1.0 INTRODUCTION
1.1 Project Description
LEVEL I TRANSPORTATION IMPACT ANALYSIS
RACEWAY INDUSTRIAL
Carlsbad, California
September 23, 2021
The Raceway Industrial Project ("Project") proposes the construction of an industrial building with
approximately 238,949 square feet (sf) of warehouse space, 8,738 sf of office space, and 4,000 sf of
mezzanine office space. The Project site is currently vacant. The Project Site is zoned Planned
Industrial (P-M).
The City of Carlsbad staff has determined that the proposed Project is consistent with the Carlsbad
Raceway Business Park MND; therefore, vehicular impacts to local jurisdictions were previously
evaluated as part of the Carlsbad Raceway Business Park MND traffic impact analysis. As further
discussed in Section 2.1, the purpose of this report is to present the results of the Level I Traffic
Impact Analysis (TIA) required per the City of Carlsbad Transportation Impact Analysis Guidelines
(April 2018). A Level I TIA evaluates the Project study area per the City's multimodal level of
service (MMLOS) methodology and guidelines. This report does not address the Project's CEQA
impacts.
1.2 Background on Carlsbad Raceway Business Parle MND
A Mitigated Negative Declaration (MND) for the Carlsbad Raceway Business Park, which includes
the project site, was adopted on October 17, 2001. The Proposed Project is consistent with the
1,476,000 SF of industrial uses, which were approved as part of the Carlsbad Raceway Business
Park MND. Currently, there is 912,260 SF of industrial uses built as part of the Carlsbad Raceway
project with 563,740 SF available to be constructed. The Proposed Project consists of 251,687 SF
which is within the available square footage. The Carlsbad Raceway Business Park MND included
the following transportation-related mitigation measures:
■ Prior to the recordation of a final map, the developer shall design, dedicate, and bond for the
following roadways:
o Melrose Drive as a Prime Arterial from existing terminus at the Carlsbad Nista
boundary south to the intersection of Palomar Airport Road. Additional right tum
lanes are required at Poinsettia A venue and at Palomar Airport Road.
o Poinsettia Ave. ("B" Street) as an Industrial Collector from Business Park Drive to
Melrose Drive. Additional widening may be required at the Poinsettia/Melrose
intersection to accommodate turn lanes.
o Intersection improvements to Faraday Ave at Melrose Drive including but not limited
to: additional right-of-way, additional roadway, lane configuration, traffic signal,
modification, and inter-connect, street signs, and roadway striping.

■ Prior to recordation of final report, Faraday Ave. shall be financially guaranteed as a
Secondary Arterial to be constructed from the existing terminus in the City of Vista west of
Melrose Drive to the existing terminus in the City of Carlsbad at Orion Way.
The Proposed Project is the last remaining parcel to be developed in the Carlsbad Raceway Business
Park MND area and as such, all the transportation mitigation measures per the Carlsbad Raceway
Business Park MND listed above, which assumes the full buildout, have all already been completed.
Per the traffic impact analysis was prepared for the Carlsbad Raceway Business Park MND (Urban
Systems Associates, May 200 I), the trip generation rate utilized for a planned industrial use on the
Project site was 7 ADT trips per 1,000 square feet. Applying this rate to the Project results in a trip
generation of 1,762 ADT, which is greater than the Project's trip generation of 1,450 ADT discussed
in Section 3.1 of this report. The City of Carlsbad has determined that the Project's land uses and
zoning are consistent with the Carlsbad Raceway Business Park MND.
1.3 Project Location & Street Typology
The Project site is located south of Lionshead A venue between S. Melrose Drive and Eagle Drive.
Palomar Airport Road is the major east-west roadway in the Project vicinity providing regional
access to Interstate 5 and State Route 78. S. Melrose Drive is the major north-south roadway in the
Project vicinity providing regional access to State Route 78. Streets such as Lionshead Avenue and
Eagle Drive provide local mobility and access. Table 1-1 shows the Mobility Element typologies of
these streets in the Project vicinity.

