (as shown_ on attached Exhibit "A") is the recreational vehicle storage facility for the Alta Mira development located in Zone 4. The intent was to include the recreational vehicle storage in the same LFMP Zone as the Alta Mira development. However, the LFMP zone maps were incorrectly drawn showing the Alta Mira recreational vehicle storage parcel (214-300- 08) in Zone 20. At this time, staff is requesting that the zone boundary be officially amended to accurately reflect the location of the recreational vehicle storage parcel to be in zone 4. The boundary adjustment would correct the problem of having a single development located within two separate LFMP zones. LFMP 87-04(A)/LFMP 87-20(8) CI'IY OF CAr'..!..SBAD FEBRUARY 2, 1994 PAGE2 m. ANALYSIS Planning Issues 1. Does the proposed amendment to the Zones 4 and 20 Local Facilities Management Plans satisfy all requirements of the Growth Management Ordinance (Chapter 21. 90 of the Carlsbad Municipal Code)? DISCUSSION The proposed amendments to the Zones 4 and 20 Local Facilities Management Plans have been prepared in accordance with Chapter 21.90 of the Carlsbad Municipal Code. The proposed boundary adjustment is merely to correct a mapping error made when the plans were originally adopted. This boundary adjustment will not affect the implementation of either LFMP 4 or LFMP 20. This change is consistent with the City's Growth Management Ordinance (Chapter 21.90 of the Carlsbad Municipal Code). IV. ENVIRONMENTAL REVIEW The amendment to the zone boundary between Zones 4 and 20 is covered by previously approved Negative Declarations issued by the Planning Director on April 29, 1987 and May 27, 1988, respectively.
