(CTE) has reviewed the referenced shoring plans for conformance with our recommendations in the referenced geotechnical documents. Based on our review, the plans appear to be in substantial conformance with our recommendations and no exceptions were noted. Please note that the active and at-rest soil pressures for permanent walls recommended in CTE's referenced report (CTE, 2016) are considered still applicable and appropriate to the project conditions, as well as the 30 percent reduction in values for temporary walls and traffic surcharge described in Section 5.7.2 on that report. Additionally, an equivalent fluid pressure of 60 pcf may be used for wall backfill (permanent or temporary) for minor backfill slopes constructed at a 1.5:1 (H:V)ratio. This letter is subject to the same limitations as previous CTE geotechnical documents issued for the subject project. CTE's conclusions and recommendations are based on an analysis of the observed conditions. (CTE) provides responses herein to the subject comments received from the City of Carlsbad. The comments were provided as handwritten "redlines" on paper documents and request geotechnical recommendations for the proposed Emergency Vehicle Access (EVA) road on the east side of the site. The proposed EVA road is to consist of a central section of decomposed granite (DG) overlaying aggregate base, and bounded on either side by Grasspave2 Flexible Plastice Porous Pavement (Grasspave2). Per the manufacturer's specification sheet (provided herewith), Grasspave2 measures one inch in thickness. Based on anticipated traffic loading and subgrade conditions, CTE provides recommendations for the EVA road below, which are considered adequate for infrequent emergency vehicle access (up to a 75,000 pound fire truck): - Areas utilizing Grasspave2 should be underlain by a minimum of ten inches of Caltrans "Class 2 permeable aggregate base, resulting in an 11 inch section. - / In areas utilizing DG, the DG should be a maximum of six inches in thickness and underlain by enough Caltrans Class 2 permeable aggregate base to create a section a minimum of 11 inches in thickness (e.g., six inches of DG should be underlain by a minimum of five inches of base, four inches of DG should be underlain by a minimum of seven inches of base, etc.). - The upper 12 inches of subgrade soil should be compacted to a minimum relative density of 95 percent. 1441 Montiel Road, Suite 115 1 Escondido, CA 92026 I Ph(760)746-4955 I Fax(760)746-9806,1 www.cte-inc.net . . The liner and subgrade soil should be sloped a minimum of one percent away from the proposed structure. - /A suitable subdrain (see Detail 13 on Plan Sheet 3) should be installed at the downslope end of the proposed pavement section (i.e., end furthest from the building). In areas where a retaining wall abuts the pavement section (e.g., Detail E3) a second subdrain should be installed behind the retaining per Detail 13. Subdrains should outlet to an appropriate location as determined by the structural engineer. - The proposed retaining wall shown in Detail 13 on Plan Sheet 3, as well as on Plan Sheet 8, appears to be less than six feet tall. Therefore, seismic analysis is not considered necessary, per the CBC. This letter is subject to the same limitations as previous CTE geotechnical documents issued for the subject project.
