This memorandum provides information related to the recent vote to add the City of Escondido
to the North County Dispatch JPA (NCDJPA) as a member agency.
Background
The Escondido City Council voted unanimously to join the NCDJPA as a member agency for
emergency Fire Department dispatch and response needs.
Discussion
After a year-long collaborative effort between the NCDJPA and Escondido Fire Department, a
decision was made on October 11, 2023, by unanimous vote of the Escondido City Council, to
add the City of Escondido Fire Department as a member agency to the NCDJPA. This issue had
been formally addressed previously and an ongoing topic of discussion dating back to 2006. A
discussion with the NCDJPA Board of Directors in 2019 laid the groundwork for the financial
agreement that was part of the proposal submitted to the City of Escondido recently.
The decision to join the NCDJPA will not only improve emergency response service to the City of
Escondido and surrounding communities, but also benefits the entire north county service
area. The addition of the City of Escondido provides cost efficiency to the City of Carlsbad and
other members and allows the NDCJPA to improve service delivery with savings or minimal
change to individual member agency assessments.
Next Steps
A City of Escondido Council member will join the NCDJPA Board of Directors at the November
meeting, at which time additional information will be provided.