2.0 ANALYSIS APPROACH & METHODOLOGY
This section summarizes the analysis approach and methodology used to evaluate the Project study
area.
2.1 Analysis Approach
Given the Project's conformance with the Carlsbad Raceway Business Park MND and Carlsbad
Raceway Specific Plan land uses, a Level I TIA is required per the City of Carlsbad Transportation
Impact Analysis Guidelines (April 2018). Level I TIA evaluates the Project study area per the City's
multimodal level of service (MMLOS) methodology and guidelines. A Level I TIA requires
multimodal analysis for pedestrian, bicycle, and transit modes, as appropriate, and calculation of
vehicular trip generation. No vehicular analysis is required. A scoping agreement was prepared for
the Project in accordance with the City of Carlsbad's Transportation Impact Analysis Guidelines
(April 2018). Appendix A contains a copy of the scoping agreement approved by City staff.
While no vehicular LOS analysis is required, per City of Carlsbad Mobility Element policy (3-P .11 ),
if the project adds 110 ADT or 11 peak hour trips in a single direction of travel to a street segment
exempt from LOS standards, it is required to implement Transportation Demand Management
(TDM) and Transportation Systems Management (TSM) strategies. The Project will be required to
prepare a TDM plan based on the City's TDM ordinance, which will be prepared separately. Trip
distribution was prepared to assess the need for TSM measures.
2.2 Multimodal Level of Service (MMLOS) Analysis
The City of Carlsbad requires multimodal level of service (MMLOS) evaluation for pedestrian,
bicycle and transit/rideshare users of the public roadway system. The City organizes the street
network by a system of "typologies", as defined by the City of Carlsbad Mobility Element.
Depending on the typology, different streets may require different MMLOS evaluations. For each
roadway user set (pedestrian, bicycle, transit}, general criteria groups have been identified.
Table 2-1 shows a summary of the criteria for each roadway user set.

Each roadway's typography is evaluated for the particular set of roadway users based on sub-criteria,
which is assigned "typology points". The following represents examples of sub-criteria within the
"Transit and Ridesharing" general criteria group with corresponding points assigned:
• Access -"ADA compliant sidewalk or path to transit stops in both directions" (15 points
assigned)
• Connectivity -"Multiple transit routes on segment" (IO points assigned)
• Transit Priority -"Dedicated right of way" (5 points assigned)
• Service -"Commute shuttle service provided during the morning and afternoon commute
periods" (IO points assigned)
• Amenities -"Covered bus stops" (5 points assigned)
• Bicycle Accommodations -"Bike parking available at the bus stop" (5 points assigned)
• Available Mobility Services -"On demand rides hare services available" (IO points
assigned)
The MMLOS analysis evaluates each of the sub-criteria, totals the points for the subject street
typology, and compares the points to the City's MMLOS Point System and LOS Rating, shown in
Table 2-2. This table assigns a qualitative LOS to several ranges of points, similar to the application
of LOS to ranges in delay for CEQA-analysis intersection operations.

The City's Mobility Element calls for each street typology to achieve LOS Dor better operations for
each mode subject to level of service standards.
2.2.1 Multi-Modal Facilities to be Included in Study Area
In general, multi-modal facilities must be included in the study area based on the following criteria:
Pedestrian:
• All pedestrian facilities that are directly connected to project access points will be included in
the study area.
• All pedestrian facilities adjacent to the project development site that provide direct pedestrian
access to the project site will be included in the study area.
• The analysis of each pedestrian facility will extend in each direction to the nearest
intersection or connection point to a multiuse trail or path. The study area will extend from
the project site until a Mobility Element Road or Class I trail is reached in each direction.

• Pedestrian facilities shall include all existing and proposed sidewalks, crosswalks, signalized
pedestrian phases, and ADA-compliant facilities.
• Pedestrian analysis need only be conducted for the side of the street where the project is
located, unless the project is located on both sides of the street, in which case both sides of
the street should be studied.
• Pedestrian analysis shall be conducted for all roadway segments included in the study area
that are subject to the Pedestrian MMLOS standards.
Bicycle:
• All facilities that bicyclists can legally use shall be included in the study area from each
project access point extending in each direction of travel to the nearest intersection, dedicated
bicycle facility, or connection point to a multiuse trail or path. Inventory and evaluation shall
include all off-street and on-street bicycle paths, lanes, and routes. ·
• Bicycle analysis shall be conducted for both directions of travel (e.g. both sides of the street)
of each facility included in the study area.
• Bicycle analysis shall be conducted for roadway segments subject to the Bicycle MMLOS
standards.
Transit:
• All existing transit lines and transit stops within ½ mile walking distance of the project site
shall be included in the study area.
• If the roadways within the study area are not subject to Transit MMLOS standards, no further
transit analysis is required.
• All transit lines located within a ½ mile walking distance of the project site will be analyzed
according to Transit MMLOS.
• All pedestrian routes linking the project site to a transit line within the ¼ mile walking
distance boundary.
• If no transit lines are provided, but the roadways within the study area are identified as
subject to Transit MMLOS, the project shall complete the worksheet for "No Transit Located
within½ Mile Walk from Subject Site or Roadway Segment".
• Transportation Demand Management Measures shall be identified for the project, which may
include on-demand transit, flex, or other measures.
Table 2-3 summarizes the modes accommodated by each street typology, and thus subject to Level
of Service analysis, per the Carlsbad General Plan Mobility Element.

