This memorandum provides an overview of the community engagement process planned for a
public art piece that will go in the middle of a new traffic circle planned for the Barrio.
Background
The city is currently working on a project to improve traffic safety for all road users in the city's
historic Barrio area. With designs for the traffic improvements nearing completion, it is time to
begin the public art planning process.
To support arts and culture in Carlsbad, the Carlsbad Municipal Code 2.18.110 requires that a
minimum of 1% of the cost of certain construction projects be dedicated to public art. For the
Barrio Traffic Circles Project, City Council has designated $110,000 from the General Fund for a
permanent public art piece that will be located in a new traffic circle at the intersection of
Harding Street and Pine Avenue.
The city's Art in Public Places Program outlines the public art development process, which
includes the formation of a public art advisory subcommittee to review proposals from artists
and ultimately vote to select the chosen artist.
In addition to forming this subcommittee, city staff are planning other outreach and engagement
activities to provide additional opportunities for community members to share feedback about
how this new artwork can best reflect the Barrio's neighborhood identity and cultural and
historic heritage.
Outreach will be conducted in English and Spanish using established city communication
channels including NextDoor, social media, mail, email and in person meetings. Staff will also
work with Jefferson Elementary School to help raise awareness of opportunities to participate
among local parents.

Vision for artwork
• Solicit interest to serve on the public art advisory
subcommittee
• Hold community workshop to gather input that will be
used for the call for artists (a request for qualifications
from interested artists)
Selection of artist
• Invite public to attend the first public art advisory
subcommittee meeting
• Hold first public art advisory subcommittee meeting to
review artist submissions and identify finalists
• Invite public to attend second public art advisory
subcommittee meeting
• Hold second public art advisory subcommittee meeting to
int erview finalists and make the artist selection
Artist collaboration
• Selected artist provides opportunit ies for the public t o
provide input that will help shape the overall concept of
the proposed public art piece
Design review and approval
• Artist completes proposed design
• Invite public to attend Arts Commission meeting
• Design concept presented to the Arts Commission for
review and a recommendation to the Cit y Council
• Public notified when the City Council meeting is scheduled
to review the final artwork design
• Final artwork presented to t he City Council for approval
City staff from the Library & Cult ural Arts and Transportation departments are coordinating the
t iming of the public art process and the final design and const ruction of the traffic circle to
ensure t hey are in alignment at key milestones.
If individual City Council members would be interested in a briefing with Communication and
Engagement staff to receive additional details about the public art process for this project, staff
would be happy to arrange that.
