This letter report was prepared for submission to the City of Carlsbad as documentation of the completion of the cultural resources monitoring program conditioned as part of the development approval process by the City. Introduction and Site Location: The Aviara East Project (DEV2017‐0033) is situated on the east site of Aviara Parkway, at 1380 Laurel Tree Lane, in the city of Carlsbad, San Diego County, California (Figure 1). The subject property is within an unsectioned portion of the U.S. Geological Survey Encinitas, California (7.5-minute) topographic quadrangle map (Township 12 South, Range 4 West [Projected]) (Figure 2). The project consists of the development of an approximately 1.7-acre apartment complex and associated infrastructure within Assessor Parcel Number 212- 040-76 (Figure 3). The cultural resources monitoring program for the Aviara East Project involved the observation of grading of the property in compliance with City of Carlsbad environmental regulations and the project’s permit conditions. This project was approved by the City of Carlsbad with a Mitigation Monitoring and Reporting Program (MMRP) requiring archaeological and Native American monitoring during grading. BFSA Environmental Services, a Perennial Company — Page 2 Archaeological Monitoring Program: In accordance with the MMRP for the project, the applicant retained BFSA to conduct archaeological monitoring associated with this development. The Aviara East project is associated with the simultaneous construction of a similar apartment complex located on the west side of Aviara Parkway; however, BFSA was only tasked with monitoring for the eastern portion of the development. All monitoring was directed by Tracy A. Stropes, M.A., RPA, who served as the principal investigator for this project. The MMRP for the Aviara East Project was implemented under City of Carlsbad guidelines. During the monitoring program, careful attention was paid to the excavation process and the excavated soils. On December 28, 2022, Senior Field Archaeologist Clarence Hoff attended a preconstruction meeting for the project. Construction monitoring for the Aviara East Project was conducted as required between January 9, 2023 and April 6, 2023 by BFSA staff. The BFSA monitoring team included Principal Investigator Tracy Stropes, who supervised archaeological monitors Adrian Moreno, Reina Inlow, and Vanessa Michaelsen. Native American representatives from San Luis Rey Band of Mission Indians through Saving Sacred Sites conducted Native American monitoring for this project. This letter report has been provided to document the completion of the cultural resources monitoring program for the Aviara East Project. The monitoring program did not result in the discovery of any prehistoric or historic resources within the project, therefore, no curation of cultural materials will be required. With the submittal of this letter report, no additional archaeological study is necessary, and the archaeological and Native American monitoring required for this phase of the project by the City has been completed.