2.2.2 Project Multi-Modal Study Area
Based on the study area criteria shown in Section 2.3.1, the MMLOS study area includes the
following:
Pedestrian
None
The Project site is located on Lionshead A venue, an Industrial Street, with secondary access to Eagle
Drive, an Industrial Street. These streets are not subject to Pedestrian LOS analysis. Because
Palomar Airport Road and S. Melrose Drive do not have direct pedestrian connection to the project
access points and are classified as Arterial Streets, they are also not subject to Pedestrian LOS
analysis.
Bicycle
None
The Project site is located on Lionshead A venue, an Industrial Street, with secondary access to Eagle
Drive, an Industrial Street. These streets are not subject to Bicycle LOS analysis. Because Palomar
Airport Road and S. Melrose Drive do not have bicycle facilities that are directly connected to the
project access points and are classified as Arterial Streets, they are also not subject to Pedestrian
LOS analysis.
Transit
Palomar Airport Road (Arterial) / S. Melrose Drive (Arterial). This pair of transit stops (both
directions of travel) are within the study area and less than ½ mile from the Project site.
Palomar Airport Road (Arterial)/ Eagle Drive (Industrial). This pair of transit stops (both directions
of travel) are within the study area and less than½ mile from the Project site.

3.0 PROPOSED PROJECT
3.1 Trip Generation
The Project proposes the construction of an industrial building with approximately 238,949 square
feet (sf) of warehouse space, 8,738 sf of office space, and 4,000 sf of mezzanine office space. Trip
generation estimates for the Project were based on the SANDAG's Brief Guide of Vehicular Traffic
Generation Rates for the San Diego Region (April 2002). The proposed office space is ancillaryl to
the warehouse operations; however, to be conservative, it was included in the trip generation
calculations.
Table 3-1 tabulates the Project traffic generation. The Project is calculated to generate 1,450 ADT
with 191 AM (141 inbound / 50 outbound) peak hour trips and 212 PM (79 inbound / 133 outbound)
peak hour trips.
3.2 Trip Distribution for TSM Requirements
Project trip distribution was developed based on the available local and regional access as well as the
trip distribution used in the Carlsbad Raceway Business Park MND Traffic Impact Analysis.
Figure 3-1 shows the Project trip distribution. Figure 3-2 shows the Project trip assignment.
Per the City's Mobility Element, the following segments in the Project vicinity are exempt from
LOS standards:
■ Palomar Airport Road between El Camino Real and Melrose Drive
■ Melrose Drive between Palomar Airport Road and the northern City limit (southbound only)
When a new development adds traffic to street facilities that are exempt from the LOS standard, the
development is required by Mobility Element policy 3-P. l 1 to implement transportation demand
management (TDM) and transportation systems management (TSM) strategies. The threshold for
requiring TDM/TSM measures is 110 ADT or I I peak hour trips added to an exempt street segment.
A TOM plan is independently required based on the City's TDM Ordinance and is provided
separately.
Using the trip generation shown in Table 3-1, the critical distribution percentages for daily, AM
peak hour, and PM peak hour traffic are as follows:
• ADT = 7.5% (110 / 1,450 Project ADT)
• AM Peak Hour = 7.8% (11 / 141 Project AM inbound trips)
• PM Peak Hour = 8.2% (11 / 133 Project PM outbound trips)

As shown in Figure 3-1, the Project traffic distribution exceeds the 7.5% corresponding to the ADT
threshold at both of the exempt segments listed above. It is estimated to also exceed the threshold for
AM and PM peak hour trips at both of the exempt segments listed above. Based on this, the Project
may be required to contribute toward TSM measures. The Project will implement TSM measures to
the satisfaction of the City Traffic Engineer. In order to meet the requirements of the Mobility
Element policy, the Project will pay for the installation of one traffic signal controller.
3.3 Transportation Demand Management {TDM)
To comply with the Mobility Element Policy 3-P. l l, the Project shall prepare a Tier 3 TDM to the
satisfaction of the City Engineer. A Tier 3 TDM Plan requires the following elements:
• Existing conditions and context
• Three required strategies ( designation of a transportation coordinator, distribution of new hire
transportation information, and participation in citywide TDM program)
• Selection of infrastructure improvements and programmatic strategies
• Agreement to adhere to monitoring and reporting requirements as described in Section 2.7 of
the Carlsbad TDM Handbook.
A Tier 3 TDM plan is provided under a separate cover. In addition to the three required strategies,
the Project proposes to implement the fo llowing TDM strategies to meet the City's Tier 3 TDM
requirements:
• Secure Bike Parking
• Public Bike Racks
• Bicycle Repair Station
• Transit Stop Improvements
• Preferential Parking for CarNanpools
• Real-Time Travel Information Screens
• TDM in Leases and Purchase Agreements
• Non-standard Vehicle Policies
• Marketing and Outreach
• Ride-Matching Services

