Dl\'IS!C. ... ... -- .. .. - .. • ... -- .. • .. • - -• Historic Resource Evaluation: 3997 Park Drive, Carlsbad CA Executive Summary The purpose of this historic resource evaluation report is to evaluate the property located at 3997 Park Drive, in the City of Carlsbad, California for inclusion in the Local Register of Historic Resources in the City of Carlsbad. Research and analysis indicated that the property does not meet the criteria for eligibility as a historic landmark in the City of Carlsbad. On April 11, 2022 Kelsey Kaline, MHC & MPL, Architectural Historian for IS Architecture, conducted a site visit at 3997 Park Drive, and subsequently performed research, in order to evaluate the property for historic significance. Permits were located via the City of Carlsbad online permit viewing system in May of 2022. A chain of title from year of construction, along with original subdivision maps, parcel maps, and deeds was obtained also in May of 2022. Archival newspaper searches, along with research about the neighborhood and development of Carlsbad was undertaken. The property under review is identified as: 1. 3997 Park Drive, APN 207-120-40-00 The subject parcels each contain a one-story single-family dwelling located in an area comprised of single-family and multi-family construction. The property was assessed for historic significance and eligibility for listing in the City of Carlsbad Local Register of Historic Resources using the criteria in the Carlsbad Municipal Code. Research and analysis indicated that the property does not meet the criteria for eligibility as a Historic Landmark in the City of Carlsbad. 1 IS Architecture I 5645 La Jolla Boulevard, La Jolla, CA 92037 Historic Resource Evaluation: 3997 Park Drive, Carlsbad CA Building Development and Ownership The subject property is located within City of Carlsbad, and is zoned R-1 in the coastal zone. The property is located on a corner lot, north of Tamarack Avenue, and on the west side of Park Drive. Figure 1: Aerial Photograph -3997 Park Drive. Source: Google Maps Legal Description: The southwesterly 109 feet of the southeasterly 200 feet of Lot 7 in Block "G" of Bella Vista, in the City of Carlsbad, County of San Diego, State of California, according to Map thereof No. 2152m filed in the Office of the County Recorder of San Diego County March 7, 1929. Owner History Historically, the parcel of land on which the resource sits was originally owned by the William G. Kerckhoff Company. The Kerckhoff Company sold the land to Archie W. Pahl and Ruth H. Pahl on September 18, 1944, according to Official Records Book 1745, Page 197. According to newspaper articles, Archie Pahl was responsible for building a few houses in Carlsbad in the 1940's, and a notice of completion was filed for 3997 Park Drive on May 8, 1947, according to Official Records Book 2405, Page 68 (No. 48434). 2 IS Architecture I 5645 La Jolla Boulevard, La Jolla, CA 92037 --- -.. ------.. --- ... - .... ... • • • • • .. • • • • • Historic Resource Evaluation: 3997 Park Drive, Carlsbad CA The Pahl family sold the house to Donald F. and Florence M. Prest in 1947, a month after construction, indicating that they likely did not live in the house. The Prest family lived in the resource until May of 1956, when it was sold to Robert E. and Pauline S. Winter. Frances A . Armstrong owned the house from 1959 to 1970, and the George and Mamie A. Goddard family lived in the house until 1997, the house's longest owners. The Watson family, consisting of David and Alice owned the house until 2011. Lucinda and Matthew Shoup owned the resource from 2011 to 2018 when it was sold to the current owners, Arthur and Hemina Urbino. Research of Federal Census listings, the Great Register of Voters, City Directories, as well as newspaper indices did not reveal any historic significance related to any known owner or occupant of any of the property. Please refer to Appendix D and E for a breakdown of Owner and Occupant Timelines, which occurs in a table form. Construction History: The dwelling under review was constructed in 1947 in the Bellavista subdivision of the City of Carlsbad. Under the original covenants of the deed, the property would have been expected to cost over $3,000 (within Block G) and be restricted to agricultural or private residential use with racial covenants in place. The Bellavista Subdivision was subdivided in 1929 by the Wm. G Kerckhoff company, although aerial photography confirms that the general area remained undeveloped into the 1940s. Dated Changes 1965-a building permit was filed for a perimeter fence . 1992-A plumbing permit is on file for "replacing gas service" . 1997-A plumbing permit is on file for a sewer line connection to City line . 2005-A mechanical permit is on file for a new furnace . Other Changes Based on historic aerial images, the north addition was in place by the 1980s. The west addition was added by 2010. The east addition was done sometime before 2021. Numerous wood windows were replaced and/or added between 2018 and 2021. 