AGUA HEDIONDA LAGOON FOUNDATION ACTIVITIES -Receive an informational report on the activities of the Agua Hedionda Lagoon Foundation . (Staff Contact: Michael Tully, Parks .& Recreation Department) Reco mmended Act ion: Receive the presentation. Agua Hedionda Lagoon Foundation Director of the Discovery Center Samantha Passovoy presented a PowerPoint presentation about the history of the lagoon, an overview of the Agua Hedionda Lagoon Foundation, the ecological benefits of scheduled lagoon maintenance dredging projects and the corresponding sand replenishment at Tamarack State Beach and Frazee State Beach. (on file in the Office of the City Clerk). Commission received the presentation. 2. SCRIPPS INSTITUTION OF OCEANOGRAPHY -INFORMATION REPORT -Receive an informational report of coastal conditions, issues with sand transport and recommendations to consider when developing adaptations to coastal erosion. Research Profes sional wit h t he Scri pps In stitut ion of Ocea nography Dr. Reinhard Flick presented a PowerPoint prese ntation on an overvi ew of coasta l condit ions and discussed some recent concerns (on file in t he Office of t he City Clerk). Du ring t hi s presentation, Dr. Fli ck identified the recent sign ifica nt escalation in globa l sea level rise and its current projection, a study of sand transport. Dr. Flick also provided his professional opinions regard ing the development of adaptation strategies to combat coastal erosions. Commission received the presentation . M itch Silverstein, San Diego Policy Coordinator for the Surf rider Foundation, offered comments about sand f low and how it might differ in the abse nce of j etties, man-made structures and interruptions to the sand supply. 3. CITY OF OCEANSIDE PHASE 2 SAN D NOURISHMENT AND RETENT ION PILOT PROJECT -Receive an in formational report from a representative of t he City of Oceanside on phase t wo of its Sa nd Nou rishm ent and Retention Pilot Project, including t he RE :BEACH Ocea nsid e Coastal Resilience Design Com petit ion. (Staff Contact: Michae l Tully, Parks & Recreation Department ) Recommended Action: Receive the presentation. City of Oceanside Coastal Zone Administ rator Jayme Timberlake presented a PowerPoint present ation on phase two of it s Sand Nourishment and Retention Pilot Project, including an update on the RE:BEACH Oceanside Coastal Resilience Design Global Compet ition (on file in t he Office of the City Clerk). Commission received the present ation. Mitch Silverstein, San Diego Policy Coordinator for the Sur/rider Foundation, spoke in support of sand nourishment projects generally. 4. TRI-ANNUAL REPORT OUT ON WORK PLAN FOR FISCAL YEAR 2022-23 -Review the Commission's Work Pl an for Fiscal Year 2022-23 and a report out on the progress made towards completing the goals and tasks. (Staff Contact: Michael Tully, Parks & Recreation Department) Reco mmend ed Action: Receive the presentation. Parks Planner Michael Tully presented the PowerPoint presentation on the Beach Preservation Commission Tri-Annual report ou t on the work plan (on file in the Office of the City Clerk). Commission received the presentation. Chair Steindlberger asked if notices can be sent out to the Commissioners prior to the King Tides events, and prior to the SANDAGs Shoreline Preservation Group upcoming meetings. CLEAN -UP EVENT ON THE CITY-CONTROLLED NORTH BEACH-Select a date and t ime for a secon d beach clean-up event on the city controlled north beach, during the period of the annual work plan of the Beach Preservation Commission. Mot ion by Commission er Shotas, a second by Commission er St ark for t he cl ea n-up event t o be held on Nov. 4, 2023, at 8:30 a.m. Motion carri ed, 5/0/0/2 (Woolsey, Norall -Absent). COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: This portion of the agenda is for the Commission to make brief announcements, brief reports of their activities and requests for future agenda items. Commissioner Stark provided a brief report on the status of the Carlsbad Tomorrow Growth Management Citizens Committee. Parks & Recreation Director Kyle Lancaster mentioned that on July 18, 2023, the City Council accepted the Committee's recommendations on all of the citywide facilities performance standards. Chair Steindlberger asked city staff to send advanced notification to Commissioners of upcoming Commission meetings. Chair Steindlberger would like to invite the Transportation Department staff to an upcoming Beach Preservation Commission Meeting to discuss updates on the South Carlsbad Climate Adaptation Project and the Encinas Creek rock revetment. Chair Steindlberger would like to an update on SANDAG's Buena Vista Lagoon Enhancement Project. DIRECTOR'S COMMENTS: Parks & Recreation Director Kyle Lancaster mentioned role changes to the staff support ofthe Beach Preservation Commission, commencing in 2024. Parks Planning Manager Nick Stu pin will be taking the responsibilities of the primary staff liaison to the Commission and Parks Services Manger Todd Reese will be taking the Commission meeting facilitator seat on the dais.
