DATE: 12/4/2013 NEEDS ASSESSMENT AND 00 ACTION STAFF: HAZELTINE COMPREHENSIVE ACTION PLAN RECOMMENDED ACTION: Accept the Parks & Recreation Department's needs assessment and comprehensive five year action plan and recommend City Council acceptance. ITEM EXPLANATION: In December 2012, after concluding an extensive request for proposals process, PROS Consulting was selected to partner with staff to develop the department's needs assessment and comprehensive action plan (Exhibit 1). PROS, RHA Landscape Architects-Planners and ETC Institute/Leisure Vision formed the consulting team. The planning work focused on these key goals and objectives: • Identify needs based on current gaps and future trends including changing (and aging) demographics in Carlsbad • Develop priorities based on Carlsbad's community values • Provide a guide for balanced program, facility and amenity offerings • Develop measurable strategies to achieve goals and recommendations • Financial sustainability driven by programmatic needs through this five year action plan The overall approach focused on a three step process that included comprehensive assessments (where are we today), a needs analysis (where do we want to go) and a five year action plan (how do we get there). Parts of these processes were individual tasks undertaken by members of the project team. The individual tasks included: • Demographics and trends analysis • Subjective community input (stakeholder meetings, key leader interviews, open public meetings, online surveys) • Objective community input (statistically reliable survey), • Facility and site assessment • Strengths, weaknesses, opportunities and threats (SWOT) analysis • Program assessment • Facility/amenity and program priority ranking (based on community input, the consultant's professional experience and on best practices relevant to Carlsbad) • Levels of service analysis and equity mapping (j) Page 2 The report and action plan has undergone an extensive internal and public review and comment process during the past four months: • City Council meeting -Sept. 10 • Parks & Recreation Commission -Sept. 30 and Dec. 4 • Senior Commission -Sept. 30 and Dec. 4 • City Council workshop -Nov. 12 Since the draft report was first distributed and posted on the city's website on Oct. 31, staff and the city's consultant added minor revisions (Nov. 8)! including: • Park and facility level of service standards specifically pertaining to park acreage were revised to accurately reflect the actual park inventory (Exhibit 1, p. 78). As a result of updates to page 71 of the report, the equity (service area) maps were revised as needed for the final report (Exhibit 1, pp. 81-93). After the Nov. 12 City Council workshop: • Funding and revenue strategies (Exhibit 1, p. 106) and a conclusion (Exhibit 1, pp. 18 and 110) were added to the report. The funding and revenue strategies are typically added to the final version of the report after the draft recommendations are presented and feedback is received from the City Council. Mr. Neelay Bhatt, vice president, PROS Consulting, Inc., will provide a summary overview of the final report, the key findings and analysis including levels of service and equity mapping, and the two big ideas -all of which contributed to the comprehensive action plan and five year recommendations (Exhibit 1, pp. 16-17, and 104-105). The final report and recommendations will be presented to the City Council on Dec. 17 and, upon acceptance, will then be considered an official part of the department's five year action plan.