3 IS Architecture I 5645 La Jolla Boulevard, La Jolla, CA 92037 Historic Resource Evaluation: 3997 Park Drive, Carlsbad CA Architectural Description The dwelling appears to have been constructed in a vernacular minimal traditional style with prominent brick fireplace and stucco exterior. The minimal traditional style was common at this time (see historic context later in this report). The dwelling has numerous alterations and additions. A rectangular addition was added to the east of the original dwelling, with a larger rectangular addition being added to the north and west of the dwelling. Figure 2: Additions to the original dwelling. The dwelling is located on a corner parcel on the northwest corner of Tamarack Avenue and Park Drive. Park Drive follows the outline of Agua Hedionda before cutting north in an overall "C" shape. Tamarack Avenue is a major thoroughfare running from the coast east through the City. The identifying features of the minimal traditional style include low-or intermediate pitched roof, more often gabled, small in size, generally one-story, little to no roof overhang, typically double hung windows often multi-pane or 1/1, minimal amount of added architectural detail. 3997 Park Drive (Figure 3-4) The resource property is 1,056 square feet on a 21,800 square foot corner parcel lot. The resource exhibits features consistent with the minimal traditional style including being one-story, 4 IS Architecture I 5645 La Jolla Boulevard, La Jolla, CA 92037 Historic Resource Evaluation: 3997 Park Drive, Carlsbad CA stucco exterior resource with low-pitched roof, double-hung windows and minimal architectural detailing. A wooden perimeter fence surrounds the property. The property is accessed via a gated driveway on the east side of the property on Park Drive. A front walk that runs north-south can be accessed via Tamarack Avenue. The house is oriented to the southeast on the northwest side of the parcel. Figure 3. Primary Facade South Elevation (Figure 5) The south elevation is the eave-gable of the low-pitched roof and the primary facade of the dwelling which faces Tamarack Avenue on a diagonal. The front door is accessed by concrete steps which leads to a small, covered stoop on the asymmetrical fa~ade. The stoop is covered by a low-pitched shed roof with shingles which is supported by two wood posts. The stoop is enclosed by a wood porch rail and has a concrete floor. The front door is a wood, diamond pattern 12-lite door. The west end of the primary fa~ade has a secondary entrance in the form of a hollow-core door with two widely spaced wood steps leading to a small wood deck. A large, prominent brick chimney with extra wide stepped shoulder is located centrally on the facade. East of the chimney, immediately west of the front door is a large vinyl sliding window. A vinyl sliding window is located east of the front door. Secondary Elevations West Elevation (Figure 6) The west elevation is the side-gable of the low-pitched roof. It is covered in a lightly textured stucco. A small shed roof projection with asphalt shingles is located on the north end of this elevation. Three window openings are temporarily boarded up. Previously these were double- hung windows. A rectangular metal gable end vent is located in the center of the fa~ade near the roofline. This elevation is a simple rectangle with flat roof. The south elevation of this west addition features a westerly entrance with five wood plank stairs with handrails and small porch. A standard wood door with decorative detailing and screen door are present. A temporary awning is affixed to the resource. The door is surrounded by horizontal lap siding, indicating where a previous porch was infilled. The rest of the addition is painted, smooth stucco. West Elevation-West Addition (Figure 8) The west elevation of the west addition is partially projecting on wooden braces. This is where a previous porch was infill ed. The majority of the addition is located on grade. North Elevation (North and West Additions)-Figure 9 The original north elevation of the dwelling has been covered by two additions. The north elevation of the north addition features wood siding and a flat roof. The west addition feature stucco siding and a flat roof. Two aluminum sliding windows are located on the north addition, with a third vinyl sliding window located on the west addition. This addition is a rectangular in shape, oriented primarily north-south. This addition is stepped back from the east end of the primary (south) elevation and forms a patio space between the east addition and north addition. A standard wooden door with vinyl sliding window is located on the east end of the north addition, along with wood siding. The east addition features a gable roof with asphalt shingles, along with horizontal wood siding. Where the east addition meets the primary (south) addition is a slight jog, with a sliding vinyl window. The south elevation of the east addition has a vinyl sliding window with a wooden door and metal security screen. South elevation of east addition. 