Subject: Response to City of Carlsbad City Engineer Comments Moss Residence I . 5015 Tierra del Oro Carlsbad, California I Dear Mr. Moss: In accordance with your request and as required by Mr. Jason Geldert, City I Engineer with the City of Carlsbad, Geotechnical Exploration, Inc. herein responds to review comments with respect to the planned residential project at the subject property. It is our understanding the following references have been I reviewed: 1. "Report of Preliminary Geotechnical Investigation and Geologic Reconaissance,"dated April 21, 2007. 2. "Revised Basement Temporary Cuts," letter dated March 22, 2018. 1 Comment No. 1: Please provide the raw test data for the Direct Shear Test, Figure IVc from reference 1. I GEl Response: Attached here as Appendix A, is the raw laboratory test data of the Direct Shear Test, Figure No. IVc, from Reference #1. 1 Comment No. 2: Please justify the considerably high cohesion value for the above mentioned Direct Shear Test. Based on our conversation, it is understood that this I test was performed on a remolded sample. The cohesion value reported is typically consisted with a clay soil. After reviewing the original lab data in our file, I verified that the sample tested was an undisturbed ring sample taken from Boring 3. Comment No. 3: Please justify the increased value of cohesion for fill soils (100 psf to 150 psf) and marine terrace (50 psf and 550 psf) from Reference 1 to Reference 2. GEl Response: Based on the information gathered during our geologic reconnaissance, we found the soils in the vicinity of the western slope face to be poorly cemented due to their close proximity to the ocean. For our slope stability analysis performed in 2007, we reduced the soil strength values to what we assumed were more appropriate values for the sloping area of the property (see Appendix B). The moderately cemented soils are located in the Terrace Deposits strata where the proposed temporary cuts are to be located. It is our professional opinion and experience with similar soils that the blow counts recorded in our exploratory logs are valid and indicate good strength in the Terrace Deposits. Comment No. 4: Please provide the basis of the slope stability analyses cross- section from Reference 2 with respect to the geologic contact between recompacted fill and terrace deposits. The cross-section indicates the contact at a depth of 2 feet while borings B-i and B-2 (Reference 1), which are close proximity to the basement, indicate that the recompacted fill and terrace deposits contact is at a depths of 6 and 7-feet respectively. GEl Response: In our geologic Cross Section A-A', dated June 2007, Figure No. III, the section shows that the fill depth is deeper on the slope face (attached here as Appendix B). The fill depth starts to decrease as the slope ascends to the east with the terrace deposits taking over the entire thickness. Our referenced cross sections where the recent March 2017 slope stability calculations were performed (A2-A2' and B-B') are attached as Appendix C. It should be noted that the elevations were made to correspond to the provided plan and our exploratory logs, referenced from the top surface grade. Comment No. 5: Please justify the assumption that the marine terrace deposits within the area of the temporary cut is cemented formational soils. Borings B-i and B-2 (Reference 1), which are close proximity to the basement, indicate that the terrace deposits are poorly cemented. GEl Response: We include with this response the plot plans and exploratory logs for the lots located north and south of the subject property (see Appendix D). The soils in the proposed basement area of the adjacent lots are shown to be I Moss Residential Project Job No. 07-9342 Carlsbad, California Page 3 I I moderately cemented. Based on this information, it is our opinion that the soils in the basement area of the subject property are the same in nature. The property to the south includes an existing basement and the property to the north is currently I an undeveloped lot. We have performed exploratory work on both properties. Comment No. 6: Please provide the location in plan view of the slope stability I cross-section from Reference 2. GEl Response: The location of the slope stability cross section from Reference #2 I is included in Appendix C (attached). It has been circled and highlighted (in green) in the civil grading plan provided by Coffey Engineering. You will also find the cross section provided by the civil engineer for the recent analysis on March 22, 2018. In I this cross section the presence of the basement on the south property is not shown. Included in Appendix E (attached) is updated slope stability calculations that consider the southern property basement, and therefore the only surcharge to be I considered in the Moss property slope analysis is an existing masonry fence wall. Comment No. 7: Please provide Appendix E, slope stability calculations from I Reference 1. The calculations were not included in the report submitted. GEl Response: You will find the requested slope stability calculations attached I here as Appendix B. Comment No. 8: Please provide a statement indicating that the recommended temporary back-cut is feasible from a geotechnical standpoint, and will not I adversely impact adjacent properties and is safe for workers during construction of the basement wall. 1 GEl Response: It is our professional opinion that the temporary back cut is feasible from a geotechnical engineering standpoint, and will not adversely impact adjacent properties and is safe for workers during construction of the basement I wall. We recommend that the contractor's representative observe the temporary cuts daily for any evidence of soil distress and keep daily logs. If there are any signs of soil distress during construction, such as ground cracks or soil movement, work should be stopped in that area and our office should be immediately notified for written recommendations. No surcharge should be applied I within 10 feet from the top of the temporary cut. JOB NO. 07-9342B02.slim I I SLOPE STABILITY CALCULATIONS WITH SLIDE 6 COMPUTER PROGRAM Moss Residential Project GEl Job No. 07-9342 I We have performed gross slope stability calculations using the SLIDE 6 program by Roc Science. The program is a limit equilibrium slope stability program that allows the use of several slope stability methods to calculate the factors of safety against shear failure. On this project, we used the Bishop Simplified method as basis for calculations when using circular slide surfaces for analysis through the site geological cross sections. The program calculates the factor of safety against failure of potential slide surfaces for a selected range. We chose the range of slide surfaces where failures are most likely to occur. The printout displays the factor of safety for the analyzed surface range. The printout shows a block with contours of different colors and shades that correspond to the different factors of safety calculated, and that can be obtained for the analyzed range of slide surfaces (see attached printouts) for Section A2-A2 and B-B' in our response letter. The green circular surface value displayed, is the lowest possible factor of safety located within the specified search range. Soil strength values, geometry, and water conditions (no water encountered) used in the program were based on geological information at the site obtained by our project geologist. Based on our Laboratory Direct Shear Test results and our experience with similar soils, the on-site soil strength values for the site and slopes in the vicinity were assumed for the gross slope stability analysis.
