Absent: Cortes-Torres. PLEDGE OF ALLEGIANCE: Chair Nguyen-Cleary led the Pledge of Allegiance. APPROVAL OF MINUTES: Minutes of the Regular Meeting held on May 11, 2023 Motion by Commissioner Cole, seconded by Commissioner Manzano, to approve the minutes as presented. Motion carried, 4/1 (Cortes-Torres – Absent). PUBLIC COMMENT: None. DEPARTMENTAL REPORTS: 1. REVIEW OF DRAFT CARLSBAD MUNICIPAL CODE CHAPTER 2.40 – HOUSING COMMISSION: Review proposed changes to Carlsbad Municipal Code Chapter 2.40 – Housing Commission. (Staff contact: Sheila Cobian) Recommended Action: Review the draft and provide comments as appropriate. Director of Legislative and Constituent Services Sheila Cobian reviewed the changes to the Carlsbad Municipal Code Chapter 2.40 – Housing Commission. Commissioner reviewed the draft and provided comments. 2. FAIR HOUSING PRESENTATION: Fair housing presentation provided by the Legal Aid Society of San Diego. (Staff contact: Nicole Piano-Jones) Recommended Action: Receive the presentation. Amalea Romero of the Legal Aid Society of San Diego provided a PowerPoint presentation on fair housing laws. Commissioners received the presentation. Regular Meeting June 8, 2023, 6 p.m. June 8, 2023 Housing Commission Meeting Page 2 COMMISSION COMMENTS AND REQUESTS FOR CONSIDERATION OF MATTERS: Commissioner Ydigoras brought up the need for a van for the La Posada de Guadalupe shelter. He also expressed Housing Commission meeting safety concerns and requested to revisit a change in meeting time to daylight hours or for police presence at night. Chair Nguyen-Clearly asked Housing Services Manager Christian Gutierrez to speak regarding the Point in Time Count results. Christian Gutierrez replied that there was a reduction in homeless numbers in Carlsbad and stated that the Region Task Force on Homelessness and the city’s website provide further details. STAFF COMMENTS: Housing Services Manager Christian Gutierrez reminded commissioners that terms and vacancies for the Housing Commission were open for application. He also stated that future affordable rentals at Aviara Apartments, Marja Acres and Pacific Wind have interest lists open now.
