Background The city is currently working on a project to improve traffic safety for all road users in the city's historic Barrio area. With designs for the traffic improvements nearing completion, it is time to begin the public art planning process. To support arts and culture in Carlsbad, the Carlsbad Municipal Code 2.18.110 requires that a minimum of 1% of the cost of certain construction projects be dedicated to public art. For the Barrio Traffic Circles Project, City Council has designated $110,000 from the General Fund for a permanent public art piece that will be located in a new traffic circle at the intersection of Harding Street and Pine Avenue. The city's Art in Public Places Program outlines the public art development process, which includes the formation of a public art advisory subcommittee to review proposals from artists and ultimately vote to select the chosen artist. In addition to forming this subcommittee, city staff are planning other outreach and engagement activities to provide additional opportunities for community members to share feedback about how this new artwork can best reflect the Barrio's neighborhood identity and cultural and historic heritage. Outreach will be conducted in English and Spanish using established city communication channels including NextDoor, social media, mail, email and in person meetings. Staff will also work with Jefferson Elementary School to help raise awareness of opportunities to participate among local parents.
