SUBJECT: APPLICATION FOR ADDITIONAL SECTION 8 CERTIFICATES OR
HOUSING VOUCHERS -Request for Housing Commission approval of a
recommendation to the Housing :md Redevelopment Commission to submit an
application to the Department of Housing and Urban Development (HUD) to
receive funding for fifty (50) additional Section 8 Certificates or Housing
Vouchers under the Fair Share Allocation.
I. RECOMMENDATION
Adopt Housing Commission Resolution No. 006 recommending APPROVAL of the submittal
of an application for fifty (50) Section 8 Certificates or Housing Vouchers and authorizing the
Housing and Redevelopment Director to execute documents.
Il. BACKGROUND
On July 8, 1993, the Department of Housing and Urban Development (HUD) issued a Notice of
Funding Availability (NOFA) for Section 8 Certificates and Housing Vouchers. By approving
this Housing Commission Resolution the Housing Commission is recommending approval of staff
to submit an application for additional Section 8 units.
At present, the City's Housing Authority subsidizes rents for 473 low-income families under the
Section 8 Program. Additional Certificates and Vouchers will assist the City in achieving the
goals of the Housing Element .and the Comprehensive Affordability Strategy (CHAS) regarding
affordable housing in the City of Carlsbad.
III. ANALYSIS
The submittal of this application for additional Section 8 Units is consistent with the goals as
outlined in the Housing Element of Lie°" General Plan and in the Comprehensive Housing
Affordability Strategy (CHAS) as it pertains to providing affordable housing in the City of
Carlsbad. If this application is approved, 50 low-income families will receive Rental Assistance.

Additionally, the Housing Authority will receive approximately $344,000 over a five year period
for Rental Assistance Payments and supportive services.

A RESOLUTION OF THE HOUSING COMMISSION OF THE
CITY OF CARLSBAD, CALIFORNIA RECOMMENDING
APPROVAL OF AN APPL.CATION FOR ADDffiONAL
SECTION 8 HOUSING UNITS AND AUTHORIZING THE
HOUSING AND REDEVELOPMENT DIRECTOR TO
EXECUTE DOCUMENTS
WHEREAS, the U.S. Department of Housing and Urban Development has issued
a Notice of Funding Availability for additional Section 8 Housing units; and
WHEREAS, the City of Carlsbad is committed to continuing to provide low-
income housing in the City as it outlined in the Housing Element of the General Plan and in the
Comprehensive Housing Affordability Strategy (CHAS), a five year plan to increase assisted
housing which is required by HUD.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the Housing Commission
of the City of Carlsbad, California, as follows:

The above recitations are true and correct.
The Housing Commission hereby recommends the submittal of an application to
• the U.S. Department of Housing and Urban Development to apply for fifty (50)
additional units of Section 8 Existing Housing.
The Housing Commission hereby recommends the Housing and Redevelopment
Director to execute documents required for the submittal of said application for
additional Section 8 Existing Housing units.