4.0 MUL Tl-MODAL {MM LOS) ANALYSIS
4.1 Background
The existing multi-modal facilities in the vicinity of the Project site were evaluated using the City of
Carlsbad's MMLOS Tool (September 2018). The MMLOS study area was selected based on the
City's scoping requirements and the street typology of the roadway, which indicates which modes
are subject to LOS standards on that facility type.
4.2 MMLOS Results
Per City of Carlsbad TIA Guidelines, all existing transit lines within ½ mile of the Project site are
included in the study area. Based on these criteria, Route 445, serving the Poinsettia COASTER
station and Palomar College via Palomar Airport Road, has stops located at the intersections of
Palomar Airport Road/ S. Melrose Drive and Palomar Airport Road / Eagle Drive, which are within
½ mile from the Project site and therefore are included in the study area.
Table 4-1 summarizes the MMLOS analysis results for the Route 445 transit facilities at the
Palomar Airport Road / S. Melrose Drive intersection and the Palomar Airport Road / Eagle Drive
intersection. Both the westbound and eastbound stops at both intersections do not provide any stop
amenities and currently fail to meet MMLOS standards as they are calculated at unacceptable LOSE
and do not meet the minimum amenity requirements.
The Project will be required to provide amenities at the eastbound and westbound stops located at
the Palomar Airport Road/ S. Melrose Drive intersection as mitigation to improve Transit LOS to an
acceptable level. The provision of a concrete pad, a bench and a trash can are required for each
transit stop to obtain an acceptable level of service. As shown in Table 4-1, the both the westbound
stop and eastbound stop at the Palomar Airport Road / S. Melrose Drive intersection would achieve
acceptable LOS D or better following the provision of a bench and a trash can. Appendix B contains
the detailed MMLOS worksheets.
The Project will be required to provide amenities at the eastbound and westbound stops located at
the Palomar Airport Road / Eagle Drive intersection as mitigation to improve Transit LOS to an
acceptable level. These improvements include a concrete pad, a bench and a trash can at the
eastbound transit stop and a bench and trash can at the westbound transit stop. As shown in Table 4-
1, the eastbound and westbound transit stops at the Palomar Airport Road / Eagle Drive intersection
would achieve acceptable LOS D with the Project improvements.

5.0 CONCLUSIONS
The following is a brief summary of key Project information and analysis results:
• The City of Carlsbad staff has determined that the proposed Project is consistent with the
Carlsbad Raceway Business Park MND; therefore, vehicular impacts to local jurisdictions
were previously evaluated as part of the Carlsbad Raceway Business Park MND traffic
impact analysis.
• The Project proposes the construction of an industrial building with approximately
238,979square feet (sf) of warehouse space, 8,738 sf of office space and 4,000 sf of
mezzanine office space. The Project Site is zoned Planned Industrial (P-M) and is in
conformance with the approved Carlsbad Raceway Business Park MND.
• The Project is calculated to generate 1,450 ADT, with 191 AM (141 inbound/ 50 outbound)
and 212 PM (79 inbound/ 133 outbound) peak hour trips.
• As the Project is a commercial project generating at least 110 ADT by employees, a
Transportation Demand Management (TDM) plan is required and will be provided under
separate cover.
• The Project is calculated to add in excess of 11 peak hour trips to Palomar Airport Road
between El Camino Real and Melrose Drive and southbound Melrose Drive between
Palomar Airport Road and the northern City limit, which are both exempt from vehicular
LOS standards. As such, the Project will implement TSM measures to the satisfaction of the
City Traffic Engineer.
• Palomar Airport Road is classified as an Arterial which requires Transit MMLOS analysis.
The Project site is located between two intersections with stops for Route 445, both less than
½ mile from the site. The stops located at Palomar Airport Road / S. Melrose Drive and
Palomar Airport Road/ Eagle Drive were evaluated for Transit MMLOS.
• The stops for Route 445 in both the eastbound and westbound direction of travel at Palomar
Airport Road / S. Melrose Drive were found to be lacking required amenities. The provision
of a bench and a trash can at both the eastbound and westbound stops are required to provide
an acceptable Transit LOS. The Project will provide a concrete pad, a bench and a trash can
at both the eastbound and westbound stops. With the proposed improvements of a concrete
pad, a bench and a trash can, both the westbound stop and eastbound stop at the Palomar
Airport Road / S. Melrose Drive intersection would achieve acceptable LOS D or better.
• The stops for Route 445 in both the eastbound and westbound direction of travel at Palomar
Airport Road/ Eagle Drive were found to be lacking required amenities. The Project will
provide a concrete pad, a bench and a trash can at the eastbound transit stop and a bench and