13 IS Architecture I 5645 La Jolla Boulevard, La Jolla, CA 92037 Historic Resource Evaluation: 3997 Park Drive, Carlsbad CA - Figure 12: East addition Historic Significance Evaluation Analysis of the property under Carlsbad's historic resource criteria was performed in order to assess eligibility for designation as historic resources. 22.06.020 Criteria for historic resources inventory: A historic resource may be considered and approved by council for inclusion in the historic resources inventory based on one or more of the following: A. It exemplifies or reflects special elements of the city's cultural, social, economic, political, aesthetic, engineering or architectural history; or B. It is identified with persons or events significant in local, state or national history; or C. It embodies distinctive characteristics of a style, type, period or method of construction, is a valuable example of the use of indigenous materials or craftsmanship or is representative of a notable work of an acclaimed builder, designer or architect; or D. Historic Resource Evaluation: 3997 Park Drive, Carlsbad CA E. It is a geographically definable area with a concentration of buildings, structures, improvements, or objects linked historically through location, design, setting, materials, workmanship, feeling and/or association, in which the collective value of the improvements may be greater than the value of each individual improvement. (Ord. NS- 433 § 3, 1997; Ord. NS-141 § 5, 1991; Ord. 9776 § 1, 1985) Criteria A: Not Found to be Significant No evidence was discovered that indicates that the development of the property, nor any owner or occupant of the property significantly contributed to the culture, history, prehistory, or development of the City of Carlsbad, region, state, or nation . Criteria B: Not Found to be Significant A search of newspaper articles along with city directories did not yield any information that indicates that any owner or occupant of 3997 Park Drive was significant in local, state or national history . Criteria C: Not Found to be Significant 3997 Park Drive is an example of the Minimal Traditional architectural style. Alterations made to the property over time results in a lack of integrity such that it does not embody original distinguishing characteristics sufficient to qualify for historic designation. The architect or builder was not ascertained and is not believed to be significant . According to Virginia McAlester's "A Field Guide to American Houses", Minimal Traditional Homes should be also be analyzed based on the following: (1) Minimal traditional houses are identified by Virginia McAlester in "A Field Guide to American Houses" as being prominent from 1935 to 1950. The identifying features of the style include low-or intermediate pitched roof, more often gabled, small in size, generally one-story, little to no roof overhang, typically double hung windows often multi-pane or 1/1, minimal amount of added architectural detail. a. The resource property has had numerous additions, obscuring the identifying features, and changing the massing . (2) The FHA 1940's version of Principles for Planning Small Houses says "Simplicity in exterior design gives the small house the appearance of maximum size". The exterior design of minimal traditional homes is described as "simple" four times in the pamphlet. The FHA recommends a simple composition, simple roof lines, and simple variations and materials to avoid a "restless" appearance. It also suggests the overall appearance can be improved by avoiding unnecessary gables, breaks in the roof form, and overelaborate cornices. Porches, bay windows, and platform steps were the only additions the FHA suggested. However, in practice, minimal traditional homes commonly had a paneled front door, perhaps accompanied by shutters or a chimney. Occasionally, minimal traditional homes have other bits of stylistic detailing added, such as a scalloped detail across the base of a gable. a. Due to the ad-hoc additions, the resource property no longer retains it's association with the "simple" intent. The resource property is not significant for its minimal traditional architecture. For further discussion, see integrity analysis. Criteria D: Not Found to be Significant The resource dwelling is not an archaeological, paleontological, botanical, geological, topographical, ecological or geographical site which has the potential of yielding information of scientific value. Criteria E: Not Found to be Significant The resource is not located in a geographically definable area with a concentration of buildings, structures, improvements, or objects linked