Absent: Allemann, Gisbert. Council Chamber 1200 Carlsbad Village Drive Carlsbad, CA 92008 PLEDGE OF ALLEGIANCE: Chair Winston led the Pledge of Allegiance. APPROVAL OF MINUTES: Minutes of the Special Meeting held on Aug. 14, 2023 Motion by Chair Winston, second by Commissioner Sebahar, to approve the minutes as pre- sented. Motion carried, 4/1/2 (Bartels -Abstain; Allemann, Gisbert -Absent). PRESENTATIONS: None. CONSENT CALENDAR: None. PUBLIC COMMENT: Patrice Smerdu spoke about the activities of the Carlsbad Community Gardens Collaborative. Krystal Kermett spoke about creating an option for tennis leagues in the City of Carlsbad parks. Kelly Lauro spoke about the need for tennis leagues in the City of Carlsbad parks. Heidi Mayer requested tennis court time for tennis leagues in the City of Carlsbad parks. PUBLIC HEARINGS: None. DEPARTMENTAL REPORTS: 1. 2023-2030 PARKS & RECREATION DEPARTMENT MASTER PLAN UPDATE -Accept the 2023- 2030 Parks & Recreation Department Master Plan Update and recommend its adoption by the City Council. (Staff Contact: Mick Calarco, Parks & Recreation Department) Recommendation: Accept the 2023-2030 Parks & Recreation Department Master Plan Up- date and recommend its adoption by the City Council. Parks & Recreation Director Kyle Lancaster and Recreation Services Manager Mick Calarco introduced the item and reviewed a PowerPoint presentation (on file in the Office of the City Clerk). Sept. 18, 2023 Parks & Recreation Regular Meeting Page 2 Diane Nygard spoke about the need for more open space, community and neighborhood parks in Carlsbad. Parks & Recreation Director Lancaster advised the commission that the public should have filled out a speaker slip prior to the beginning of Item #1. He added that the commission would now need to vote to allow the public to speak on the item. Motion by Commissioner Sebahar, second by Commissioner Bartels, to allow additional pub- lic comments. Motion carried, 5/2 (Allemann, Gisbert -Absent). Krystal Kermott spoke about the need for more parks in southeast Carlsbad, particularly with tennis courts. Motion by Chair Winston, second by Commissioner Batel, to accept the 2023-2030 Parks & Recreation Department Master Plan Update and recommended its adoption by the City Coun- cil. Motion carried, 4/1/2 (Sebahar -No; Allemann, Gisbert -Absent). COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: This portion of the agenda is for the Commission to make brief announcements, brief reports of their activities and requests for future agenda items. DIRECTOR'S COMMENTS: Parks & Recreation Director Kyle Lancaster thanked the commission for their time and consider- ation in bringing the Parks & Recreation Master Plan Update forward.
