Absent: Bartels, Sander. PLEDGE OF ALLEGIANCE: Commissioner Sebahar led the Pledge of Allegiance. APPROVAL OF MINUTES: Minutes of the Regular Meeting held on May 15, 2023 Motion by Vice Chair Allemann, second by Chair Winston to approve the minutes as presented. Motion carried, 4/1/2 (Sebahar – Abstain; Bartels, Sander – Absent). PRESENTATIONS: None. CONSENT CALENDAR: None. PUBLIC COMMENT: None. PUBLIC HEARINGS: None. DEPARTMENTAL REPORTS: 1.REVIEW OF DRAFT CARLSBAD MUNICIPAL CHAPTER 2.36 – PARKS & RECREATION COMMIS- SION – That the Parks & Recreation Commission review proposed changes to Carlsbad Mu- nicipal Code Chapter 2.36 – Parks and Recreation Commission and provide comments as ap- propriate. (Staff contact: Sheila Cobian, Director of Legislative and Constituent Services). Recommendation: Review the draft and provide comments as appropriate. Director of Legislative and Constituent Services Sheila Cobian presented a Word presentation (on file in the Office of the City Clerk) reporting on the proposed changes to the Carlsbad Municipal Code Chapter 2.36. ACTION: Commission accepted the proposed changes. 2.APPEAL OF THE APPROVAL TO REMOVE A CITY STREET TREE – 3057 HIGHLAND - #1 – Receive Joe Sandy’s appeal of the approval to remove a city street tree at 3057 Highland Drive, which was based upon criterion in the Carlsbad Municipal Code and City Council Policy, and make a determination in support of the approval to remove the street tree. (Staff contact: Todd Reese, Parks & Recreation Department). Park Services Manager Todd Reese presented a PowerPoint presentation (on file in the Office of the City Clerk) describing the street tree appeal process, the criterion upon which staff made its decision to remove the street tree, and the recommended action. ACTION: Motion by Vice Chair Allemann, second by Commissioner Rasines to support the approval to remove the street tree at 3057 Highland Drive – 5/0/2 (Absent – Bar- tels, Sander). (Staff Contact: Mick Calarco, Parks & Recreation Department). Recommendation: Approve the regular meeting calendar. ACTION: Motion by Chair Winston, second by Commissioner Rasines to approve the regular meeting calendar – 5/0/2 (Absent – Bartels, Sander). PARKS & RECREATION DEPARTMENT REPORT – Receive a report on recently completed and upcoming Parks & Recreation Department activities, donations and grants, as well as other topics of interest. (Staff Contact: Mick Calarco, Parks & Recreation Department). Recommendation: Receive the report. Recreation Services Manager Mick Calarco and Parks Services Manager Todd Reese pre- sented a PowerPoint presentation (on file in the Office of the City Clerk) reporting on recently completed and upcoming Parks & Recreation activities as well as other topics. Commission received the report. June 19, 2023 Parks & Recreation Regular Meeting Page 4 COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: This portion of the agenda is for the Commission to make brief announcements, brief reports of their activities and requests for future agenda items. DIRECTOR’S COMMENTS: Parks & Recreation Director Kyle Lancaster mentioned that July is Parks & Recreation month and there would be a proclamation presented at the July 11, 2023, City Council meeting. Mr. Lancaster said all Commissioners are welcome to attend the City Coun- cil meeting, and the Chair or Vice Chair of the Commission will be asked to receive the proclama- tion. ANNOUNCEMENTS: None.