historically through location, design, setting, materials, workmanship, feeling and/or association, in which the collective value of the improvements may be greater than the value of each individual improvement. Integrity Evaluation Integrity is the ability of a resource to convey its historic significance. In order to determine that a resource is eligible for designation, the integrity of the resource should be evaluated in addition to the adopted designation criteria. Evaluation of integrity must always be grounded in an understanding of a resource's physical features and how they relate to historic significance. To retain historic integrity, a resource will possess several, and usually most, of the following seven aspects of integrity: Location -Location is the place where the historic property was constructed or the place where the historic event occurred. This resource has not been moved from its original location and retains integrity of location. Design -Design is the combination of elements that create the form, plan, space, structure, and style of a property . C ... • .. .. -.. Historic Resource Evaluation: 3997 Park Drive, Carlsbad CA degraded, threatening any significance under architecture, design, or association with the Minimal Traditional style. The original massing of the building, a character-defining feature of the minimal-traditional style has been covered and dwarfed by the three additions. Further, the minimal design elements, such as board-and-batten shutters, wood double-hung windows, and short eaves have been removed. The only design element that remains is the front door and chimney . The following elements have been changed: -A north addition was added -A west addition was added -A porch infill on west addition was done. -Double hung windows were changed to sliders -New window openings were created -New entry openings were created Setting -Setting is the physical environment of a historic property. Whereas location refers to the specific place where a property was built or an event occurred, setting refers to the character of the place in which the property played its historical role. The resource was constructed in a residential area of Carlsbad, which saw a low concentration of similar single-family structures during the early 20th century and increasing density and development as the City grew. When the resource was first constructed there were few houses surrounding it, and aerial images confirm that a grove was planted in the rear yard. Tamarack Avenue was not yet constructed . The encroachment of residences, along with the major thoroughfare (Tamarack Avenue) to the south degrade setting of the residence. Materials -Materials are the physical elements that were combined or deposited during a particular period of time and in a particular pattern or configuration to form a historic property . Limited original materials remain with the resource. The house has been adversely impacted by loss of original materials. The following materials have been replaced: Original roofing material has been replaced -Stucco has been replaced with incompatible wood siding on north elevation and additions. -Additions have removed original west, north, and east elevations. -All wood windows have been replaced with vinyl. Loss of original workmanship is evident in the house. Changes to windows, construction of additions, and removal of other details contribute to a lack of integrity of workmanship. Feeling -Feeling is a property's expression of the aesthetic or historic sense of a particular period of time. It results from the presence of physical features that, taken together, convey the property's historic character. The property does not retain integrity of feeling. The numerous additions and alterations, especially with the windows, limit the ability of the resource to express its minimal traditional aesthetic and historic sense. Association -Association is the direct link between an important historic event or person and a historic property. A property retains association if it is the place where the event or activity occurred and is sufficiently intact to convey that relationship to an observer. The house is not historically significant for association with a significant person or event; therefore, integrity of association is not applicable in this instance. Overall. 3997 Park Drive retains integrity of Location and Association. It lacks integrity of Setting. Design. Materials. Feeling. and Workmanship . Conclusion 3997 Park Drive is a significantly modified example of a Minimal Traditional single family dwelling dating to 1947. The house is severely diminished with regard to architectural integrity, and no evidence was found that suggests any association with an event or individual that is historically significant. The property was evaluated against the City of Carlsbad code and was not found to eligible under any historic criteria.
